afternoon. 83 for philadelphia and the suburbs. 82 degrees in new jersey. and low 80s for the lehigh valley and delaware and at the shore, it's going to be a cooler day in the 70s but still summer-like this afternoon with that bright sunshine. i'll go through these forecasts hour by hour when i'm back in a few minutes to show you how quickly the temperatures rise. first, jessica boyington has an update from the first alert traffic center. >> 95, we're starting there. that's around the betsy ross bridge is where our camera is watching right here. construction moving through the area. you can see a little bit of lane restriction there. earlier there were delays reported moving through the scene. the southbound side and northbound side, no problems. southbound towards center city from woodhaven road to the vine, average speeds into the mid-60s. we're not seeing problems right now on 95. no problems on the vine street expressway either. both ways are open. we're not dealing with that typical construction that closes it between broad street and the schuylkill expressway. watch for emergency construction over in new jersey.

clinton's private e-mails. >> and the republican presidential nominee believes it could stop her campaign in its tracks. nbc 10's matt delucia is live in the digital operations center. matt, what's got trump's attention now? >> tracy and vai, trump is pointing to a new batch the documents released by the fbi yesterday. they reveal discussion between the bureau and the state department. about one of the many e-mails sent to hillary clinton while she was secretary of state. trump believes a deal went down. the fbi revealed a conversation about the bureau wanting to get more agents for iraq cleared through the state department in exchange for reclassifying one of the clinton e-mails regarding the benghazi attack in 2012. both agencies say it was the fbi that initiated a çconversation. both issues were separate and in the end neither side got what it wanted. last night, trump told supporters in wisconsin he is convinced that clinton did something shady. >> the fbi documents show undersecretary of state patrick kennedy made the request for

altering classification as part of a quid pro quo. in other words, a deal. this is felony corruption by any standard. >> now, both the state department and the fbi denied trump's claim, both agencies noted the benghazi e-mail and question was made public. the clinton campaign said it knew nothing about the matter. live in the digital operations center, matt delucia, nbc 10 news. the third and final presidential dehate happe hadeb tomorrow at 9:00 at the university of nevada, las vegas. the driver of a car is dead after crashing into a tractor-trailer on the schuylkill expressway. nbc 10 on the scene near montgomery drive. the accident happened just before midnight. state police tell us the impact threw the victim from the car which then flipped over. the truck driver was not hurt. also new this morning, philadelphia police are looking for the man who shot and killed a 30-year-old on his birthday.

police were called to east allegheny avenue in kensington around 11:30 last night. investigators found the victim shot multiple times in the street. they believed the shooting stemmed from an earlier argument. there are no arrests. philadelphia police help surveillance video will help them catch whoever killed a man outside his home. >> nbc 10's pamela osborne is live outside philadelphia police headquarters with more information about the victim and the crime. pam, tell us what happened. >> vai, tracy, before johnny quezada was killed, he was able to tell first responders that he was robbed by two men, those two men took his gun and that was before he lost consciousness. now, authorities say the 28-year-old died of his injuries. he was shot four times at pointblank range, steps away from his home in lawncrest on sunday night. quezada had taken his wife and 1-year-old son to the movies. he returned home, went back out

to pick up toothpaste and that is when police say the gunmen approached. police do not believe this crime was random, although an exact motive is still unclear. they also believe their suspects were stalking him out before they shot him. quezada works as a barber to support his wife and son as well as his mother in the dominican republic. many people we talked to were afraid for their own safety and asked that we not show their faces they said quezada was a good man, and they're having a hard time understanding why this happened to him. >> he was really good the awhat he did. he was very dedicated. just like he was dedicated to his family. he was dedicated to his customers. and everybody is suffering. >> anyone with information should give police a call. when i see you next hour, you'll hear from the family. you'll hear about the wife who tried to call her husband and alert him to those shots, that danger only to find out that he was the person that had been shot. that's coming up when i see you

at 5:30. for now, reporting live outside of police headquarters, i'm pamela osborne, nbc 10 news. it's 4:36. 63 degrees outside. two universities are issuing sexual assaults. in south jersey, a student at rowan said she was attacked in a dorm. she said she blacked out and later woke up to being sexually assaulted. other students are on alert. >> to have it be someone close to you, it makes it scarier. you think you can trust that person and maybe you can't. >> so far, there is no arrests or charges in this case. at the university of delaware, a student says she was walking alone near the newark campus saturday night when a man sexually assaulted her and then took off. police investigating the case describe the suspects a6'6" with medium build and light colored

hair. happening today, a local foundation will distribute new winter coats to hundreds of needy elementary school students in philadelphia. the mayor and the school superintendent will oversee the coat giveaway at the pennsylvania convention center later this morning. the foundation is set up by area auto dealers. it calls the event driving away the cold. a new winter coat will make it easier for the youngsters to get to school every day for learning. saved from a car wreck thanks to total strangers. >> ahead, police dashboard video captures the frantic rescue efforts of drivers in atlantic county who pulled over to help a woman who was pinned under a crashed car. also, fall splendor. the fall's season colors are there if you look closely. ahead, what may be to blame for a late start to leaf changing season. 63 degrees, another warm morning and a summer-like afternoon. a beautiful day ahead from cape may. that's a live view from the cape may marina. into the 70s at the shore.

right now. it looks like a disable vehicle. there are reports of lane restrictions up ahead with other vehicles involved as well. clearly out of the camera view of our shot here. other than that, you see a lane restriction over into the right-hand shoulder at least. that's on the northbound side. looks like traffic is moving by for right now. also watching the schuylkill expressway. checking in with drive times here, 11 minutes at the most. both directions eastbound or westbound. eastbound right now into center city from the blue route to the vine. average speeds clocking into the 70s. expressway. we'll check in with route 309 when i'm back in the next ten. now, your nbc 10 first alert weather. >> 19 minutes before 5:00. 63 degrees in philadelphia. skies are clear in the city. we are cleared for sunshine today. look at the warmup, 76 degrees by lunch time.

and with southwesterly winds blowing through the afternoon, in fact, stronger in the afternoon, we'll be into the 80s today. 80 degrees at 2:00 and 81 at 4:00. sunshine in the suburbs, too, from the 60s into the upper 70s this afternoon with the same southwesterly winds blowing not quite as strong in the suburbs and the lehigh valley. 55 degrees. one of the cooler spots this morning. we are watching for a bit of fog this morning. so far, it's not as widespread as it was yesterday morning. sunshine will rule today. 77 degrees in the lunch time, into the 80s in the lehigh valley. some of the warmest temperatures around today will be in lehigh valley. new jersey, 58 degrees. you'll see that warmup, too, right trou the 60s into the 70s and into the low 80s this afternoon. exception is the shore. sunshine, yes. bright sunshine, all day long. not as cool this morning thanks to the warmer ocean water. not as hot this afternoon thanks to the cooler ocean water. cooler than the air inland. 74 degrees at 2:00 this

anybody else. i was trying to lift the car, as strong as i could because she could come out. >> she is expected to recover. citizens are voicing their views about philadelphia's smoking crackdown on young people. last week, the mayor proposed the tougher penalties against retailers that sell tobacco products to minors. the city want tos raise the fee from $50 to $300 for businesses that sell tobacco and then the extra money will go toward hiring new inspectors to help enforce the policy. here's what people on both sides of the issue were saying. >> anything you can do to stop people toing unhealthy things in the body is good. >> there are many ways that we can help our children that are equal or more important without working good, hard-working people, especially small business people that pay their taxes and employ other people. >> it would also prevent retailers from selling tobacco

products 500 feet from any school in the city. donald trump is getted blasted. a voter watchdog group gathered at city hall. member of the aclu and civic leaders claim votes will be stolen in philadelphia. they did say the damage to elections comes from irresponsible accusations made by candidates. >> we conduct a thorough audit and data analysis of every election of all results and materials. far beyond what's required by law. >> officials said your vote is protected three different ways once it's cast. and that voting machines are not hooked up to the internet. a new quinnipiac university poll has hillary clinton ahead in pennsylvania by six points, 47% to 41%. one analyst told us what clinton has to do to maintain that lead. >> i think she has to stay the course. i think she has to as the front-runner, she just has to

this accident. i thought it might have just been a disabled vehicle on the scene. now you can see police activity there. a few vehicles involved. earlier we were blocking only the right-hand shoulder now we have other lanes blocked. i was watching it to see if lanes are moving by. it might beç because there's n a lot of traffic in the area. there you go. we have at least one lane getting by on the northbound side of 309. it's not causing major problems. we'll keep our eyes on it for you. watching out in bethlehem, there's a gas leak and sinkhole repair, south new street between east broad street and east union boulevard. pa turnpike drive times, we're doing okay. watching construction westbound between valley forge and downingtown. 22 minutes eastbound from valley forge it route 1. speeds into the high 60s, also in both directions. updates for you on route 309 and we'll check in with new jersey when i come back. >> we'll see you in a few minutes, jess, thanks. now let's talk about the warm temperatures. flirting with the recorden parts of our area could break records

as we warm that the 80s. nbc 10 first alert meteorologist bill henley is here with our neighborhood forecast. >> our return to summer continues today. yesterday we saw 80 degrees. we'll be even warmer than that today. like yesterday, there's a little extra moisture in the air. we're watching this camera especially. so foggy yesterday. hasn't happened yet. there's still time for fog to form before the temperatures climb. we are seeing dense fog. now in blue bell, it's just thick enough in the last few minutes, quarter-mile visibility. was socked in in hazleton. louisville has seen light fog. it's improving. seven-mile visibility. no sign of the dense fog we had yesterday in wilmington. temperatures in the wilmington, now at 61 degrees. 63 degrees in philadelphia. we see 50s in the suburbs in the lehigh valley, while south jersey is at 58 degrees. there are cooler spots around and some warmer ones, too. turnersville at 63 degrees.

down to 59 in ahco and 56 in shamong. florence at 61. warmer in robinsville at 64 degrees. the very beginning of, look at this, the return to summer this afternoon. sunshine 80s today. 83 in philadelphia. the record in philadelphia today is 85. we probably won't break the record today. but other parts of the area could see records fall. look at the sunshine and 80s for west chester, lansdale and doylestown. and the lehigh valley, 82 degrees would break the record for allentown. easton, 84 degrees this afternoon. in new jersey, trenton could see a record-breaking day. the record is 82 and 83 is the forecast for today. hammonton, up to 81 degrees. plenty of sunshine, no 80s at the shore. right on beach, sunny skies and 70s this afternoon. rehoboth beach, smyrna and wilmington all warm into the 80s. what we won't see, too many clouds. the clouds from yesterday have already cleared out. other than a bit of fog this morning. that's still a possibility of more thickening up.

we should see sunshine during the day today. 83 this afternoon. and even warmer tomorrow. tomorrow should be a record breaker in philadelphia. 84 degrees after a morning low of 66. we could see a repeat of some fog again tomorrow morning. then cooler weather starts moving in at the end of the week. a chance showers, possibly even a thunderstorm on thursday and into friday, look as temperatures come down for friday. it's back to the have for the weekend. in fact, low 60s for saturday and sunday. and the cool weather continues next week with another chance of showers coming in on wednesday. >> voters will be doing more than just picking the next president. >> pennsylvania's u.s. senate seat is a hotly coveted prize. all new next on nbc 10 news at ç 5:00. hear what senator pat toomey and his challenger, katie mcginty, what they're saying about who is the right person to represent the keystone state. also, it didn't feel like fall in parts of oarea.

january. he said professionals with the project are making strides in developing new methods of cancer research. the vice president said doctors need to focus on better ways to diagnose the disease and to gain access to the latest treatments. >> there's a recognition that the cancer system established five decades ago, needs to be re-image for the 21st century. so often, they play by the rules of '71, not 2016. >> biden lost his son to brain cancer last year. we're two months into fall. you might not know it by the trees in our region. >> or the 80 degree temperatures either. the leaves have yet to change color. while parts of our region have begun to see peak colors, the same cannot be said for the southeast portion of pennsylvania, as well as new jersey and delaware. several factors determine when
