64 degrees. 54 degrees to start with. 69 degrees at lunchtime, 80 degrees. by lunchtime, autumn will be here. we're 4 hours and 19 minutes away from the start of autumn. these are the last couple hours of summer. 60s in philadelphia. still if the 60s at 8:00. upper 70s at 11:00. that will be typical, but we're going to keep on warming and head into the 80s for the afternoon so it's going to feel like summer. 86 in philadelphia, 84 in the suburbs. plenty of sunshine for the lehigh valley and delaware, new jersey, all into the middle 80s today. still a little bit of a sea breeze blowing. 77 degrees this afternoon. i did just check my twitter feed. for the first day of autumn, fasb coffee is giving away pumpkin spice coffee. maybe there's extra traffic on the roads for that. you can confirm that? >> i'm going to be leaving in

the next couple of minutes to get myself some. put in your orders. we're still seeing delays on the westbound side. doing better. a disabled vehicle up ahead at university has cleared. you can see the drive about ten minutes. from 95 to the vine street expressway, speeds also getting a little bit slow and down into the 30s. we're watching malvern for an accident scene, route 29, some lane restriction there's. no major delays on the turnpike because of it. also watching construction in philadelphia. lincoln drive is closed from wayne avenue to green street until friday at 5:00 p.m. the governor of new jersey declares a state of emergency after violent protests break out for a second straight night in charlotte. this morning, a person shot at the protest is in critical condition. nbc10's matt delucia is live in the digital operations center.

matt, the victim is now on life support. tell us more. >> right, we'll get to that along with other injuries. within the last hour, we've learned that national guard has arrived in charlotte. we've been seeing quite a few images of the damage caused by demonstrators and looters as hundreds of protesters spilled into the streets of charlotte for a second night. take a look here. you see that new video into our newsroom there. a bench being thrown through a window of a store front. several stores were damaged. at one point, some protesters blocked the highway. the governor of north carolina has declared a state of emergency. the protests started as peacefully, before shots rang out near two downtown hotels. police fired tear gas. the demonstrators were protesting the fatal police shooting of keith scott. you just saw a picture of him a moment ago. he was shot and killed by an officer tuesday.

witnesses say scott did not have a gun and was reading a book in his car. they want answers and violence on the street continues from last night there. one witness describes seeing a man who was shot. >> i don't know, they just shot somebody right there in front of me. there was blood. and a crowd of people. i don't know, i don't know if he's dead. >> person who was shot is currently in critical condition on life support. police say it was not an officer who shot that man. two officers were hospitalized and four others taken to local hospitals as well. including tweets from our sister station in charlotte, one report is there, police telling them that no place in uptown charlotte is 100% safe. national guard has arrived as business owners try to clean up all of that damage. live in the digital operations center, matt delucia. police in north philadelphia say someone fire bombed a car

with a person inside. it happened around 5:30 at dauphin street and north cleveland street. the person inside the car was taken to the hospital with second degree burns. we have a crew head to get scene right now and we'll bring you more information when we have it. decision 2016, presidential candidates weighed in on police shootings in tulsa and charlotte. >> during a campaign stop in orlando last night, hillary clinton urged. >> we have two more names to add to the list of african-americans killed by police officers. it's unbearable and needs to become intolerable. >> they can't doing what they're doing? >> trump will be pushing for the area. the first presidential debate between trump and clinton is coming up monday night.

before the debate join nbc10's decision 2016 team at xfinity live. you can be part of the live audience as we talk about what you want to hear during this debate from the candidates. that's monday night at 7:00. today, the septa board is expected to vote to pay back money to an advertising agency. their ads have been been rolling on more than 100 regional railcars pulled for repairs. the board will pay back $250,000 for the lost ad space in july and august. they may also pay for each additional month cars out of service. septa expects all the rail cars will be back in service before mid-november. a crossing guard arrested yesterday morning for allegedly macing the man said she did it because she believes the man deals heroin. she told us that she thinks that man sold heroin that nearly

killed one of her family members recently. stanleyly is facing assault charges and suspended from her job as a crossing guard. a cashier was hit in the head. two armed men went into the store and took cash and bashed the cashier in the head. police are still looking for those two men. 6:07. today in washington, pennsylvania part that bob casey will hold a meeting on drinking water safety with heres from montgomery and bucks county. official -- government officials will be at that meeting. casey's office says he wants to make sure citizens are getting their questions answered. now, the issue involves the discovery of chemicals at two military bases that leaked into the horsham water supply. the pentagon agreed to pay for filtration systems on public wells in the area. take a look at this blanket of green covering part of the

schuylkill river. skyforce 10 captured this. it's duck weed, it makes good meals for many animals living along the banks of the river. >> it's not a public health threat. it's actually food for a lost species that we see in the rivers, ducks, geese, fish, snails, frogs, they'll actually eat duck weed. it's part of the ecosystem in the schuylkill river. >> and the duck weed will days appear as temperatures go down. >> it is a little cooler outside. we have clear skies overnight. and just a little bit of breeze. we're getting closer to sunrise. we're starting to see a few thin clouds in the distance. that's a live view from the comcast center in center city. look at the skies glowing in cape may. just a few thin clouds there. the clouds have finally moved away from the shore after days of cloudiness. it is try fis dry for the shore.

it's cooler, too. low 60s in delaware. look at the 50s for the suburbs and lehigh valley. at 53 degrees in the suburbs and still cooling. the coolest time of day is just after sunrise. it could come down another degree or two. and i'm not looking for a big cooloff, 54 degrees north pest ft. washington is 54. warrington is 61 degrees. that's the starting point. a little bit of a breeze. stronger at the shore inland very light wind and a northerly breeze. so, that's the dry air that's coming in. and that's part of why our temperatures are lower this morning. but it is going to be a warm afternoon for the beginning of autumn. 70 degrees by 9:00. by 1:00, 82 degrees in philadelphia. mostly sun ny skies at 5:00. suburbs, beautiful start, nation and cool. pleasant afternoon. low 80s for the suburbs and lehigh valley.

at 6:15, we continue to follow breaking news we've been following this morning. north carolina's governor has declared a state of emergency in charlotte after a night of violent protests over the police shooting of an african-american man. this is new information. within the past hour, we've learned the national guard has arrived in charlotte. last night, police used riot gear and tear gas to push back protesters. one man is shot and is on life support. city officials say police did not do that shooting. they did not shoot that man. six police officers and two other people were also hurt. and check out this bizarre scene in the middle of the chaotic night in charlotte, motorcycle, atvs and cars races up and down the street popping wheelies in front of officers in

tactical gear. 6:15, police in massachusetts released video of someone they show the horror of someone overdosing on drugs. you can see a mother passing out from an apparent overdose with her young daughter next to her. the daughter desperately tries to make her up. an employee at the store called 911. the woman was revived with nra can. police say she'll be charged with child endangerment. >> halloween is a month away. this is a serious story about people in one pennsylvania community are already getting a scare that is no trick or treat. people in pottsville, schuylkill county, reports of two men dressed as clowns scaring children. the men did not wear masks or display any weapons. the men took off before the police got there. no children were harmed. for drivers in philadelphia,

penndot said the long lane bridge will reopen discuss. it's been closed since april for renovation. the bridge connects the germantown and roxbury neighborhoods. let's fine out what else you need to know if you're heading out the door. >> jessica boyington has got that. jessica, what are you seeing? >> big delays, we're a little early in the game for that, in the schuylkill expressway around belmont avenue, that's what we're looking at here. westbound, you string of bracelets. 17 minutes drive time in total from the vine street expressway. around to the blue route. we're seeing a slowdown isn't center city. in gloucester county, an accident scene. and delays behind it. all northbound traffic right now, moving towards philadelphia. we're seeing delays there approaching the black horse pike. also, an accident to talk about,

horsham, an accident at welsh road and paris drive. if you're traveling on the p.a. turnpike in malvern, we're seeing an accident eastbound, route 29. volume is building with this morning's rush. well, it is 6:18, we're 4 hours and 2 minutes away from the beginning of autumn. but it's go to say unseasonably warm during the day today. the temperatures will be climbing into the 80s again this afternoon, after a nice cool start this morning. we have a weekend cooldown. the numbers will come down on target. we'll see 70s this weekend. the temperatures, looks like they're going to be coming down considerably on sunday, after somewhat cooler temperatures on monday. all right, you'll see that we have temperatures in the 50s and 60s to start with this morning. 54 degrees in the lehigh valley. look at that sunshine there. 54 to start with. 62 degrees in delaware and philadelphia is at 64 degrees

currently. and warming into the 80s this afternoon, with sunny skies for delaware, the lehigh valley and new jersey. inland area, for problem, heading into the 80s at the shore. a little cooler as temperatures are getting that sea breeze. philadelphia, that's a live view across the delaware. the last few mornings, we've seen fog, that's not happening this morning. the fog is completely out of the picture, temperatures will warm up fairly quickly. 50s in the lehigh valley in the suburbs. philadelphia, 64, remember, that's philadelphia international. look at andorra an chestnut hill. 62 degrees this afternoon. into the 60s for bustleton and sunshine, 86 degrees again for philadelphia. 10 degrees above normal for this time of year. 80s in the suburbs, sunshine, doylestown, 85 this afternoon.

kutztown, allentown, sunshine for each of those locations. cooler temperatures at the shore with the sea breeze. 79 degrees at ocean city. and the clouds that have been lingering for days are out of the picture there. sunshine in wilmington, 85 this afternoon. while there's smtill some cloud around, rehoboth beach is actually seeing a few sprinkles. interior new jersey, heading for the 80s. you can see the seven-day forecast on the bottom of the screen and then cooler this weekend. tracy. >> 20 minutes past 6:00 right now. the national anthem protest could make its way to the linc. in an exclusive nbc10 interview malcolm jenkins told us why his demonstration is even important now. and off-duty police officer led to him pulling a gun during a road rage incident. another person comes forward with a similar story.

a cool morning, the last few hours of summer as bill henley has been reminding us. >> 3 hours and 51 seconds. not that i'm counting. what i beautiful start. suburbs in the 60s also. new jersey, lehigh valley, 54 degrees. just a few scattered clouds there. getting ready for a sunny day in wilmington. 65 at 8:00. temperatures warming to 76 degrees at 8:00. that's normally where the temperatures would stop. it's going to be another warm afternoon. unseasonably warm. philadelphia warms up to the 80s. for delaware and the lehigh valley at the shore. in the 70s, looking for a sea breeze at the shore. i'll go through the forecast hour by hour. when i come back in a few minutes we'll show you how those temperatures will warm up, but first, jessica boyington has an update. >> on the schuylkillx, and

gladwyne, where there's an accident scene. we're watching early morning delay, even past belmont and city avenue. so, westbound side right here, everything is over to the shoulder which is a good thing but everything has to merge into one lane merging through the scene westbound. moving towards the king of prussia area we're seeing delays on the schuylkill because of that accident. in millville, a closure, moch and 55 southbound. and we're seeing northbound delays moving back in the opposite direction. and also in glouster township, an accident on the freeway causing delays. approaching the black horse right here. a few vehicles involved there. all traffic moving towards the philadelphia 295 towards trenton. ibreaking news out of charlotte, north carolina, where a state emergency is in place

after a second night of protests. a shooting victim is on life support. nbc10's matt delucia is live in the digital operations center. what else you can tell us? >> well, tracy, there are injuries. reading the updates coming out of charlotte right now, some companies are asking employees to work from home as a precaution. north carolina's attorney general is pleading for peaceful demonstrations, saying the community must come together to find answers. take a look here. this is what it looked like during the demonstration last night. police with tactical gear using rubber bullets and tear gas. hundreds of people stormed the streets in protest. the reason for all of this, tuesday afternoon, charlotte afternoon said 43-year-old keith scott inngnored officers' deman to drop his gun but adding he had no gun. the police chief said is at

least one person was shot. but city officials say that gun was not fired by an officer. one witness described seeing the victim. >> i don't know. they just shot somebody right in front of me. there's blood. and there's a crowd of people. and i don't know -- i don't know if he's dead. >> that man is on life support this morning. he, again, was not shot by a police officer. it was somebody in the crowd there. several others were injured in the protests including police officers. the officer involved in the deadly shooting on tuesday, he's been placed on administrative leave pending the outcome of the investigation. police say the officer was not wearing a body camera at the time. but three other officers at the scene there will have cameras. some including lawmakers are calling for the release of that video. live in the digital operations center, matt delucia. we're also following breaking in north philadelphia where police say police fire bombed the car. this is north cleveland street.

a live look at the scene. person in the car was taken to the hospital with second degree burns. police have not made an arrest, vai. new from overnight, police are investigating a shooting with police on the scene at summit street in norristown. that's where a shooting in the home happened just before midnight. we're working to get more details including the victim's condition. a philadelphia police officer is working desk duty while police internal affairs investigates whether he's been involved in several road rage incidents. and the fraternal order of police is working to learn what led up to the recent complaints. part of that was captured in nbc10 exclusive video. you see a truck cutting off a driver. after we showed the video, another driver came forward. that man told us he recognized the picture of the black punisher decal and he said he also had a run-in with the same

officer. >> he tried to speed up an get in front of me, his back rear tire hit my car actually. >> philadelphia police commissioner called the allegations, quote, very serious. at this point, the officer did not face any charges. surveillance video obtained exclusively by nbc shows the moment before the suspect in the new york and north jersey bombings left an explosive device on the street. you can see ahmad rahami rolling that suitcase. police say the pressure cooker bomb was in there. and homes later, the two men that happened to be walking on the same side of the street behind rahami found the suitcase. police say they opened the suitcase, removed the pressure cooker and walk off. investigators are trying to figure out who those men are. the fbi released this wanted poster. authorities say they're treating the men as witnesses, not suspects. it's 6:35. 64 degrees outside. philadelphia police are looking

for a robbery suspect chased away by a store owner who decided to fight back. juan carlos garcia was tending his store. when a man tried to hold him up. surveillance video shows the moment that garcia pulled his own gun, told the man to get out and chased him away. garcia said he's licensed to carry a weapon and refused to be victim. he added that he did not shoot because he did what he was told. >> i told him never to come in here. a warning to anyone looking to rent an apartment in trenton. a hispanic legal department is telling officials that they've been offered low cost rent after they move in, they find out the person they rented from isn't

actually the landlord. this morning, a shutdown pipeline is back in service, meaning relief could be on the way from rising gasoline prices. crews opened a road last night that had been shut down since september 10th because of a leak in alabama. the pipeline company estimates 330,000 gallons of gas spilled from that line. it will take 30 days for the supply to get back to normal. it shut down the gas and the price hike spiked across the south and our area. the average in north delaware is $2.20. in the five-count philadelphia area, drivers pay about $2.23. and new jersey and delaware, 2.22. the county board of judges appointed matt weintraub

at 10:00. warming to 80 degrees at noon time. into the 80s this afternoon. look at the sunshine for the suburbs and lehigh valley. clear now. any spots of fog will disappear with a warmup. we'll go from the 50s at 8:00. up to 70 degrees at 10:00. and lehigh valley, that will be one of the warmest spots this afternoon, up to 84 degrees. meantime in new jersey, we've seen our share of clouds lately but they've finally moved out sunny skies will warm temperatures from the 50s to the 80s. around lunch time, close to the 80 degrees mark. humidity is low in new jersey. winds a little stronger at the shore. that's a 13-mile-an-hour wind at lunchtime today. that's going to hold the temperatures at the 70s at the shore. but we're going to see a lot more sunshine. a few scattered clouds. the delaware, clear right now. just a few thin clouds you can see in that live picture from foley stadium.

today. really comfortable. 40 humidity in philadelphia. a little higher at the shore. and the sea breeze will kick in during the day. everybody is running cooler, 50s for lehigh valley. philadelphia, 54 at the airport. chestnut hill, northeast philadelphia, 56 degrees to start with in summerton. but we'll see lots of sunshine. the clouds that have been lingering for days have finally pushed farther to the south. high pressure is controlling those showers and going to keep them to the south during the day today. we did see a few sprinkles first thing this morning but they have fizzled southern delaware. they should steer clear of the shore. a nice warm afternoon. the weekend could be cooler. but until we get to the weekend, the unseasonably warm will continue. look at the cooldown as we head into the weekend. normal high temperature this

time of year is 76 degrees. we'll be below that for sunday, monday and tuesday. and it's not just philadelphia that will get that weekend cooldown. the entire region that will feel the cooler temperatures. for philadelphia and the suburbs, lehigh valley, 70s. it will be a little warmer on saturday but cooling down nicely on sunday. 68 degrees at the shore sunday afternoon. and that will not be the end of the autumn weather. it's going to feel nice and cool as we head past the weekend. but today and tomorrow, we'll feel the heat this afternoon. fortunately, it won't be typical summer humidity. 78 degrees on saturday. the real cooldown comes sunday afternoon with a high of 70. but look at monday morning, 50s in the morning, suburbs in the 40s. a few scattered clouds on tuesday. a slight chance of a shower on tuesday. more than likely will have to wait for thursday for rainfall.
