year. let's start with meteorologist bill henley and the neighborhood weather forecast. morning, bill. >> morning, vai. it is dry, trying to precipitate. very few sprinkles moving through chester county right now. that's not the steady rain i'm expecting. there it is. it moves into d.c. and farther to west virginia, moderate showers. what we'll see coming into our area during the day is mainly light rain. right now, cloudy skies. even in the lehigh valley where i expect it will stay dry for most of the day. the showers will stay just to the south of easton. 8:00 this morning, 56 degrees. 61 degrees at 11:00. most of the rest of the area will see light rain and that will lead to a minimal warmup. we're in the 40s and 50s, low 60s this afternoon. that rain will be steadier in delaware and new jersey. at the shore, just a little bit warmer with cloudy skies. rain will be moving in, 64 degrees this afternoon. it's 62 this afternoon with light rain developing for philadelphia. a rainy day ahead.
there are drier days ahead, too. take a look at the futurecast to show you when the rain will move in and out when i'm back in ten minutes. let's check with jessica boyington see how the commute is looking on this tuesday morning. jessie? >> we're starting things off in deptford, new jersey on the 42 freeway around route 41. you can see in the northbound lanes, that's typically where we watch in the morning for big delays. not yet. there's a northbound drive time from 55 to the walt whitman bridge, a four-minute trip. speeds into the 60s. no big delays there. watching in montgomery county for an accident out in franconia on lady street and cow path road. no problems on 78 around lehigh street. both directions looking just fine as are the area bridges. i'll be back in the next ten to check on your morning drive. we're following breaking news on nbc 10. a poliqe officer is in the hospital this morning after getting into a crash with a truck in philadelphia. nbc 10's pamela osborne is live for us on the scene this morning
with details. pamela, walk us through what happened. >> reporter: vai, i want toot step o -- to step out of the way so you can take a look. this is the vehicle that police officer was in when she was responding to a call. the 45-year-old officer had lights and sirens on, trying to to get to south and 3rd. she was traveling eastbound on south, when she went to cross 11th, that is when she was hit. the front end of her patrol car by a bread delivery truck. the driver remained on the scene. police say he was not injured. this happened seven blocks away from where that assault occurred. the police caught up with the suspe suspect. the police say that suspect punched two people on the street, one knocked unconscious and had to be transported to jefferson hospital. witnesses have positively identified the suspect. police are investigating, they tell us there are cameras in the area and they're working to find
out who had the green light at the time of the crash. reporting live this morning, in queen village, i'm pamela osborne, nbc 10 news. 5:33 right now. 55 degrees outside. today we are expected to learn exactly what caused the amtrak train derailment that killed eight people and injured 200 in philadelphia. nbc 10's matt delucia is live in center city with details on today's hearing in washington and what's happening in our area today. matt? >> well, tracy, first off, the one thing that attorneys for some of the victims and families based here in philadelphia, ha they want is accountability on the part of amtrak and train 188's engineer. they want him held responsible for that derailment that happened last may. while the ntsb will officially meet later on this morning, a report from nbc news cites from a source it was radio dispatch.
officials we spoke with said radio transmission has always been a problem. a safety expert says two things could have saved those lives, one, another person helping in the locomotive and two, positive train control. >> had there been positive train control along that route, this accident would have never occurred. >> unfortunately, this provides interference and a distraction from the major cause of the accident which was human error. >> reporter: the ntsb is scheduled to vote on the final report later on today. that meeting is in washington but the attorneys for several of the passengers and victims' families will watch that meeting on a video feed from their offices here in center city. several lawsuits have already been filed against amtrak and the train's engineer. we'll be following that for you. for now, live in center city, matt delucia, nbc 10 news. we have you covered all day long on the amtrak/ntsb report.
mitch blocker will be if there for the latest. you can see his reports on air and the nbc 10 app. back to court for congressman chaka fattah as his federal corruption case heads into day two.ç prosecutors and defense lawyers laid out their strategies to the jury in opening statements yesterday. prosecutors said fattah took an illegal $1 million loan to fund his failing mayoral bid in 2007. the defense is putting the blame on two political consultants who have pleaded guilty in the case. as for fattah, he kept a smile on his face. >> i want to say thank you to the voters and the citizens who supported me and for their prayers over these many, many years. >> four associates are also on trial with the congressman. happening today, philadelphia budget hear eggs will take up the issue of school funding. philadelphia city council will hear from school superintendent william hite about next year's budget. the school district does not plan to ask for an increase in
funding but hite says the long-term picture carries a significant deficit. philly schools have a $2.8 billion spending plan for next year that depends on more state funding. in new jersey, the race to replace governor christie has already begun. democrat phil murphy began the first candidate to get into the race. he is the former united states ambassador to germany, previously worked for goldman sachs, a crowded field of democratic candidates is expected to compete in next year's primary. governor christie's term ends in january of 2018. well, today for the first time, the eagles president and future quarterbacks will meet on the field. veteran sam bradford and rookie carson wentz are slated to workout with the rest of the birds at the novacare complex. bradford missed part of a voluntary practice this month while trying to work out a deal in a trade that never materialized. wentz, the eagles top draft pick
signed a four-year, $26 million contract. 17 of that guaranteed. single game tickets for the 2016 home games will go on sale at 10:00 a.m. general prices start at $37 a seat. standing room start at 27.50 and up. nbc 10, of course, the official television station of your philadelphia eagles. now your nbc 10 first alert weather with meteorologist bill henley. >> no sign of any sunshine this morning. look at this, this is a cloudy view from philadelphia international. those clouds will stay put during the day today. they're keeping us warmer this morning. 55 degrees in philadelphia. it's dropped into the 40s in south jersey and the lehigh valley. there's some cooler spots in philadelphia, too. just at 50 degrees now in andorra and chestnut hill. somerton is 52 degrees. a cool but typical spring morning.
clouds, they're here. spring showers, you can see they're trying to get started in chester county. most of that is not even reaching the ground. it's evaporating before it hits. the steadier rain moving into the d.c. area and into western pennsylvania and also into west virginia, that's going to be here late this morning and this afternoon is when you'll see the steadiest rainfall. sometimes the strong winds like we had yesterday can make light rainfall feel heavier. today only going to see wind speeds on the light side. below 5 miles an hour in philadelphia for most of the day. the rain has returned. clouds and showers for philadelphia and in the suburbs, the lehigh valley could very well stay dry today. maybe a sprinkle but mostly cloudy skies, middle 60s for bethlehem and easton, kutztown, 60 degrees this afternoon. rainfall moving in for new jersey and the jersey shore with an afternoon high of 63 degrees in atlantic city. delaware, you'll see steady rain, 60 for this afternoon for
wilmington. 60 degrees in dover. we will see sunshine, though, return tomorrow. i'll show you when this rain is moving out with the futurecast when i come back in just a few minutes. taking through the ten-day outlook to show you when we'll get a bit of a summer preview. things will be heating up before too long. tracy, vai? >> i like the sounds of summer preview. speaking of moving out, might be headed out the door on your way to work or school. >> let's check the schuylkill expressway with first alert traffic reporter jessica boyington. what do we need to know, jessica? >> it's going great right now. we're not seeing volume anywhere yet on most of our majors, specifically the schuylkill, that's what we're looking at live around girard avenue. no problems coming off the ramps right here, east or westbound, we're doing okay. eastbound into center city from the blue route to the vine street expressway, a 12-minute trip. speeds are still into the 60s. you can see no problems there. we do have a problem in franconia, there's an accident,

alcoholic drink in a plastic container. the container would need to have the name of the business on it. voters in kentucky and oregon go to the polls in their state's primaries. >> polls show the close contests between hillary clinton and bernie sanders. last night, senator sanders hold a town hall and rally in san juan, puerto rico. sanders called in the federal reserve to help restructure the u.s. territory's debt which now stands at $72 billion. he also blasted investors who want budget cuts to help them recover their money. >> we are seeing vulture funds on wall street demanding, billionaires on wall street, demanding that puerto rico fire teachers, close schools, cut pensions and abolish the minimum wage. >> puerto rico's democratic caucus is june 5th. today hillary clinton's
daughter chelsea will attend two events in monmouth county. meantime, donald trump will be in mercer county on thursday. the presumptive republican presidential nominee will join new jersey governor chris christie for a fund raiser to pay down christie's campaign debt. today is the last chance toç register to vote in the june 7th primary in new jersey. also the last time for voters to switch their political party affiliations if they want to. vai? bridgeton high school leaders are planning a vigil for two students who were killed in a post-prom crash. they died when their car veer off the road and crashed into a tree early saturday morning. this happened on the way home from an after-prom celebration in ocean city. yesterday students returned to school without their friends. counselors are there this week to help. >> school kind of had this dark,
somber, gray aura to it rather than its colorful, cheerful, vibrant feeling it had. >> state police investigators are investigating the car to see if there was a mechanical failure. a bucs conte couple is behind bars on charges of beating their infant twin daughters. melissa and michael shales are accused of a pattern of abuse. both babiy ies had broken legs other trauma. one of the girls is still in the hospital with a throat injury. the neighbors saw the baby insisted the parents called 911. >> she jumped out of her bed and says to her husband, what do i say? i said, you need to tell them the truth, what happened. >> the bucks county district attorney tells us the other twin an a 3-year-old are now in protective custody. florida investigators plan to inspect a boat used by two
teenagers who disappeared at sea. the boat was returned to florida yesterday by the cargo ship that founded it off the coast of bermuda in march. perry cohen and austin stephanos when fishing in july off the coast of jupiter. their capsized boat was recovered but their bodies have not been found. cohen's mother says she wants the boat examined as a possible crime scene. the florida fish commission says they do not consider this a crime case but will look at the boat. now your nbc 10 first alert weather with meteorologist bill henley. >> clouds moving in. you can see them at wilmington, frawley stadium, dry right now. they may want to cover the infield. they have a game tonight. there's a good chance they'll get the rain in. it's not going to be an all-day rainfall. 55 degrees in philadelphia, 40s in south jersey. cooler spots include 50 degrees right at limestone road, marshalen to marshal

steadier rainfall. high temperatures in the low 60s this afternoon. rehoboth beach will get rain and look at the very low 60s for wilmington and dover. here it is, the futurecast, 10:00 this morning, light scattered showers. this is very light stuff. the steadier rain moves in early in the afternoon. you'll see some of it at lunch time. 1:00 in the afternoon, a brief moderate shower moves through chester county. look at that, steady rain in delaware and south jersey. trenton, yes, getting some showers. just skirting allentown. the showers will push offshore by 7:00 this evening. so the blue rock should be able to get the game in. might be a sprinkle or two into the evening hours. then we are drying out. the ten-day outlook has rain for today. 69 degrees, some sunshine in the afternoon and warmer days ahead for thursday and friday. 76 degrees on friday. saturday, likely to get a cloudy start but the rain will develop during the day and continue into sunday morning. sun afternoon we see breaks in the clouds.
rain returns monday and tuesday and then here comes summer or at least it will feel like it for wednesday and thursday with high temperatures in the 80s. tracy, vai? >> all right, bill, looks good. >> did he say summer? >> it's coming. let's check your ride to work, starting on route 202. >> jessica boyington has that for us. >> we're still light on most of our majors, vai and tracy. this is route 202 around route 29. you can see all traffic moving along. no problems in either direction if you're headed northbound or southbound. specifically a drive time of northbound from this point of 29 headed up to the schuylkill expressway, still a 7-minute trip. speeds into the 60s. montgomery county, another accident in lower providence on eagleville road and red tail road. the garden state parkway over in summers point, if you're heading down the shore, over in new jersey, this is around the great egg toll plaza. no major problems or delays. we have active construction work, losing a lane headed southbound on the parkway. also watching september to's route 101 trolley.

good morning, everyone. jessica boyington with an update on your first alert traffic right now. we're watching the vine street expressway. earlier this morning we were closed for ongoing construction. that's actually in between the schuylkill and broad street. now back open to traffic. no problems heading out the door through center city there. maybe a little delay headed westbound towards the schuylkill, otherwise you're good to go. more updates in the 6:00 hour. six minutes before 6:00. from our delaware bureau, a new state-of-the-art crime center in wilmington will change the way police officers respond to calls with an array of new computers, the realtime crime center shows exactly where officers are
deployed. officers can see who may be closer to a call offering a quicker response time. it also maps out crime investigations. >> what it means to us is having situational awareness for the officers that are on the street. we believe we're moving into the 21st century with this technology, something we have been lacking for a while. >> the new crime center costs $750,000. the follow-up now toñi an n 10 investigation, the state funeral board has revoked a philadelphia funeral director's license and levied a $100,000 civil penalty against him and his funeral home. last year, authorities found three bodies in blair hawkins' funeral home. the state says he did not promptly dispose of the deceased. earlier this month, the nbc 10 investigators uncovered the state funeral board is limited to issuing fines and after sometimes lengthy investigations revoking licenses. it cannot stop an unlicensed funeral home from performing funerals. happening today, senate and
house loumakers are moving closer to passing a bill to fund the fight against the zika virus. how republican house republicans are set to vote on a measure of 620 million to fight the virus. that's less than a third of what the president requested. the bill is paid for in part by using the unspent money that was set aside in 2014 to fight ebola. in our area, pennsylvania reported 18 zika cases, 12 cases have been reported in new jersey and delaware has reported 3 cases. four minutes before 6:00 right now. another lucky win for a 7-eleven customer in new jersey. >> someone in camden county bought a $1 million lottery ticket in friday's mega millions drawing. it was purchased at the 7-eleven
