is lower than yesterday and our skies are clear and that's part of why it's cooler today. just dropped in philadelphia. 67 degrees. look at the suburbs, king of prussia, not a cloud in the sky this morning. 59 now, 68 degrees by 8:00. by 11:00, in the upper 70s. and the same is true for delaware. clear this morning, just a few thin clouds on the horizon. 71 degrees at 8:00. near 80 degrees at 11:00. a warmup today, back in the 80s this afternoon we'll see wall-to-wall sunshine. from sunrise to sunset. 87 degrees in new jersey at the shore. very low 80s this afternoon. middle to upper 80s for lehigh valley and delaware, looking at 87 degrees in philadelphia today. we'll go through the forecast hour by hour when i'm back in ten minutes but let's check in with jessica boyington and see what's happening on the roads on a thursday morning. >> thank, bill. we're watching hamilton. 295 around sloan avenue.
with that construction on the vx villaraigosa. westbound and eastbound bax open between broad street and the schuylkill expressway. here's the schuylkill expressway right around 30th street. you see no delays. 422 looking the same as well. eastbound drive time, 29 to the schuylkill, heading westbound. vai and tracy. happening today, new jersey senate will vote on a proposed gas tax hike. >> yeah. the state assembly already approved the bill and governor christie supports it. katy zachry is in pennsauken. katy, the governor is on board but not surprisingly the drivers aren't the only one upset about paying more? >> reporter: that's right, vai and tracy. we're talking about lawmakers,
too. this is not a slam dunk in the senate by any means as senate members take up this vote later today. this is why governor chris christie said he'll work well into the overnight hours to try and convince lawmakers who are against it. we're talking about history could be made here in new jersey. that's because as part of this plan, the state sales tax will go down which has not happened for new jersey taxpayers in over 20 years. the 23 cents per gallon hike would pump money into the state's crippled transportation trust fund so that roads and bridges would be improved. it would also lower the state's 7% sales tax to 6%. >> i think that the price should stay the same, gas costs a lot of money. a lot of people travel. >> i don't mind, but you need to fix up the roads but the sales tax that goes along with it it
doesn't happen for a couple years. so if you're going to tax me that sales tax change goes into effect in 2018. the senate today, governor christie has said he will sign it. reporting live in pennsauken, katy zachry, "nbc10 news." this morning, the family of the 13-year-old killed yesterday wants to know where he and his friends got the gun that they were playing with. police are calling it an accidental shooting. they say a group of teenagers was playing with the gun when it went off and hit the 13-year-old in the head. neighbors were there when the gun went off and watched as the teen's father rushed over to see what happened. >> right there. i seen him back there. i went and looked at his dad. his dad tried picking him up. it was gory. >> this child didn't get a chance to realize his dreams.
>> police tell us the person who was holding the gun was 17. police aren't -- police haven't arrested or charged anyone. and this is the second deadly accident tall shooting in the past week. last thursday, a 4-year-old died after accidentally shooting herself at a home in north philadelphia. the girl's mother is charged with murder. and just this morning, we checked with police and they're still searching for the mother's boyfriend. today, a man could learn his fate for kidnapping a woman off the philadelphia street. it is a case that made national headlines you'll remember. cameras bought the 2014 abduction on video where you see delvin barnes dragging a woman. days later police found he and the victim in maryland. barnes pleaded guilty and could get up to 35 years in prison. support is pouring in for a delaware county police officer shot seven times in the line of duty. drexel hill max effort fitness held a crossfit workout last night. the owner of the gym came up

the university of connecticut is revoking his honorary degree. the school's provost said cosby's actions are inconsistent with university values. >> if we're going to working towards making sure survivors know we're supporting them, we need to make sure that we're showing the public that we're not going to support somebody like bill cosby with an honorary degree. >> more than two dozen schools are considering rescinding honorary degrees. he's accused of assault andrea c c consteyn. a judge has deny a request for three found with jail.
