nbc 10 news starts now. a memorial day washout. it's a rainy end to the holiday weekend. and some people could see storms before it all clears out. also honoring the men and women who made the ultimate sacrifice this memorial day. we'll tell you about the events happening today in our area. and first for delaware inmates, the transgender prisoner is getting hormone treatments. a look at who is footing the bill. good morning, this is "nbc 10 news today." i'm pamela osborne. let's get right to meteorologist bill henley with his first alert neighborhood forecast. it's a look at conditions right where you live. good morning, bill. >> good morning, pamela. we're seeing a dreary start to the day. we've seen heavy downpours with showers and thunderstorms in the area. those heavy downpours have just cleared philadelphia. you'll find lots of ponding on the roads this morning. katy zachry will fill you in from the first alert traffic center.
light rainfall at the shore, it will be with us much of the day today. there's more on the way for this evening as well. showers to the northwest, allentown, the lehigh valley, getting downpours there. you can see the heavy rain pushing up the delaware river this morning and showers at the shore. in between those lines, we are getting precipitation. it's not going to be an all-day rainfall. we willç see occasionally heav rainfall as we're seeing right now move into the trenton area, extending into burlington county. clearing morristown right now. keep the rain gear handy. it's rain that is going to be with us through the day. we will be clearing out for tomorrow. 88 degrees. by wednesday and thursday, we will be dry but another round of showers on the ten-day outlook for friday at 73 degrees and temperatures should be in the upper 70s but it will be a cool day for saturday. more warm weather is on way next week. we'll still have to get through today and the ponding that's on the roadways already. katy zachry is watching it closely from the first alert
traffic center. katy? >> we have a considerable of ponding. an accident is being reported on the roosevelt boulevard northbound. we have a photographer live at the scene panning off to the accident. fortunately -- i'll tell you where this is happening, northbound route 1 around henry avenue. as we saw at least one lane of traffic from that video. that was the first time i've seen the video. at least one lane of traffic is getting by. this is another vantage point near henry avenue where you can see boulevard traffic is considerably backed up as you approach that accident scene. we'll stay out there. we'll let you know when that does clear. considerable slowing on the boulevard northbound near henry avenue. there's flooding being reported on the schuylkill expressway at 30th street. this is on the eastbound side of things. and the right lane is blocked. be aware of that. you can obviously get around the flooding. it will cause you to tap your brakes quite a bit. flooding in new jersey on 295
northbound at route 168, exit 28. the left lane is blocked there. pamela? if you're heading down to the jersey shore or if you're already there, you know that parking can sometimes be the worst part of the experience. there's a new way to avoid those headaches thanks to new technology. nbc 10's matt delucia is live in ocean city to tell bus it. hey, matt. >> reporter: if you can down to the shore, unless you're lucky or you have a driveway to park in, chances are first thing you'll see is one of these, a parking meter, then you have it feed it. if you have to add more time and you're on the beach, that makes things more complicated. ocean city just rolled out a mobile parking app earlier this month. you can use your phone to pay the meter. here's what you do. download the app, add a payment method. when you get here, you enter the zone number that's on the meter. there's a number printed on the meter. this is called park mobile. it's new for the 1,800 meters in
ocean city. wildwood has been using this parking system for a few years. we're seeing it added in more shore towns. >> how many times do you come to work and you have no quarters and nobody wants to give you change. so i think that's a great idea. >> you can keep adding time while you're away but you can't exceed the time posted on the sign. watch out for that. you'll be charged a 45 cent convenience fee for each transaction. i just tweeted some more information about that if you are interested. wh we're here getting started for day two of our week longshore tour. we'll talk about a beach replenishment project, something you'll see on the beaches in ocean city this summer. and also, the rain, we are experiencing some light rain off and on right now. there are a lot ofç memorial d events that usually happen up and down the shore points.
let me mention a couple changes. ocean city's annual memorial day service. that's scheduled at 5th and wesley. if it does rain and continues to rain at that hour, the event will be moved across the street to the ocean city tabernacle auditorium, avalon canceled its parade today and so has middle township. now we're live in ocean city, matt delucia, nbc 10 news. good information and good advice there. by the way, matt will be visiting four more showertowns this week for a look at what's new for the summer. join us tomorrow when he heads to sea isle. on this memorial day weekend, people in montgomery county paused for a special salute to the men and women who fought in world war i and never made it home. [ "taps" playing ] friends of 3914th infantry regimens held their 98th annual service at the washington
memorial chapel in valley forge park. the group wants to make sure people continue to remember the sacrifices our soldiers made in the name of freedom. >> it helps me to remember all those that did participate in the wars and didn't come back. >> the 314th has met every year since the end of world war i. ♪ >> in south jersey, deptford showed off its patriotism with this memorial day parade. people lined the streets to enjoy the marching bands and fire trucks. thekies took part in a bike decorating contest. a yearly tradition at arlington national cemetery. president obama will participate in a wreath laying ceremony at the tomb of the unknown soldier. it's one of the many memorial day events at arlington national cemetery to remember those who fought and died for the country. today in hawaii, a memorial day tradition will light up the
sea. tens of thousands of people are expected to take part in a lantern floating ceremony you'll see there. people set candles in the water at magic island. it started in 1999 to honor and remember xr remember veterans and their loved ones. this is a look at citizens bank park. this is where the fill lids will salute the military just before the game with the nationals. fans were invited to write thank you notes to military members. and no doubt about it. weather is impact something of our memorial day activities. downingtown canceled its parade today. bensalem township postponed their parade until next sun, june 5th. avalon canceled its parade, they'll be holding a ceremony indoors instead. as we get more cancellations and changes they'll pop up on the nbc 10 app. you can also track the weather in your neighborhood and get alerts about problems.
from our delaware bureau, a transgender inmate has become the first in the state to begin a hormone therapy in prison. now last year, the same prisoner who was born a woman became the first transgender inmate granted the right to change his name. he has not gone gender re-assignment surgery. new information on the torture and0killing two of dog in chester. a $1,000 reward is now being offered for information that leads to the arrest and conviction of the people responsible for the crime. saturday, crews responded to the 911 call and found two dogs tied up and set on fire in an alley off of west sixth street. investigators say the animals were in a bag and may have already been dead before the fire. turning off the power in three local communities.

point thereu(áháuu)affic on the boulevard northbound near henry avenue. there were delays being report as far back as the schuylkill expressway. we did have a crew at the scene. they are having to leave because they're re-opening that stretch of road. route 1 northbound at henry avenue, that crash is clearing. unfortunately as we move close near center city philadelphia, there is flooding on the schuylkill expressway at 30th street and your right lane is blocked there. you can get around it but be aware of that flooding at 30th street station. along 295 northbound at route 168 which is exit 28, the left lane is blocked, also because of flooding being reported there. now your nbc 10 first alert neighborhood weather with meteorologist bill henley. >> it's been a rainy start so far with heavy downpour that have pushed through philadelphia. if you're heading out because of the downpours, a flood advisory is in effect, ponding on many of
the roadways. the chance of more showers and thunderstorms during the day, looks likely, though. i don't expect an all-day rainfall. the possibility will continue into the evening hours. though showers and thunderstorms will likely become more scattered by this evening. you can see the showers at the shore. that's rain that's coming down for cape may, scattered light showers. sea isle city and atlantic city into ship bottom, the rain showers will be hugging the coast for the rest of the day. heavy rainfall moved through philadelphia and it's now impacting the trenton area, mercer county into northern burlington county. just to the north of pemberton. heavy rainfall that's moving to the northeast and in the lehigh valley. showers are still in the area. allentown seeing moderate rainfall while it's starting to taper off, there's still light rain showers in the reading area and moving through northern chester county. we're getting a drenching in
some areas this morning. through the day today. we'll see clouds hang in there. not looking for a big warmup. 67 in ocean city, atlantic city, those temperatures will barely budge. inland, you can see the 70s. that's where they'll stay for much of the day. the futurecast shows at 9:00. more heavy rainfall moving onshore. that line of showers will make plo guess and impacting the philadelphia area with more downpours at lunch time today. those showers will extend into the suburbs. look at 2:00 this afternoon from chester county through montgomery, bucks county and into mercer county, some heavier rainfall. still steady rain at the shore. those showers continue into the evening hours along the coast while we start to get a break in philadelphia. there still could be showerses awe head to the evening hours, another line coming in from the northwest. may fall apart by 11:00 before it gets to philadelphia. before then we have plenty of opportunities to use the
umbrella. unfortunately it will not be a great day for memorial day activities outside the lehigh valley. occasional showers, chance of thunderstorms, easton, bethlehem into the upper 70s. for the suburbs, won't be an all-day rainfall. occasional showers and a chance of a thunderstorm. 81 degrees in newtown this afternoon. for philadelphia, we'll be in the 70s to near 80 degrees this afternoon. mount airy and fairmont, occasional showers and thunderstorms at times in the city. new jersey, steady rainfall moving in from the shore. a possibility of thunderstorms, keeping temperatures in the 70s for mostç locations. cooler at the shore. look at avalon. 64 degrees. 70s for galloway and almost city. those temperatures will be staying put with occasional showers and a chance of a thunderstorm. in delaware, you'll be in the 70s through the day today too. rain and a chance of a thunderstorm for rehoboth beach. 75 in dover and wilmington, occasional showers and the possibility of thunderstorms as we head into the evening hours,
that threat will still be around. the ten-day outlook when this finally clears out, that's when i'm back in ten minutes. peco plans to pull the plug on power in areas this week. we'll explain who will be impacted and why. safe and sound. a mexican soccer star is rescued from kidnappers. the new development that happened while you were sleeping.
to those customers. no one is hurt after a car barreled through a store in upstate new york. it was all caught on camera. police say the driver was drunk when she missed a curb and slammed into theç smoke shop. several customers were inside at the time of the crash. they all made it out safely. new information, a mexican soccer star is rescued after being kidnapped. he was taken after leaving a party in the town. the soccer star was part of mexico's 2014 world cup team. and an arizona high school senior has been denied a chance to walk at graduation even though he kept up with his classes while battling cancer. senior class president steven dire was diagnosed with leukemia two years ago and spent most of his junior year in and out of
the doctor's office. after doubling his course load, dryer fell a couple credits short and the suburban phoenix high school district denied him his cap and gown. dwyer had to watch his final high school moment in the sidelines, a memory he can't get back. >> you don't have a choice. it's not our choice to be away from school. just to have to watches with so difficult. >> it was so disappointing for me because he didn't deserve it. he's worked his tail off. >> stephen says he didn't expect a diploma. he just wanted to sit with his friends. there's no gray area or medical exception for the district's policy. all right. rainy weather and some issues on the roadway. we're watching it very closely. katy zachry joining us now live. katy, how are things looking out there? >> pamela, for traffic on route 1 northbound around henry
avenue, you have the thumbs up, things are getting a little better because an accident is in the process of clearing. it had really affected things on route 1 northbound from 76 all the way to henry avenue. there was a multivehicle crash. but crews got out there quickly despite, i believe, several people were transported you had injuries involved and usually an accident investigation. crews did get out there, clear the way. but just expect some potential delays just because the shoulder may be blocked. but anyway, all lanes of traffic are moving right there. we are seeing flooding on 76, the schuylkill expressway eastbound at 30th street. the right lane is blocked there and finally, a live look outside. or we can see very light puddles forming on 476 around germantown pike. this was the scene of an earlier accident. in the last half hour, that, too, has cleared. now your nbc 10 first alert neighborhood weather with meteorologist bill henley.
>> a rainy start today and the rain is going to be with us for much of the day today. clouds will be hanging in there. we're not going to get the big bump in the temperatures for this memorial day. 60s and low 70s. it will climb only into the upper 70s near 80 degrees for philadelphia. right now, 69 degrees for most locations in the upper 60s. the heavy drenching we've seen move to the northeast, there's still more showers in the future. we can see breaks in the precipitation. it's not going to be an all day rainfall. much of the day it won't be raining. but there is the possibility that you'll see some more showers and thunderstorms with heavy downpours as we're seeing right now, moving through bordentown. those showers are starting to taper off a little bit in trenton, moving off to the northeast. we'll be outç of here for muchf the day but not all the day. lining up to the south, more moisture coming off of tropical depression bonnie which will keep pumping moisture into the area during the day today. it will be a dreary day today.
keeping our temperatures in philadelphia in the 70s. warmer for the lehigh valley and cooler as you get to the shore. by tomorrow, we're clearing out. in fact, the last showers will come through late tonight and tomorrow, partly sunny, a big warmup, 88 degrees. not quite as hot for thursday and wednesday and thursday, temperatures in the low 80s. by thursday afternoon, 76 degrees. come friday, a chance of some showers. that shower threat will continue into saturday with a high of 70 degrees. turning warmer for sunday and back into the low 80s next monday with a chance of more showers before we dry out tuesday and wednesday. pamela? >> all right. building up the beach, as more rain pounds the shore, work is being done to replenish the beaches. live, ahead at 5:00. and will you be able to fire up the barbecue. one family is carrying on a tradition years in the making. here's a look at a local memorial day event schedule for today. the annual ceremony at batsto's

many people. memorial day weekend is a time for firing up that grill and that certainly was the case yesterday in philadelphia's fairmont park. carol tip lipps and her family expected about 60 people at this cookout. it was impressive. i was out there yesterday. they had several grills going here and for phillips this was a family tradition. >> my family started, my mother started because it was my birthday and my brother and sister's birthdays. we never stopped. my parents passed away but we still do it. >> yes, they do. another holiday tradition is fishing. we found 3-year-old p.j. dolan with his rod and his tackle box. he was on a mission with his grandmother and her fiance near wissahickon creek there. they looked like they were heading for a good spot there. they told me last summer they tried to teach him fishing. it lasted about 20 minutes. they are hoping it may go longer this time. >> you never know.

we're seeing heavy rain overnight and the possibility of more drenching rain will be with us this afternoon. it will keep temperatures cooler offer the holiday weekend so far, in the upper 70s. interior new jersey, 60s and rainy at the shore. in delaware, the lehigh valley, you'll see showers in delaware, a bet every chance of more breaks in the precipitation. we're not expecting an all-day rainfall for this memorial day. when we do get showers and possible thunderstorm, we could be in for some more heavy rainfall as we've seen this morning. you see some of the heaviest rain moving through the trenton area right now. that's a thunderstorm that's clearing trenton. still impacting northeastern burlington county. those heavy downpours, similar to what we've seen in philadelphia and other parts of the area have created ponding on the roadways this morning. another linw of showers starting to lighten up a little bit in allentown. the upor
