schuylkill expressway, east and westbound, closed in both directions. all traffic right now if there was a car that moved through you would see it's being diverted off on this off ramp right here. they typically remove this construction project around 5:00 or so. we have another half an hour for that. also burlington and mt. holly, this is closed for the construction, around exit 5. that goes to exit 13. you need to know where it starts, especially if you're coming from south. again, that's from burlington mt. holly around exit 5. no problems on 202 right now. we're still in the green, no big problems or delays, 11 minutes northbound from route 30 to the schuylkill expressway. pamela? >> new this morning, a busy delaware highway is open again after a truck full of cows overturned. take a look. this is the scene on 295 northbound at bayesen road in new castle. the truck jackknifed and overturned around 9:30 last night. it was carrying 15 cows.

nine survived the crash. they were taken off of the damaged truck and moved to another vehicle overnight. the driver is fine. right now, the search is on for a car thief in northeast philadelphia. >> this guy did more than just drive off with someone else's car. a child was inside. thanks to a quick-thinking good samaritan, the child is safe this morning. nbc 10's monique braxton is live at northeast detectives with the details. monique, what happened? >> hi, tracy, i can tell you so far no one has been arrested. but detectives tell us they were able to lift fingerprints from the car and are processing the fingerprints right now with hopes they will match in the criminal database. skyforce 10 was over mayfair shortly after the car was stolen with a little boy inside. while the mother was usiing thi atm, a thief hiding in the shadows hopped in her car and took off. a good samaritan saw what had taken place and followed the

suspect. >> he looked in the rear view, saw a kid and ripped it over to the side and jumped out. i was right there, got the kid and ran it to his mom and he ran it to the shadows. >> our camera were rolling when the eyewitness returned the child to his mother. the good samaritan tells us the lesson here is that everyone must be vigilant. we'll continue to follow this investigation and have more for you in the next half hour. live for now in the northeast, monique braxton, nbc 10 news. it's 4:32. 49 degrees outside. happening today in montgomery county, the east greenville borough council will release their plans for police coverage after it voted to disband its police department. officials blame the high cost of the upper perk police department which east greensville shares with pennsburg. east greensville pays about

$600,000 for the joint force. the mayor said he is looking to spend less than 350,000. pennsburg mayor says she'll be looking to beef up the department and add another town under the joint force. the contract between the two towns expires in the spring. in philadelphia, wordsworth academy says they will be closing its doors after a student died. the 17-year-old student became unresponsive as workers tried to restrain him. the rest of the school will remain open. it serves students with emotional, behavioral or other challenges. kane was found guilty of perjury, she walked out of the montgomery county jail after posting $75,000 cash bail. that sets her free as her appeal is being heard. in addition to 10 to 23 months,

she got eight years probation. the chief law enforcement officer was convicted of leaking details of a grand jury investigation and lying about it under oath. >> she put her own desire for personal revenge above everything else, above the citizens of this state, above the hard-working prosecutors and the staff of the attorney general's office. >> kane asked for mercy before she was sentenced saying she feared what would happen to her teen boys if she went to jail. >> bruce beemer reacted to the sentencing calling it a sad day for the commonwealth. governor tom wolf appointed him attorney general over the summer following kane's conviction. in exactly two weeks, voters will choose a permanent replacement for kane. john rafferty is facing off against democrat josh shapiro. while kane was in court, she was hit with a $28 parking ticket just outside the montgomery county courthouse. this was on the black land rover

that kane used to arrive in court. the ticket was for an expired meter and issued about two hours before she was sentenced. happening today in harrisburg, state health officials will be giving an update on pennsylvania's medical marijuana program. the state's secretary of health will highlight the progress of the program so far. it was signed into law back in april by governor tom wolf and it's expected to go into effect early next year. the program will offer medical marijuana under a physician's care to patients who live in pennsylvania. in center city, history is reduced to rubble. >> check out what's left of the landmark entrance to the union league. police say this was no accident. it's 4:35. also sinking ship. an historic coast guard ship is about to become part of history along the jersey shoreline. y - like me, she has pennsylvania working class roots, and she's never abandoned them. hard work. family. playing it straight. that's katie.

good morning, everyone. wanted to check on the roads really quickly. we're starting off on the vine street expressway where we have construction closing it down both directions east and westbound. we've avoided this construction project for the past week and a half or so. it's been not an active scene. right now, not the case. these are our cameras around 24th street. here is the eastbound side. you can see police activity block off part of the ramp. no cars moving through either direction. this is westbound towards the schuylkill. we're having it blocked off in

there's a 12 mile-an-hour breeze. that's a westerly breeze to start with. dry air around. the temperature is still falling. 44 degrees at 8:00. then into the upper 40s at 10:00 this morning. we'll be in the 50s this afternoon. that is almost 10 degrees below normal for this time of year. the suburbs, 45 right now. down to 40 at 8:00. it's going to cool off in a hurry. then with some sunshine and a few scattered clouds blowing through, we'll see the northwesterly winds to 13 miles an hour, low 50s for the suburbs in the lehigh valley. in the clear later this morning. just a few scattered clouds moving through right now. that's keeping the temperature elevated for now. it still could come down considerably before we get that warmup, near 50 degrees at noontime and then into the very low 50s this afternoon. you'll feel that same northwesterly wind. that's bringing in drier, chillier air. that will be around, heading into tonight giving us a good chance we'll see temperatures in the 30s tomorrow morning. 49 right now in new jersey.

42 degrees at 8:00. by 10:00, 48 degrees and just around 50 degrees for the ribbon cutting in glassboro. low 50s this afternoon. it will be a bit breezy. you'll see lots of sunshine. pretty day for that event. sunshine, a few scattered clouds with the same winds. stronger at the shore, 15 miles an hour. at noontime it will be 54 degrees. 55 degrees for most of the afternoon. temperatures holding steady there. after a chilly start this morning in delaware, 50 by 10:00. up to 55 by 2:00 this afternoon. 50s today, 40s to start with. talking 30s for tomorrow morning. definite chilldown and it looks like it will last for a few more days. i'll show you how long that will last. i'll show you what it looks like for the weekend on the 10 day on 10 when i come back. we have video showing the moment several temple university students were attacks. >> police say there were several arrests and one of their horses was even punched by the crowd.

at the bridgegate trial in north jersey, more questions are surfacing about governor chris christie's role in the 2013 lane closure scandal. bridget kelly, a former christie staffer spent a second day on the witness stand in her own defense. she testified that she told the republican governor about concerns from the democratic mayor of ft. lee that traffic jams in his city were political pay back. christie denied knowing about the scheme while it was happening. kelly and another former staffer, accused of plotting to close lanes at the george washington bridge, after the mayor refused to endorse christie for re-election. another step towards pulling atlantic city out of financial crisis. last night, officials voted 5-3 in favor of a new recovery plan. the city will use $110 million from the sale of bader field and another 105 million in bonds to help pay down a chunk of its

$500 million debt. tax rates will not increase over the life of the plan. quarter to 5:00. 49 degrees outside. we're getting a look at surveillance video released of several assaults at temple university including an attack that injured three students, a campus police officer and a police horse. this is video the moments the students were attacked near broad street and cecil b. moore on friday night. you can see the mob when all of a sudden chaos breaks out. two 19-year-old men an a woman were hurt. a picture of one of the victims was sent to nbc 10. you can clearly see the face bruised there. we spoke to the young woman's father yesterday. >> the fact that they unmercifully pinned her down, so many people and beat her, i just can't fathom. my heart dropped when i found out. >> several arrests have already been made, including a 19-year-old boy. well be the front of the historic building in philadelphia is now in need of

repairs. someone ripped off the railing from the union league in center city causing part of the staircase to crumble. you can see the steps that were left in pieces. the union league tells nbc 10 the vandal tore the brass railing off and got away with a piece about 6 feet long. officials said the theft was caught on video which has not been released yet. >> everything looked normal up until that point. about that time you can see him approaching from the side street and that's when it all happened in about two minutes time. >> the union league is working with police to track down that thief. tens of thousands of students who attend pennsylvania state-owned universities are back to class following last week's faculty strike. >> classes resumed yesterday. the union for some 5,000 teachers, coaches and other staffers reached a tentative contract agreement with the state system on friday after a three-day walkout. in our area, the strike affected

cheyney, millersville, west chester, kutztown and millersville universities. >> it's fair that the teachers get a good contract. i was honestly upset they couldn't come to an agreement sooner and that they -- i think they could have avoided the strike. i'm glad that it ended. >> the full union must still ratify the full contract. time now is 4:48 on your tuesday morning. time now to get you to work. jessica boyington is joining us. she's keeping an eye on road for us. the vine street expressway. >> the vine street expressway hasn't been closed for the past week an a half. today, surprised, we were closed at least westbound and eastbound between the schuylkill expressway and broad street. they're starting to lift up some of the closures of the ramp. if you are heading out the door in the next couple of minutes, by the time you get there, everything should be clear. this is one of the things lingering in the area with the construction. the schuylkill expressway ramp to the vine street expressway. you can see we still have signs in place and flashing lights around there. within the next ten minutes or

so, this should be cleaned up and out of the way. i would still advise to take local vine as your alternate just in case. in the fern rock section of the city, we have an accident reported around north 11th street and west spencer street. it's in the process of clearing with a tow truck on the scene right now. it shouldn't be a problem for the rest of the morning. watching the area bridges in the process of the scheduled opening over the tacony palmyra, it's scheduled for 4:40. about ten minutes ago. take the betsy ross as your alternate for right now. no problem with the rest of the bridges if you're moving into the city. watch for that, this should be there for the next 15 to 20 minutes or so. we'll check in with the vine when that's completely open, when i come back. jess, thanks for that. it is a cool and crisp start to your tuesday and you will feel it as soon as you walk out, if you like crisp, you'll feel it. >> maybe turn the seat warmers on a little bit this morning. temperatures in the 40s across much of the area. we aren't in for much of a warmup. nbc 10 first alert meteorologist bill henley joining us now to

explain. good morning, bill. >> good morning. a little bit breezy outside. that's bringing in the cool this morning. look at the cameras shaking. this is a live view of boathouse row from center city. definitely a chilly morning as temperatures are down as much as 15 degrees in some spots this morning. a breezy and cool day, the wind will be blowing, not quite as strong as yesterday. we'll see sunshine. those winds will blow a few clouds through the area at times. with less wind, clear skies and drier air in place. this morning, it will be turning colder. the temperatures dropping into the 30s by tomorrow morning. this morning, yes, crisp. we use the other "c" word, cold tomorrow morning. winds today, 14 mile-an-hour winds in philadelphia. wilmington up to 15 miles an hour. those steady northwesterly winds, those are the dry conditions pushing into the area. so no sign of any showers. just a few fair weather clouds will be blowing through the area this morning. 55 degrees this afternoon in somerton, west chester, 55 in the lehigh valley you'll see

plenty of sunshine there. chilly to start with. low 50s this afternoon. these numbers should be in the middle 60s this time of year. trenton, a high of 55 today. at the shore, a little bit warmer with bright sunshine. cape may warms into the upper 50s along with ocean city. rehoboth hits 58 degrees. it will be 59 with bright sunny skies in wilmington. sunshine, yes. showers, no. not for now. but they are in northwestern pennsylvania. see the showers streaming through new york. those showers won't make it to our area. we'll see some of the clouds blow through the area so the wet weather won't last. the temperatures stay chilly on through tomorrow and come thursday, there's some much-needed rainfall. comes through on thursday, then there's a chance we'll see dry day on friday and mainly dry on saturday. come saturday night, clouds will be building and saturday afternoon, those clouds will start to thicken up by sunday, we have a few showers moving through the area. more likely in the morning than in the afternoon.

good morning, everyone. jessica boyington with a quick check on the roads. watching the schuylkill expressway ramp to the vine street expressway. that's because it's still blocked with that construction that takes over the vine every once in a while. you can see we have crew arriving to the scene at the top left-hand part of your screen right there. they are there to remove those signs. this should be cleared up within the next five minutes or so. updates on this for you and more in the 5:00 hour. new this morning, two men are under arrest after the hit and run of an unmarked police car in philadelphia. officers inside the unmarked car were not hurt. it happened at 11th and spencer street in fern rock just before 2:30 this morning. they said officers found the suspect's vehicle a few blocks away with drugs inside. delaware residents are getting a look at the plans to develop an old steel mill into a

state-of-the-art transit center. the claymont regional transportation center will be built on the site of the shuttered evraz steel mill. it's expected to have much more parking and be pedestrian and bike friendly. trains will hit the tracks starting in 2020. happening today, thousands of students from chester county will kick off a kids vote for this year's election. the event is schedule to are this morning at the historic county courthouse in west chester. a ceremony will feature speeches from students and lawmakers an a mock voter registration drive. there's a new place for breast cancer patients to go in bucks county for help to feel better. the be well boutique next to st. mary's cancer center in langhorne opened yesterday. it features wigs, lotions and other items to help soothe and heal patients. october is national breast cancer awareness month. tomorrow the eagles start practicing for their big game at dallas on sunday night right

40s this morning. 49 right now in philadelphia with a few clouds in the suburbs at 48 degrees. northwesterly winds are blowing in new jersey, 45 now. right at 46 degrees. the lehigh valley and for delaware. there are clouds moving through the delaware for the lehigh valley. that's actually keeping the temperatures warmer than they otherwise would be. afternoon temperatures, not near the normal high of 65. at least 53 in the lehigh valley, 59 in delaware and we're looking at 50s for philadelphia, the suburbs and interior new jersey. we will get some sunshine, however, until a little later in the week. there is much-needed rain on the way. i'll take a closer look at when you can expect that when i'm back in just a few minutes. first, let's see how the roads are moving this morning. jessica boyington with your first alert traffic. >> thanks, bill. starting with the area breaths in the process an earlier scheduled opening over the tacony palmyra, scheduled for 4:40 this morning. for that, take the betsy ross bridge. we have the burlington bristol bridge that's scheduled to open
