new from overnight, a fire and shooting. police say the two incidents that happened outside the same overbrook home are directly connected. bear on the run. be on the lookout for this guy seen in montgomery county and managed to escape the hands of experts. jobs and school programs are both in danger of being cut in order to save money. 4:30. good morning. this is "nbc 10 news today." i'm tracy davidson. let's get right to meteorologist bill henley. he has his first alert neighborhood forecast, a look at conditions in your neighborhood, right where you live. bill? >> this morning we're looking at a cloudy view of cape may. we're watching for fog along the
shore. toms river to the north is reporting some very thick fog. so far looks just fine on beach avenue. parts of delaware and south jersey will see fog to start with. there's more moisture in the atmosphere and plenty of clouds in the area. the clouds are hanging in there for philadelphia, gloucester and wilmington. a few sprinkles here and there, most of this not even reaching the ground. there's dry air coming in off of the ocean while showers try to move in from the west. this is part of a system that will be lingering to the west. you might see a few sprinkles in lancaster or chester county, even into berks county at times. the light rain is along i-78 in northwestern berks county. the allentown area is dry. nothing heavy but you might see a few rain drops. through the day, lots of clouds. if you're looking for breaks of sunshine, less likely in the suburbs, more likely in delaware and south jersey. 40s and 50s to start with, into the 60s this afternoon.
neighborhood forecast just ahead. jessica boyington with your first alert traffic. >> we're watching a lot of construction this morning. major construction projects beginning on on 422. these are our cameras around route 23. compromising part of the off ramp. only one lane getting by, also headed westbound. it's active in between route 23 and oaks this morning. that will be active until about 5:00 this morning. more construction on the schuylkill expressway headed eastbound around the blue route. the right lane is closed there. no real effects on drive times. eastbound drive time from the blue route to the vine street expressway, still a 13-minute trip with speeds into the 60s. still watching the vine street expressway for that closure, east and westbound closed between the schuylkill and broad street. that will be there until 5:00 this morning also. new from overnight, a west philadelphia teenager is in critical condition after a fire breaks out on his family's porch and seconds later, a barrage of bullets. police believe the fire and the shooting are connected. nbc 10's katy zachry is live
outside police headquarters with information from police she just got a few minutes ago. >> reporter: pretty early on, after the fire and shooting happened police were able to put two and two together. i'm told right now investigators are in the overbrook section of philadelphiaç looking for the shooter. earlier this morning, the victim's family identified him, told police where he lived, his name and it turns out that the suspected shooter is part of an ongoing feud with this family. now, police tell us it all started over a fire that engulfengulf ed this small porch chair. they were met by a 19-year-old, they say, with a gun. police say the family raced back inside their home, trying to shut the front door on the shooter but he shot several times through the door, hitting a 19-year-old man inside. now, investigators believe the shooter is responsible for setting that earlier fire.
>> more than likely the incendiary device was thrown on the front porch, caused the fire and the victim came out to investigate. that's when he was confronted by the shooter. >> in less than a half hour ago, i got an update on the victim's condition. he is right now undergoing surgery. police tell me it is not clear if he will survive this shooting or not. coming up in the next half hour, i'll explain why having the fire marshal on scene so quickly earlier this morning was so helpful to police. reporting live outside police headquarters, katy zachry, nbc 10 news. 4:34. new this morning, a montgomery county police department is warning people to stay away from a bear that was spotted yesterday. here's a picture of the bear, estimated to be about 2 years old that someone saw in franconia township. the game commission tried to tranquilize it but was unsuccessful. the bear was last seen near souderton area high school.
if you see the bear, call 911. there have been no new sightings of a bear near wissahickon creek. the bear was spotted over the weekend at penn oaks golf club in thornbury township, chester county. they're not sure if it's the same bear or multiple bears. 4:35. we have new information about possible budget cuts in the brandywine school district. yesterday, voters approved a referendum that will increase taxes. with that decision, the district won't have to cut $8 million from its budget. teachings jobs will be saved as for school sports and activities that were on the chopping block. >> they make their case against congressman chaka fattah. yesterday, the man who served as fattah's campaign manager during his failed bid for mayor in 2007 took the stand in fattah's federal corruption trial. city judge charles hayden called the campaign disorganized.
prosecutors claim congressman fattah took an illegal $1 million loan to fund his mayoral campaign. today the philadelphia police department will honor the city's top police officers. this is video of a commendation ceremony last year. s dos of officers will be recognized for bravery, heroism and commitment to the community. seven of the officers will receive the sergeant robert wilson valor award for extraordinary acts of courage. remember when the lanes were closed on this bridge during emergency repairs? it caused drivers headaches. wait until you hear how much it cost in missedç tolls also. we're number one, sort of. ahead, the sixers brass talk about their number one draft pick and hear about a former player who predicted it would happen.
good morning, everyone. jessica boyington with a quick check on your first alert traffic. we are watching the xx xfl right now to see if there are any backups around the vine street expressway on ramp. just a few moments ago, probably within five minutes or so, we already had construction vehicles blocking off the ramp headed to the vine street expressway. the vine street expressway was closed with that construction east and westbound. typically we don't start to see this construction site lifted until about at least 5:00 this morning. it looks like that's back open. no problems here or delays either direction on the schuylkill. watching some construction on 95. the northbound side between the vine street expressway and girard avenue, the left lane is closed. no problems in either direction, with our drive times, 12 minutes or 13 minutes into center city
from woodhaven road to the vine street expressway. i'll check on these construction spots when i'm back in the next ten. now your nbc 10 first alert weather with meteorologist bill henley. >> we have a cloudy and cool }a dry view looking across the delaware from the adventure aquarium. in philadelphia, 53 degrees in society hill. no real cold spots. parkside, northeast philadelphia dropped to 49 degrees in somerton. that's our starting point. we're starting off with plenty of clouds. we're watching showers to the west. you can see them moving through harrisburg. they're moving into portions of berks and the lehigh valley. berks county and lehigh valley seeing light showers right now, just getting closer to allentown. these showers won't be around all day. in fact, most of the day it will be cloudy. 52 degrees in philadelphia. look at the low 60s this afternoon with a little bit of a northeasterly wind at 9 miles an hour. mostly cloudy morning. we might see a break of sunshine this afternoon for the suburbs. the temperatures climbing into
the 50s by lunch time. 60 degrees at 2:00 and you'll see the clouds hanging in there later today. the lehigh valley will see a few sprinkles to start with. that gets less likely as the day goes on. and a warmup, yes, a little one, into the low 60s at 2:00. 63 degrees, still cloudy in the lehigh valley at 4:00 this afternoon. farther to the south, south jersey, this is where we'll see a better chance of getting sunshine breaking through. mostly cloudy start this morning. but breaks of sunshine are possible by lunch time, 62 degrees. the breaks in the clouds are more likely during the afternoon than during the evening hour. at the shore, a little bit of fog to start with this morning in some spots, not everybody is seeing it. you should see sunshine breaking through this afternoon. by lunch time 59 degrees with the winds coming in off the ocean. we'll stay in the upper 50s for the jersey shore. delaware, cloudy but there's a chance of late-day sunshine, 51 degrees to start with. by 10:00 this morning, 57.

the drink would need to have the name or logo of the business it was purchased from on it. if it's approved, the policy would be on a trial basis just this summer. ac officials hope the change would hope promote tourism and help raise much-needed money for the financially strapped town. well, the sixers have high hopes this morning after winning the first overall pick in the nba draft. nbc 10's vai sikahema is live in our digital operations center with reaction from the team and the fans. vai? >> a lot of people thought the l.a. lakers might have gotten. the sixers have only gotten the number one pick in their history. take a look at the reaction from sixers fans at xfinity live.
they were going nuts last night. sixers fans have been waiting for this. the sixers will have three picks in the first round. they seem pretty positive that sixers will choose ben simmons or brandon graham. the team very excited. >> what a great night for the city of philadelphia, the franchise. you know, you have to be happy for everybody that endured so much during a very difficult long period. the fact that everyone is here today, kind of celebrating. you see the relief on the owners faces. >> i think with a new practice facility and all the resources that we talked about, how can we not be excited about the direction of the program? >> now, dr. jay, julius erving sent congrats to the team tweeting he is happy they're back in the number one spot. also dikembe mutombo, he tweeted his congrats to the sixers four
hours before the lottery even happened. but he says the sixers asked him to tweet once the lottery was over and offered some optional messages. mutombo says he accidesuñ posted one of those options right away and took it back down. the nba has battled conspiracy accusations since the first lottery. it's going to great lengths to make it more transparent. mutombo says he got plenty of messages kidding him about his mistake. right now he's just laughing about it. live in the digital operations center, i'm vai sikahema, nbc 10 news. see you at 5:00. thanks. take a look at this new video from a fire under elevated train tracks under east harlem, new york. that fire hit propane and fertilizer, causing an explosion. authorities say this fire may have blown bolts from the track it was so intense. train service has yet to resume. we have more information about a septa project in delaware county we first told you about on monday that could
impact more than 1,000 riders each day. the crum creek viaduct needs to be replaced. a new bridge had been going up right next to it. in june workers have to shut down this piece of the line to put the new bridge in place from june 18th through labor day, commuters will have to catch a bus that will take them to the swarthmore station where they can get a train. >> taking the bus, there's no big roads between here and there. i can't imagine it will add more than ten minutes. >> septa says they're sorry for the inconvenience but they shouldn't need to bother commuters here for at least another 100 years. there are public meetings from 4:00 to 8:00. 4:48. speaking of travel, let's check your travel to work, especially if you take the garden state parkway. let's start there with first alert traffic reporter jessica
boyington. >> if you're headed to the jersey shore airy, you might see more construction, this is s summers point. they have all traffic moving to the right. of course not setting anybody back right now. there's not a lot of traffic moving down the shore. this is 422 around route 23. active work here. so you can see lane restrictions on the off ramp headed to 422 westbound. and some lane restrictions on 422 as well. one lane getting by there. this is construction that's ongoing. it's supposed to be active until 5:00 this morning in between 23 and oaks. not really setting anybody back too much. something definitely to watch out for. route 101, that trolley, we're still watching that. we're busing passengers until friday, june 17th. buses will replace trollies between route 101 between providence road and orange street station.
now your nbc 10 first alert weather with meteorologist bill henley. >> clouds are here, rain is lingering to the west and that's where it's going to be staying for most of the day. just a few areas will see a few rain drops this morning. we have another cool start this morning. 40s and 50s. upper 40s and low 50s. voorhees right now is at 51 degrees. 47 in princeton. cinnaminson is 51 degrees along with lumberton and people pmber. we have lots of çclouds. we're watching some showers to the west. look at that line of showers. it's in pennsylvania. it goes through the ohio valley and into kentucky as well. and it looks like it's all streaming our way. but it's running into very dry air. so for most of the day it will be cloudy. if we see sprinkles or light showers, this is pretty much
what we've seen overnight, isolated light showers moving through chester county. to the north, that's where we're seeing light rainfall just to the northwest of reading and kutztown getting a few showers this morning. it's not going to be an all-day affair. most of the day will be cloudy skies. rain forecast, not forecasting to see any measurable precipitation for most of the area through the day. there will be some spots that get a little bit of very light rainfall, but these reporting stations not expecting to see any measurable rainfall. during the day today, a few scattered showers in kutztown to begin with. mostly cloudy for bethlehem and easton. high temperatures in the upper 60s this afternoon. the suburbs going to be cloudy. you might see a sprinkle or two in west chester. most of the rest of the area going to be cloudy and dry and cool. 65 degrees the high temperature. the farther south and east you go, the better the chances of seeing breaks of sunshine. later this afternoon for philadelphia, cloudy this morning, clouds lingering into the early afternoon hours. that will keep the temperatures
into the 60s today. a good chance you'll see breaks of sunshine for trenton, haddonfield and glassboro. even these locations will be in the 60s. a bit of fog at the shore this morning. that clears up with some breaks of sunshine due in this afternoon. low 60s in atlantic city and galloway. the wind is still coming in off the ocean. those are northeasterly winds. wilmington, some clouds, might see a brief sprinkle or two. mainly cloudy with breaks of sunshine this afternoon for dover and rehoboth. the futurecast shows, there it is, we go through the day. see the showers lingering to the west. by 11:00 tonight, those showers are still to the west. that dry air that's pushing into the air, it will keep those showers at bay during the day today. only an isolated shower possibility tomorrow morning, mainly farther north and west. if you're going to the pocono mountains, you might see a few sprinkles of breaks of sunshine tomorrow. tomorrow afternoon will be into the low 70s. an isolated shower is possible.
most of the area will be dry. as we get closer to the weekend, here come the clouds moving right back into the area. that's friday evening. with those clouds come the chance of some rain. today, mostly cloudy skies, late-day sunshine breaking through. we'll see more sunshine tomorrow, 70 degrees. look at friday. that looks like a beauty. by saturday, the clouds are back. rain will keep us much cooler saturday afternoon, 06 degrees, the high temperature. sunshine breaks through on sunday. another chance of showers on monday. then a warmup for tuesday. by wednesday, we're in the 80s. a chance of storms, 85 degrees for thursday and friday. the storms are out of here. and the temperatures stay put, up to 83. tracy? seven minutes before 5:00 right now. philadelphia police are investigating two crimes at the same place. someone set a fire and then shot a man at a home here in over [. next in a live report at 5:00, hear why police say the two crimes are connected. costly closure. when lanes were closed along the

decrease in drivers over the bridge during that three-day project to repair support cables. happening today in harrisburg, senate democrats will unveil legislation designed to combat opioid addiction. the measure focuses on education, treatment and support for addicts and their families. meantime, the pennsylvania medical society wants to help doctors help patients who abuse pain killers. yesterday, the group recommended steps that doctors can take, including prescribing guidelines. one of the doctors in the group said 80% of heroin addicts have abused prescription opioids.ç pennsylvania governor tom wolf says heroin and opioid overdoses are the state's leading cause of accidental deaths. governor wolf was in cumberland county to promote the availability of the drug narcan in pharmacies across the state. dr. rachel levine visited a
pharmacy in lemoyne. >> it can save lives if a loved one or friend administers this medication when they're overdosing, which gives them the opportunity they need. >> we talked with victims, their families and the people trying to change the stigma. it's called "generation addicted." it's available on the nbc 10 app. congress takes up a bill that could cut free school lunches for millions. nearly 200,000 students in pennsylvania, new jersey and delaware could lose access to the school meals if the plan is passed. it's part of a bill that would re-authorize the school lunch and child nutrition act. right now schools can offer free lunches to all students if at least 40% of their students automatically qualify for assistance. the bill raises the threshold to
60%. well, firefighters in north jersey rescued a dog. >> the dog was stranded on an island of debris in a pond after chasing a flock of geese. here's the video of the rescue. and the dog is iggy. the dog is standing atop a floating tree branch on clarks pond in bloomfield, essex county yesterday. it was stuck there for about an hour. the fire captor waded into that waist high water and retrieved him. >> he was exhausted. he was trudging through. >> i don't know what i would have done. that mud was thick. i didn't want to take a chance either. >> the captain says he saved plenty of cats, ducklings but this was his first dog rescue. iggy is certainly glad. his owner there, carlos. happy ending. we like it. you're watching nbc 10 news.
