rainier than this morning. it's not going to be a heavy rainfall, it will be steady enough to keep the temperatures in the low 60s in philadelphia and new jersey. warmer at the shore, 64 degrees. low 60s for the lehigh valley and into delaware as well, we're watching the radar and the satellite. plenty of clouds so far. look to the southwest. there is the rainfall. it's moving into the d.c. area. we have time before it arrives here. keep an eye on the sky. you'll want to take rain gear with you today. i'll get your futurecast hour by hour when i'm back in ten minutes. it's just after 6:00 this morning. jessica boyington with traffic. >> that's right, bill, we're watching 95 around girard avenue. volume headed toward the center city area. a 14-minute trip, still in the green, hasn't budged, maybe a minute or so. average speeds are way up there into the high 50s.
we're watching an accident on eagleville road and red tail road. more construction on passyunk avenue. this is in both directions betweeni61st street and 28th street. that's reduced to two lanes. 295 in new jersey around hamilton township. you can see no problems in either direction or big delays north or southbound, tracy. >> jessica, thanks. 6:02. now to our breaking news. a philadelphia police officer is in the hospital after crashing her cruiser head on into a delivery truck this morning. >> let's get right out to nbc 10's pamela osborne who's live in bella vista where this crash happened a little more than three hours ago. the officer was responding to a different scene. tell us what happened. >> she was trying to help officers track down an assault suspect about seven blocks from here. as you can see, she never head it to that scene because of this crash. you can see the air bags deployed. the impact of that crash sent debris all over the sidewalk here. that officer was taken to jefferson hospital and is expected to be okay.
that 45-year-old officer is in stable condition. now, the driver of the delivery truck that hit into the patrol car was not injured. he stayed on scene, answered questions from police. police tell us they are investigating the crash but that the officer's lights and sirens were active at the time. >> our realtime crime cameras are located at the intersection of 11th. the realtime crime cameras did record this entire accident, is what we're being told. >> the police officer still on scene here. police did catch up with the suspect. they say he punched two people. he was positively i.d.'d, taken to the hospital to be checked out. he is in police custody. accident investigation also going to be using those cameras to check and see who had the lights at the time of this crash. reporting live this morning, pamela osborne, nbc 10 news. 6:03. today the ntsb will vote on the
final report about last year's deadly amtrak derailment in philadelphia. and its probable cause. >> nbc news is reporting that according to a source, it was a radio dispatch that distracted amtrak 188 engineer brandon bostian moments before the train went off the rails. the crash killed 8 and injured 200 others. a live report coming up in 25 minutes at 6:30. stay with nbc 10 for continuing coverage of the ntsb report. mitch blocker will be reporting live from the capital. a scare for a woman trying to get a snack at a delaware county store. >> police are looking for a man who took pictures up a woman's skirt as she stood at the food counter. this incident happened may 10th on 69th street in upper darby at the philly pretzel factory. the man is taking pictures under her skirt. he did it four times before the victim caught him.
>> the thing that bothers me about these dirt balls is the fact that if they have that much guts to do something like that, what can they do beyond that. >> the victim took a swing at him and he ran out the front door. if you happen to recognize him, you're asked to call upper darby police. 6:05. now to decision 2016. primaries in can't ken and oregon will once again pit hillary clinton against bernie sanders. clinton is looking to move closer toward clinching the democratic nomination for pvr"ent. today hillary clinton's daughter chelsea will be in monmouth county, her second campaign trip to north jersey this month. polls show hillary leading bernie sanders in new jersey. meanti meantime, donald trump will be in mercer county on thursday, joining governor chris christie for a fund raiser to help pay down christie's presidential campaign debt. a reminder that today is the last chance to register for the june 7th primary in new jersey. also the last time voters can switch their political party affiliation in order to vote in

>> clouds are here. they're already in cape may. you can see a few breaks in the distance. it's going to be a mostly cloudy morning. rain will be on the way to cape may. beach avenue is dry. that's the view from the marquis de lafayette hotel. if you're heading down to the shore, you'll need your rain gear. for most of the area you'll need your rain gear. it is dry, we will see rain moving in. later this morning, the first rain drops will be falling. steadier rain as we go into the afternoon hours. the seven-day forecast at the bottom of the screen shows there are drier and warmer days ahead. but today, the temperatures are really going to be limited as the readings will start in the 40s and 50s and warm only into the low 60s this afternoon. no sign of any rain just yet. that's all to our south. clouds have made a comeback. rain on the way during the day today. those rain drops will be falling. first thing this morning drive. by 1:00 this afternoon, it's a
steady light rain into philadelphia. allentown, the lehigh valley, will avoid most of the rainfall. a few sprinkles have been showing up, not even reaching the ground in chester county. the steady rain is well to our southwest. it's inching toward d.c. western pennsylvania, getting some rain. the steadiest rain, it's far to the southwest, moving through west virginia, charleston getting some of that light rainfall and moderate showers in the ohio valley. it's got a ways to go before it gets to us. we have hours before you'll get the rain gear out. look at that steady rain. by 4:00, allentown still dry. trenton, a few light showers. that's about it. the steadier rainfall into delaware and south jersey. light rain, destined for philadelphia. as we go into the evening hours, we'll be drying out at 7:00. stillç a few rain showers at ce may. then it's drying out into the late evening hours, though there's still a chance of a shower early tomorrow morning. stand by for another dreary day.

little bit later than now. right now you're good to go. we're in the green, a five-minute trip here. this is right around creek road, no big problems, northbound from 55 headed up towards the philadelphia area and the walt whitman bridge. speeds are way up there as well. no problems if you're headed southbound towards the shore. in tredyffrin township, construction, route 252 is closed between springs road and valley forge road. no big problems for route 109 and 202. there's an accident in lower providence on eagleville road and red tail road. mass transit doing just fine for the most part with no delays. i'll be back in the next ten with more updates for you. >> back in those days, the team calls them practices. now they call them otas, organize organized practices.

unemployment rate of 6.3%. salt lake city is the best place to start a career. new this morning, a little known organization in north philadelphia is helping ex-offend he's get back to normal life. >> connection training services helps 100 men and women every year become members of society. >> with regard to public safety, this organization works to recommit crimes once they're out of prison. program leaders tell me nine out of ten former inmates who are enrolled in connection training services graduate, this mean they learn how to overcome their prison stigma. they get a job and they don't re-offend which means that they're not put back in prison at the expense of taxpayers. for several months these men and women are paired up with case work her help them move beyond their former prison identity and

seeing big delays. so far, no. eastbound maybe a minute increase. not much so far, eastbound from 29 to the schuylkill expressway, average speeds into the 50s. you can see headed westbound, a minute less. that typically on the westbound side doesn't jam up as quickly as the eastbound side does. here's the boulevard around fox street. no problems or big delays in either direction north or southbound right there. an accident out in lower providence may tie you up if you're out on eagleville road or red tail road. mass transit doing okay for the most part with big delays. we're watching the route 101 trolley. they're shuttle bustle passengers between pronk street road and providence. now your nbc 10 first alert weather. >> let's check the nbc 10 first alert neighborhood weather. a forecast you won't get anywhere else. it's very specific. >> this is a good example of why it's important. most places will rain but one or two places may not get any rain.
bill will let us know where. >> everybody is seeing the clouds this morning. that's actually helping us stay above the cold zone, which is what we had yesterday. it was so cold yesterday morning. this morning cloudy and cool. those clouds not producing any rain just yet. that changes during the day. grab an umbrella. it will be a rainy afternoon. the steadiest rain in new jersey and delaware. philadelphia will get its share, too. drying out this evening. in fact, some spots may stay dry for most of the day. cooler in allentown, 48 degrees. 54 in philadelphia. everybody is running warmer thanks to the clouds. 13 degrees warmer compared to yesterday. wilmington is up by 12 degrees. the temperatures in the 40s and 50s will warm only into the 60s because of the rainy conditions on the way. see the clouds are already here. the showers that will be moving in, they'll start later this morning. the steadier rain, you can see it to the west. it extends into the midwest,ç missouri, southern illinois, into indiana. the ohio valley seeing that rain. it is going to come into our
area, most of the rain will stay to our south. we'll get our share as well. the lehigh valley, this is where it's most likely to stay dry for most of the day. you might see a brief shower or sprinkle or two. mainly cloudy skies for kutztown, bethlehem and easton. a bill warmer into the middle 60s. low 60s for west chester, phoenixville and newtown. scattered showers for philadelphia, the rain will be moving in late this morning as a few scattered showers and the steady rain this afternoon. high temperatures in the low 60s. in new jersey, trenton mostly cloudy. could see a brief shower there. steadier rainfall for haddonfield and glassboro with afternoon readings in the low 60s. and at the shore, the wind won't be as strong as yesterday. the rain is returning. galloway and avalon will see that steadier rain. atlantic city up to 64 degrees this afternoon. rain arrives for delaware, too. later this morning, the first rain drops will be moving into the wilmington area. but we're not talking a lot of rain here. this is the futurecast, shows
light rain by 11:00 this morning. as we go into the afternoon, we get steadier rainfall. a quarter inch in swedesboro. rain heavier in dover to the south. dover will see closer to half an inch of rain. that's by 9:00 this evening. we got rain ahead for today. but it's not going to last into tomorrow. an early morning shower, then drying out tomorrow with breaks of sunshine and the temperature responds near 70 degrees tomorrow afternoon. thursday and friday, nice weather ahead. dry conditions and plenty of sunshine, too. over the weekend, saturday, the clouds move in in the morning. the rain moves in during the day and the rain continues into sunday. sunday afternoon, 71 degrees. should get a dry day monday but monday evening there's a chance of more rain. that will be here on tuesday to bring the temperatures down. but then look at the warmup, from 68 degrees on tuesday and then here comes sunshine with our summer preview into the 80s wednesday and thursday. tracy?

the airport, bustleton, 51. the clouds are here and yes, you might want to take an umbrella with you. it is dry right now, we're tracking light rain. it's been trying to get started in chester county. right now it's completely dry. the rain is still well to the southwest. it's going to take most of the morning for it to move in. the first of the rainfall will be moving in through northeastern maryland and into delaware and south jersey. the farther north you go, the better chance you'll stay dry. the forecast is calling for temperatures to warm into the low 60s. rain will be developing for philadelphia and the suburbs, just light rain there. mainly cloudy for the lehigh valley. there's a chance of a shower but most of the day will be cloudy with temperatures into the upper 50s and low 60s. delaware, new jersey and the shore, that's where we'll see steadier rainfall after a cloudy morning. the rain develops early in the afternoon. it continues into the late afternoon hours. and then there are changes ahead for tomorrow. i've got the futurecast when i'm back in ten minutes. right now, jessica boyington is watching your first alert
traffic. jessie? >> we're watching the schuylkill expressway right now. this is around the conshohocken curve. starting to see delays, whether you're headed eastbound or westbound. we're up to a 17-minute trip. eastbound from the blue route to the vine street expressway. speeds starting to drop into the 40s. some slowdowns on the schuylkill and and zh accident inç chelte. more updates when i'm back in ten. vai? >> thank you, jessie. breaking news right now. a police tow truck is in the process of transporting a cruiser involved in a crash just a few hours ago. >> one officer was hurt when the cruiser crashed into a delivery truck. pamela osborne is live in bella vista. >> this car has been here since about 2:00 a.m. this morning when that accident took place. you can see police officers beginning to tow this car away. they'll be taking a look at it. the officer in that patrol car wastrying to help other officers track down an assault suspect about seven blocks from where

was actually en route to an assault. police were searching for a suspect. she took off on foot. she was responding to that, trying to help those officers out at the time. she collided with that delivery truck driver. of course, police are going to be investigating to determine exactly what happened here. reporting live this morning, i'm pamela osborne, nbc 10 news. the national transportation safety board is meeting to detail the probable cause of last year's deadly amtrak derailment that happened in port richmond. >> yesterday an official briefed on the investigation revealed that the engineer was distracted by radio transmissions. nbc 10's matt delucia is live in center city where local lawyers will be watching to see what that conclusion will be. >> the lawyers representing several victims and their families will be watching from their offices here in center city. no matter what the ntsb final report details, they say they want accountability on the part of amtrak and that train's engineer. train experts tell nbc 10 that
despite the theory that distraction from radio calls played a role, it does not change the fact that the crash was avoidable. one rail safety expert says two things would have saved the eight lives and kept the other passengers are unharmed. first would be another person in the locomotive. that person could monitor the radio dispatch. that combined with positive train control which slows a train when it's exceeding the speed limit. amtrak 188 was going 106 miles per hour when it hit the curve at frankford junction which was more than twice the speed limit for that stretch of track. the experts say that radio distraction has always been a problem and there needs to be more preventative measures. certainlyç it could have contributed to this accident. but nevertheless, it could have been preventible. >> unfortunately, this provides interference. and a distraction from the major cause of the accident, which was

nbc 10 is the official television station of the eagles. now your nbc 10 first alert weather with meteorologist bill henley. >> after a beautiful sunny day yesterday, clouds are making a comeback. in fact, they've already moved in and rain son the way. it's not here yet. but as we go through the morning, we'll see the first showers develop and then this afternoon, that's when we'll see the steadier rainfall. that's 1:30 this afternoon. the showers right now are still way to the west, moving through west virginia into kentucky. the ohio valley. even western pennsylvania, seeing light rain. there's not much ain the way of moderate showers. the first moderate shower through west virginia fizzled in the last few hours and d.c., since we've been on the air at 4:00 this morning, it's been trying to move into d.c. it's not even there yet. it has a ways to go before it gets to us. dry through the morning commute. in fact, most of the morning will be dry. this afternoon, here comes the rain. here's the extended futurecast, 2:00 this afternoon, there's the steadier rainfall. notice it's in south jersey,
delaware and into philadelphia and some of the suburbs. trentonç seeing light rainfall but it's just barely getting close to the lehigh valley. much of the day, allentown, reading will stay dry into northampton county. you'll see dry conditions. there's a chance of a light shower. as we go into the late afternoon hours, that's even less likely for the lehigh valley and it lightens up in the suburbs. while that's still steady rainfall in delaware and south jersey. we're not going to see a lot of rain. those areas could pick up a quarter to a third inch of rain. maybe a little bit more for dover and to the south. by 8:00 this evening, a few sprinkles here and there. most of the rain is done. so the forecast, neighborhood by neighborhood, calling for temperatures to be held down today because of the clouds and occasional showers. light showers for malvern, lansdale and neshaminy. the lehigh valley most of the day will be cloudy, bethlehem 65 degrees this afternoon. to the south, our rain chances will be improving for tomorrow.
saturday is the day we're watching. look at the chance of rain for atlantic city, even allentown and philadelphia will see rain chances go up for the weekend. take a closer look at that with the ten-day outlook when i'm back in ten minutes. 20 minutes before 7:00. we are seeing drive times starting to slow a little bit. >> yes, a little bit of a backup on 422. first alert traffic reporter jessica boyington has you covered with what you need to know. jessica? >> it all seems to happen at once, a lot of the majors jam up in specific areas. 422 eastbound towards the schuylkill expressway is where we're see something of the backup now. our drive time has pretty much doubled. it's typically a seven-minute trip headed eastbound towards the schuylkill expressway. the average speeds are into the 30s. this is right around trooper road. we are seeing eastbound delays towards the schuylkill. westbound doing just a bit better. there's construction out in cherry hill, route 70 westbound between 295 in west gate drive. we'll check route 70 in cherry hill. no big delays.
this is around cornell avenue. an accident in cheltenham on old work road and chelton hills drive. the route 101 trolley until june 17th are shuttling passengers during a particular stretch. it show her with her check saying, thank you, harry, i got my check in two days. i said you know what, let me try it. >> well, we'll show you what happens once harry hairston gets involved, after he tried it.

evening. a few scattered showers, the steady rain will be out of here. that bodes well for tomorrow. clayton 48. cinnaminson 53 degrees, pemberton, 50. no real cold temperatures this morning and no big warmup during the day because of what you see here. look at the clouds over philadelphia, mt. laurel, gloucester seeing cloudy skies. the rain has a ways to go it is to our southwest. it's a big system that xpds from d.c., kentucky and ohio valley, into illinois, st. louis area is getting rainfall out of the same system. if you're traveling, dallas is getting rain out of it, too. all of this, most of it will miss us. we're right at the northern edge. we'll see the rain developing during the day. rainfall amounts are not going to be all that great. by 11:30 this morning, a few scattered light showers in delaware, south jersey and into the suburbs. this afternoon at 5:00, most of the rain will already have
passed us, about a quarter inch in philadelphia. a bit more to the south in dover, closer to half an inch oç rain. look at allentown. maybe a sprinkle or two but mainly just cloudy skies into the lehigh valley. the farther north you go, the less rain you'll see. and then by tonight, it will be drying out and that is going to clear things out nicely for tomorrow. the ten-day outlook, 62 degrees today. tomorrow, 69 degrees the high temperature and the warming trend continues for thursday and friday. it's saturday. it looks like it's going to turn rainy. not first thing in the morning. the clouds will be moving in over night into saturday morning and then rain develops during the morning hours on saturday and continues right on through the afternoon and into the evening hours. even into sunday morning. we should get a break sunday afternoon. monday will be mainly dry but showers could return monday evening and then continue on tuesday. that will keep tuesday afternoon

see exactly how the crash happened. nbc 10's pamela osborne is live in bella vista. >> tracy, vai, it happened here at the intersection of 11th and south. that's where police officer was hit in her patrol car by a delivery truck. that officer was en route to south and 3rd with police were chasing after an assault suspect on foot. police say her lights and sirens were active when she was struck by that delivery truck. the other driver not injured, cooperating with police. police say they did arrest that assault suspect, that injured officer is in stable condition. she's expected to be okay. reporting live this morning, i'm pamela osborne, nbc 10 news. good morning, i'm matt delucia. the ntsb meeting today to discuss the final report on the amtrak 188 derailment. while that meeting is going on in washington,ç several of the lawyers for the victims and families will be meeting here in center city to watch those proceedings. nbc news says a source said the

climbing into the 60s this afternoon, because of the clouds and here comes the rain. that steadier rain is still trying to get into the d.c. area. moving through virginia and west virginia and western pennsylvania see something light rainfall. so far, we're just looking at cloudy skies for philadelphia. now as the day goes on, yes, those showers moving in, late this morning you'll start to see light scattered showers. the steadier light rain for philadelphia and the suburbs will be moving in this afternoon. by late in the afternoon, starts to taper off in the suburbs. the lehigh valley, mainly cloudy today. showers will stay to the south. so just a chance of a sprinkle for kutztown and bethlehem and farther to the south, that's when you'll see steadier rainfall into vineland, 62 degrees this afternoon. 63 for haddonfield. the jersey shore will get rain and delaware, especially central and southern delaware, dover and lewes will wind up with the most rainfall out of this system today. closing in on half an inch by tonight. >> that's what's great about
