throughout the morning. live team coverage continues. an nbc10 photographer happened to be driving on i-95 and witnessed a tractor trailer slam into that philadelphia fire truck. nbc10's pamela osborne is live in old city with the latest. pam? >> reporter: rosemary, the accident happened just under this overpass here. you can see police have the southbound lanes of 95 blocked off right now. a photographer is actually down there right now getting some video. he was the one who actually witnessed this accident happen. take a look at that video. as we mentioned, he saw all of this happen from his rear view mirror. he tells us a tractor trailer came across the lane and actually hit into the fire truck. look at the damage to that truck. five firefighters were hurt. they were transported to
hennaman hospital with nonlife-threatening injuries. the driver of that tractor trailer was transported to the hospital. he was taken to jefferson with nonlife-threatening injuries. as we go back out here right now, again, you can see all of the traffic stopped on the southbound lanes. things moving northbound. of course, we're going to continue to monitor the situation. we're going to continue to check in on the firefighters to see how they're doing. reporting live in old city this morning, i'm pamela osborne, "nbc10 news." the other big story that we are following this morning, tropical storm hermine and the impact on labor day weekend. >> yeah, meteorologist bill henley is here with the "first alert" neighborhood forecast. conditions where you live and you can see behind you right there at cape may how wet it is? >> yes, but not from hermine, hermine could produce drenching rains at the shore. there are big changes with
hermine. this morning, what we're seeing is showers and thunderstorms from a cold front that's pushing into the area that's going to make for nice weather tomorrow but it's umbrella weather today. right now, the heaviest showers are at the shore. just moving off the shore of atlantic city. moderate showers right now. rain moving through delaware and salem county getting light rain showers. heavier showers and we're seeing thunderstorm activity in eastern maryland. that's moving to the east. north and west, lehigh valley in the suburbs, this is right rain this morning. this is on and off all day. right now, temperatures low 70s. 72 with rain. new jersey, delaware, 73. 74 degrees if philadelphia. with rain showers on and off throughout the day. not an all-day rainfall. going to limit the warmth, upper 70s and low 80s. some breaks of sunshine.
we'll see them but mostly cloudy skies. an umbrella is a great idea for today. as i mentioned big changes for the holiday weekend. we're watching hermine when i come back in just a few minutes. >> all right, bill, thank you. and today, septa will update the process of damaged train cars. we hope to learn when all of the trains will be back in service. bucks county making replate parts for the train. the company will join septa to let us know how much longer it will take to replace the cracked beams. the plan is to add rail cars from earlier this summer. they plan to bring ten cars back into service by november. again, we're expecting that update by 8:00 this morning. make sure you have the nbc10 app and we'll update you. meanwhile, first, the pope and the republican national convention. >> after the announcement today,
philadelphia will be able to brag about another national honor. the city will host the 2017 nfl draft. today's announcement will happen at city hall. this will be the first major team sports event in philly. the eagles had the second pick overall selecting quarterback carson wentz. the draft had had an $81 million impact. it created 2,000 temporary jobs and 800 permanent jobs. >> now, it's your turn to join the conversation tell us what you think about philadelphia hosting the 2017 nfl draft on social media. go to our nbc10 facebook page and comment on that story. the fight against drug abuse continues. >> governor wolf will be
visiting the community-based centers of excellence in reading today. the centers help people with opioid-related disorders to stay in treatment. earlier this week, governor wolf announced 25 new centers will be opening across the state. in the meantime, we're learning our region will benefit from a new federal plan to fight the addiction. the white house announced yesterday it's giving $53 million to 44 states in an effort to curb opioid abuse. this is how it breaks down in our area, pennsylvania, new jersey and delaware are all getting money for awareness programs. pennsylvania will also receive money to track overdoses. and new jersey will help look at funding to help train first responders. and new jersey is getting more than $7.6 million to raise awareness. the announcement came yesterday on national overdose day.
in landonberg people who have lost someone to addiction gathered to remember them. organizers say they're trying to change addiction and the addicts living on the streets. nbc10 spent months on the streets discovering the problems with opioid addiction in the area. it's a generational exclusive. you can explore it all on the nbc10 app. this morning, a philadelphia mother is no longer facing murder charges for the death of her daughter. yesterday, a judge dropped the charges against sha kia holmes. investigators believe her 4-year-old daughter shot herself with a gun she found in a closet in her mother's bedroom in june. and parking along broad street in philadelphia taking to the streets. the meeting last night trying gather enough to sign a petition
for the parking authority to making the median spots legal. the city has looked the other way for a longer time. the group on the other side wants the city to crack down. they cite safety issues like cars poking out on the streets. they hope to replace the spots with screens or a median. and donald trump on immigration. >> and mexico will pay for the wall. >> or will they? ahead on what mexico's president has to say about it. also, hermine's impact, it's dumping heavy rain on florida and expected to make landfall. coming up, "first alert" meteorologist bill henley is tracking the storm and what it could mean for our labor day weekend. we continue to follow breaking news out of old city. i-95 is closed because of a

good morning, everyone, jessica boyington with a check on this breaking news right now. 95 is currently shut down with a serious accident around the penn's landing area. on the southbound side, you can see a jackknifed tractor trailer involved. you can see across the entire lanes, there's injuries record on the scene as well. there will be a really big accident investigation under way. and you can see walking around, a lot of stuff to clean up at the same time. so what we're dealing with is the massive, massive backup.
this is approaching the scene on 95. you can see a complete parking lot, all traffic is just completely approaching the scene. we'll have more detail as the morning progresses and when i come back in ten minutes. 19 minutes before 5:00. we've got showers and we're seeing thunderstorm activity. this is going to be on and off during the day today. it's a cold front that's pushing through the area. see how nice and clear it is to the north and west? that's our weather for tomorrow. but the holiday weekend, there are some big changes and it's because of this. tropical storm hermine. hermine is a tropical storm and has strength of 60-mile-per-hour winds, it's moving to the north at just 6 miles an hour. that's expected to accelerate. expected to make landfall. possibility as a minimal hurricane. category 1, at the florida coastline later on this evening. it's expected to quickly move to the northeast.
by friday evening with 50-mile-per-hour winds just to the west of charleston, south carolina. that's the official track. but this is the current, so it could fall anywhere within this area. it's going to keep going off to the northeast. now, it looks closer to the coastline. the official track keeps the storm. the center the storm just offshore of our area. this is sunday evening, and we'll start to see the rainfall as it comes up with the coastline later on saturday afternoon and saturday evening. areas most likely to see the impact of the storm system as it stays on this closer path, new jersey and delaware at the shore. farther in, less risk there is of seeing heavy wind and drenching rains. but at the shore, it's a different story. now, there's still plenty of time for this to change direction over the days. in fact, the possible path this storm could take mainly
offshore. some farther offshore. even if it's just offshore, it's going to make a big impact on our holiday weekend with rainy conditions for much of saturday and sunday. maybe not an all-day rainfall on saturday. come saturday night and into sunday, that's going to end some of the heavier rain. we know we're tracking this right on to the holiday weekend. that's the 10 day on 10 when i come back in a few minutes. rosemary. with the summer, it's one last chance to celebrate with friends and family, something like that right? >> at least that was the plan. but then social media heard about the bash. wait till you hear how many people crashed this house party.

partly because of this crash involving a tractor trailer and a philadelphia fire truck. if you're anywhere north of that and trying to get on 95, stay away. firefighters are hurt and being treated at the hospital. driver of the truck is hurt as well. we'll check in on that with jessica boyington with an update. tropical storm hermine is expected to pick up steam as it heads through florida. it's already caused flooding across the tampa bay area. residents there say the apartment complex had to be evacuated. it spills over its banks and flooded several apartments. pools in the area will be closed today. more tropical activity in the atlantic is causing rip currents at the atlantic beaches. >> life guards at the jersey shore have been busy with rescues all this week. red flags in place on the beach and swimmers are not allowed to
use -- >> if you're not swimming, and you're a life guard and you don't node the waters, stay out of it, you really are. >> that's good life saving advice. reduced number of life guards are on duty as the season begins to wind down. beach patrol had six guards on duty yesterday. that's down from the height of the summer. here's another look at hermine with rain forecast for the holiday weekend. right now, it's time to make sure you have the free nbc10 app. the "first alert" meteorologists are constantly updating that app with the latest forecasts. bill henley returns in just a few minutes with his updated forecast. meanwhile today, donald trump will be in ohio to deliver a speech at an american legion convention there. >> this comes after he defined his policy for immigration after meeting with mexico's president.
the republican presidential nominee described the policy as a newer, fairer system. he said it will end undocumented immigrants. the policy will have zero tolerance for undocumented immigrants. and triple the number of deportation officers. number one on his list is to build a wall. >> are you ready? we will build a great wall along the southern border. >> trump went on to say that mexico will pay for the wall. but earlier in the day, right after his meeting with mexico's apresident, trump said the two did not talk about who would pay. here's how mexico's president responded on twitter. at the beginning of the conversation with donald trump, i made it clear that mexico will not pay for the wall. trump's opponent democratic presidential nominee hillary clinton dismissed trump's visit
to mexico. she tweeted this, trump just failed his first foreign test. diplomacy isn't as easy as it looks. how about this, end of summer house party on long island gets out of control and three teens end up in the hospital for alcohol poisoning. >> yeah, the homeowners returning said the tuesday night party was supposed to be a small get together for their 16-year-old daughter. word got out on social media. and that small get-together turned into a party of 400 teenagers. some of them coming from new jersey and connecticut. police say alcohol overran the mansion. two 15-year-old boys and a 16-year-old girl were taken to the hospital with severe intoxication. >> there was no alcohol at the party? >> how did the drinking happen? >> other people. >> you're a parent and you have to be there and make sure this
does not happen. >> the homeowner received a citation for allowing teens to drink alcohol at the home and due in court next month. five minutes before 5:00 a.m., we continue to check in on the situation on i-95. >> jessica boyington has been watching this. jessica, it appears from that camera if you're getting on i-95 south you can get around this in those lanes to the far right? >> reporter: right, some areas are moving not past the scene because of incompletely closed southbound. here's part of the problem, you can see on the cameras, this is a live shot of the scene. 95 southbound around the penn's landing tunnel, nothing is getting by. so, right now, not a good idea to take 95. i'll show you exactly why. here on the map system and the camera system we'll show you some of that backup behind the scenes. that backed up tractor trailer there, there's going to be a big cleanup on the way. there's injuries on the scene there as well so it's going to be a serious accident
investigation. over to the cameras we can show you some of the backup right now beyond that scene. this is what we're talking about, the northbound lanes are open, you can see over here. the southbound lanes completely at a standstill. the alternate here, you can see here, southbound site. earlier, i was hoping to say go over the vine street expressway, take it westbound and get back on the schuylkill eastbound and ahead down that way. unfortunately, it's backed up past that scene. no one can get to that point. your best bet is to avoid 95 altogether. if you're going to head out that way for right now, your best bet is to take that direction, get off of 95. and you can get back on the schuylkill expressway at some point. not vine. we're still closed on the vine street expressway with ongoing construction. more details in the rest of the morning. >> announcer: now, your nbc10 "first alert" weather. nine minutes before 5:00. take a close look and you can
see it's a bit damp in parts. there's been light rain and some heavier downpours. you may have heard some thunder and lightning. there's a chance we're going to see more of that during the day today. so, grab your umbrella. you'll need your rain gear. it went be an all-day rainfall but you will see scattered rain showers and a chance of thunderstorms later in the day. during the evening hours, you'll see gradually clearing skies. mostly cloudy skies. and the temperatures that will be falling overnight and becoming more comfortable a, too. so, right now, it's scattered. you can see heavier showers to the north. just scattered light showers in new jersey. one isolated moderate shower moving through northern burlington county through chestfield and plumsville right now. those shower, going to be off and on. a sprink until philadelphia. light rain in glouster and complaint and deerfield.
there are are light rain showers bud steadier showers in lehigh valley. there's a cold front coming through. nation and clear in the northwest. that's tomorrow's weather. but it may not last that long because of hermine. the gulf coast seeing showers and thunderstorms, typically intensifying during the day today. hermine is expected to move to the northeast, and make landfall tonight in florida. and then move right up the east coast. so the rip current risk for our area continues. but now it looks like the risk of seeing heavy downportion and strong gusty winds will be increasing at the shore. it's expected that hermine is going to take closer to the coastline. avalon, margate, stone harbor, reheeb both beach and atlantic city, overnight, strong gusty winds, low 70s. hermine will quickly move out.
bright sunshine will be back for labor day. 10 day on 10, 83 degrees the high temperature. occasional showers and thunderstorms. not tomorrow. they take a break. 81 degrees the high temperature. that's after a morning low of 54 degrees. clouds will be increasing on saturday. shower, possibly thunderstorms later saturday and into sunday. look what it does for the temperatures. is this for philadelphia, 70s both days. sunshine is back on monday as that storm pulls away from us. as we go into the next week, look at that, a warmup, tuesday, 89 degrees. 90 degrees on wednesday, we potentially could have another heat wave next week as hermine pulls away from the coastline. the hottest day could be friday afternoon with sunny skies and temperatures start to come down next weekend. we've seen big changes in the next 24 hour all based on hermine. it's changed a lot in the last 24 hours and there's still time

with a minor accident and ends up with a major crash here on the southbound lanes. take a look, police are blocking off the southbound lanes. if you look down there, you'll see one of our news photographers, he watched this accident unfold this morning and was able to get some pretty incredible video of the crash you'll see only on nbc10. the ladder 16 fire truck, we know, was pulled over on the far left lane. there was a finer accident there. a vehicle accident they were responding to. the tractser trailer hit into that fire truck. five firefighters were injured. they were transported to hahnemann hospital. we're told by fire officials they have nonlife-threatening injuries. the driver of the truck was also reported as nonlife-threatening injuries. he's reporting at jefferson. a tow truck driver just arrived on the scene a short time ago. but on the underside of this underpass is where that tractor trailer is r
