a new castle county road has reopened after a tractor trailer carrying cows overturned last night. unexpected ride. a 6-year-old boy is safe after a thief stole a car while he was in the backseat. candidates clash. pat toomey and his opponent at the debate. >> i'm tracy davidson. >> and i'm pamela osborn. cooler start for your tuesday morning, for sure. let's get to meteorologist bill henley and the first alert neighborhood forecast. bill? >> temperatures are dropping. so has the wind. it is not as strong as it was yesterday. it will still be with us during the day today. you will see sunshine today.

that wind will keep things cool. temperatures will climb with sunshine into the 50s. right now it's 46 degrees in philadelphia. suburbs are running cooler. 42 degrees. we're watching for 30s. few spots are getting close to it this morning. if it doesn't happen this morning, it will tomorrow as the temperatures will be turning colder tomorrow morning. starting off in the 40s. the wind out of the west at 10 miles an hour in new jersey. that increases during the day. you'll see some fair weather clouds blow through as you warm up to 57 in new jersey. chilly afternoon for the lehigh valley and 56 degrees in philadelphia. we've got some frost on the way for tomorrow morning. closer look at that when i come back in a few minutes. jessica boyington is standing by with your first alert traffic. >> city avenue bridge headed southbound, approaching the schuylkill expressway. it's been here 45 minutes to an hour or so. left lanes are blocked. right lane is still getting by.

pretty major closure right now on the northeast extension of the p.a. turnpike headed northbound. forcing off all traffic around lansdale. take 309. that will be a good one. there's a lot of vehicles involved. three trucks, actually. so with all of that traffic shut down and all the traffic forced off, you may see some big delays. you might as well get a head start and head out 309 when you head out the door. the opening scheduled earlier over the burlington bristol bridge, we're in the process of that. other than that, bridges are doing okay. pamela? breaking news from sky 4's 10. firefighters are along the scene at fountain road. officials tell us they think everyone made it out of the house safely. the home is a total loss. 6:02. new this morning, busy delaware highway is open again as a truck

full of cows overturned. 295 northbound at basin road in new castle. the truck jack knifed then turned around over 9:30 last night. it was carrying 13 cows. nine survived. the driver is fine. two men are under arrest after the hit and run of an unmarked police car in philadelphia. officers inside the car were not hurt. it happened at 11th and spencer in fernrock just before 2:30 this morning. it happened during a traffic stop. officers found the suspect's vehicle a few blocks away with drugs inside. also in philadelphia, police are looking for the thief who stole a car with a child inside. sky force 10 was over the scene last night. monique braxton is live. the child is safe, thanks in part to a good samaritan. tell us about it. >> reporter: that's true. detectives are processing

fingerprints inside this building with hopes they will match with others inside a database. sky force 10 was over the scene. shortly after the unthinkable occurred, a car stolen with a 6-year-old boy inside. while a mother was using the atm here at hellerman and passmore, a thief seized the moment, jumped in her car and took off. fortunately a good samaritan saw the carjacking. he followed the suspect without hesitation because a child was inside. when the carjacker let the little boy out, the good samaritan reunited the child with his mother. >> she was still in shock. she couldn't even talk. so she almost fainted. so that was nice. >> reporter: our camera was rolling during that tender moment. investigators say the suspect, who snatched the car, abandoned it a short distance away. and this morning the good samaritan says crimes such as

carjackings haven't occurred here in mayfair in the past. he is urging everyone to be vigilant. police are telling us they're reviewing surveillance videotape. as the light of day approaches, they hope to be back in the neighborhood looking for more surveillance cameras. monique braxton, nbc 10 news. >> monique, thanks. public safety task force for an upscale neighborhood is now up and running. >> rittenhouse square for a meeting last night. police department joined local lawmakers and community leaders for question and answer session on boosting safety measures. last week a good samaritan was shot trying to break up a robbery. a teenager surrendered to police over the weekend. the victim remains in stable condition. richard ross said safety in and around the park in rittenhouse is a top priority. >> do anything that we possibly can do to work alongside our

partners because, again, you know, it's about everybody's quality of life. >> police say they've stepped up patrols in the area and also said they're working on resolving the homeless situation in the park. 6:06. sprt witnesses in the penn state case are expected to take the stand again. mike mcqueary said he was wrongly terminated after he reported that injury sandusky sexually molested a boy. he didn't find out he was fired until it was announced at a press conference. an expert witness testified yesterday that the way penn state treated mcqueary severely damaged his future employment prospects.

. the candidates went after each other on a series of issue issues. >> unfortunately senator toomey it'sf it's not fossil fuel dirty money, he's not interested in it. follow the money. >> every pennsylvania worker lost their job. pennsylvania taxpayers lost their money. but it worked out okay for katie. she became a multimillionaire. that's very nice. that's not how you grow an economy. >> a tight race between the candidates show the polls. when new jersey voters head to the polls, they'll be asked to decide two ballot questions. one is whether to expand casinos to northern new jersey. a poll found 70% expose the expansion while 24% support the plan. the second question is about

using the tax gas fund to fund transportation projects. the same survey found 46% of voters are in favor of the amendment compared to 39% opposed. the gas tax goes into effect november 1st. it's 6:08. 46 degrees outside. uber-x and lyft get the green light in pennsylvania. the governor will sign a bill the senate approved yesterday. most of the tax collected in philadelphia will go to the school district. today we are in for a chilly fall day. first alert meteorologist bill henley has details in the first alert weather forecast. good morning, bill. >> good morning. we're seeing a little bit of a breeze this morning. you can see it in the tree. in this view from the battleship new jersey, looking across the delaware. heading out, a chillier start this morning. a breezy and cool day today with sunshine but also a few fair weather clouds. then it turns colder tonight.

we'll see frost tomorrow morning. 40s this morning. 46 degrees in philadelphia. it's still falling at this hour. the sun's not up. it won't be up until after 7:20. the steady winds are back. not as strong as yesterday. but just enough to bring in drier air during the day today. that sets the stage for a colder start tomorrow morning. and the potential for some frost, too. during the day it will blow a few clouds through the area. tonight, the frost will form. much of the area could be looking at freezing conditions. tomorrow morning, a freeze warning is up and frost warnings extend into central and southern delaware. during the day today you'll need your sunglasses and probably a warmer coat than yesterday. in the 60s yesterday. not today. 55 this afternoon for philadelphia. sunny skies and warming from the 40s to the low 50s for the suburbs and lehigh valley. steady northwesterly wind. 50 degrees at 1:00 this afternoon. bright sunshine in delaware. up to 55 degrees at 1:00.

[ bleep ]. >> gonna wash the floor with these buns. >> the video was shot in the kitchen of the checkers on west oak lane neighborhood. the employee bragged about having sex with customers in the

restaurant and also about doing stuff with the food. they explained it was a prank gone wrong. >> it was all a joke. it just went wrong. nothing negative went down in that store. whoever ordered that day food was properly cooked, properly prepared. >> the worker went on to say he never intended for the video to be posted on facebook. checkers' parent company sent us a statement saying the employees in the video would be fired and the store would be closed until it's sanitized. today is a deadline for a federal judge who has to decide whether or not to approve a $15 billion settlement deal as part of the emissions deal. the deal would let volkswagen spend up to $10 billion from that deal to buy back or repair hundreds of thousands of cars that were affected. time now is 6:17 this morning. we've been watching a situation on the northeast extension all

keep you updated on the northeast extension. >> appreciate that, jess. 6:18 now. we're off to a chilly start this morning. first alert meteorologist bill henley has the details for your neighborhood. >> grab the jacket. we're in the 40s this morning, normal for this time of year. it wasn't this cold yesterday morning. little bit of a breeze is blowing. few scattered clouds in philadelphia. thicker clouds in the lehigh valley. those will break for some sunshine. south jersey, we've seen colder temperatures in new jersey this morning. most of the region in the middle 40s right now. princeton just dropped another degree to 37 degrees. it's 35 in coyle field. it will be colder tomorrow morning. most of those neighborhoods will have frost tomorrow morning. 50s for the suburbs and lehigh valley. the wind will be with us this afternoon in new jersey and at the shore but not as strong as yesterday. upper 50s for ocean city this afternoon. and no sign of the 60s we had yesterday in delaware.

it will be close to it. up to 59 for wilmington and for smyrna. as far as clouds are concerned we have scattered clouds. right now they've been thinning out. we're likely to see a few blowing through the area. these are showers. little bit of rain and some snowflakes mixed in to the colder air to the north. showers are blowing toward our area. they won't make t but the clouds -- some of those clouds will. then tonight, riding in on the same winds, some chillier air. this afternoon at 5:00, low 50s for philadelphia, reading, allentown. by late in the evening we'll start to see some 40s. 44 in allentown. 46 in millville. tomorrow morning, here comes the cold. the wind dies down. our skies will be clear. below freezing tomorrow morning. freeze warnings are up for allentown, reading and pottstown. philadelphia, wilmington.

tonight in cleveland, history is on the line as the fall classic gets under way. two teams with the longest world series title droughts. american league champion cleefd indians are hosting the chicago cubs in game one tonight. they haven't won a world series since 1928 while cleveland hasn't taken home the title since 1948. progressive field. first pitch for tonight is at 8:08. and if you're trying to see history in person, there's a big difference between chicago and cleveland. right now for world series games at wrigley field the average ticket price is more than $10,000. in cleveland, that price drops to about $3,800. that makes it the most expensive average world series ticket prices ever.

surveillance video from a string of assaults at temple university. nbc 10 starts now. this is "nbc 10 news today." i'm pamela osborne. >> i'm tracy davidson. it's 6:30 on this tuesday morning. it's in the 40s, so you'll feel it when you step out. let's get right to meteorologist bill henley with his first alert neighborhood forecast. bill? >> we have about an hour to go before we start to see nine or enough sunshine to start the warming process. it has dropped into the 40s. that's normal for this time of year. 46 degrees in philadelphia. we certainly didn't feel it yesterday. 43 in the suburbs and new jersey is at 45. there have been clouds moving through the lehigh valley. you can see the scattered clouds in that live picture. 46 degrees right now, into the low 50s this afternoon in the lehigh valley. the wind will be blowing some of the clouds to the lehigh valley. you see scattered clouds in delaware. right now it's clear and 44. afternoon temperatures yesterday in the 60s, 50s for today. they get close to 60 in

delaware. sunshine and 56 degrees in philadelphia. still breezy today. though not as windy as yesterday. that wind blowing will lead to some frost in the area tonight. i'll go through these forecasts hour by hour to show you what to expect when i'm back in just a few minutes. first, jessica boyington has your first alert traffic. >> thanks, bill. skyforce 10 live over top of the scene of the big serious accident scene on the p.a. turnpike's northeast extension on the northbound side. so now what we're looking at here, again, is the northbound side. you're watching traffic being diverted off. we have southbound gaper delay. now just before lansdale, they are diverting the traffic off because there are three tractor-trailers involved. you can see zooming out here what a massive scene this is. there's also a fuel spill under way and some cleanup. so you need alternates for that. if you typically take the northeast extension, you can see it's closed. when you move further down here, some of the gaper delay, red when you see it on the southbound side. route 309 is a great alternate.

no backups or delays. i just checked some is of the cameras, looks okay for right now. we're watching the accident scene on the city avenue bridge southbound from the schuylkill expressway. the right lane is getting by. we'll enhere on a good note. the boulevard around 17th street, no big problems or delay, north or southbound, all traffic moving along. more updates on the northeast extension when i come back. pamela? >> new this morning in philadelphia, police are looking for a gunman after they found two men shot in the stomach and chest. this happened just before 11:30 last night inside a home on the corner of 11th street and rising sun avenue in north philadelphia. both victims are expected to survive and detectives will interview them. they believe that one of the victims knows the shooter. it's 6:32. this morning, a 6-year-old is safe after going on an unexpected ride with a car thief. now philadelphia police are trying to track down a suspect. nbc 10's monique braxton is live at northeast detectives in mayfair.

monique, a good samaritan jumped into action during this ordeal, thank goodness. >> that's true. he told us he didn't think twice about it. right now, detectives are hoping that fingerprints will lead them to the carjacker who is still on the loose this morning. but take a look at what unfolded up in mayfair, not too far away where i'm standing. skyforce 10 was over the scene shortly after a car was stolen with a little boy inside investigators say while the chael's mother was using the at tm at hellerman and passmore, 'thief waiting in the shadows hopped in her unlocked car and took off. a good samaritan saw what unfielded and closely followed the suspect in that stolen car. >> he already probably looked in the rear view, saw the kid and ripped it over to the side and jumped out. then i was right there will and got the kid and ran it to his mom. he went in the shadows. >> our camera was rolling when the eyewitness reunited the

6-year-old child with his frightened mother. meantime, the suspect who snatched the car abandoned it a short distance away. we asked the good samaritan what he thought about it happening in his neighborhood. he said, things like that don't really happen in mayfair. he said but all neighborhoods are changing and it's time that everyone be vigilant. we're going to stay on top of this investigation and any developments, you can count on us to have them for you. live for now, monique braxton, nbc 10 news. 10 to 23 months in prison, that's what former pennsylvania attorney general kathleen kane will be serving. a judge handed down the sentence yesterday after kane was found guilty of perjury. kane walked out of the montgomery county jail last night after posting a $75,000 cash bail. that sets her free as her appeal is being heard. in addition to jail sentencing time, kane also got eight years probation. the former chief law enforcement officer was convicted of leaking details of a grand jury

investigation and lying about it under oath. >> she put her own desire for personal revenge above everything else, above the citizens of this state, above the hard-working prosecutors and the staff at the attorney general's office. >> kane asked for mercy before she was sentenced saying she feared what would happen to her teen boys if she went to jail. and take a look at this. while kane was in court for her sentencing, she was hit with a $28 parking ticket just outside of the montgomery county courthouse. this was on the black land rover that kane used to arrive to court. the ticket was for an expired meter and was issued about two hours before she was sentenced. in exactly two weeks, voters will choose a perm nan replacement for kathleen kane. republican state senator john rafferty is facing off against montgomery county commissioner, democrat josh shapiro. at the bridgegate trial in north jersey, more questions are

surfacing about governor kroit's role in the 2013 lane closure scandal. bridget kelly spent a second day on the witness stand in her own defense, testifying she told the republican governor about concerns from the democratic mayor of ft. lee that traffic jams were political paybacks. christie denied knowing about the scene while it was happening. kelly and another former staffer are accused of plotting to close the lanes. last night, officials voted 5-3 in favor of a new recovery plan. the city will use $110 million from the sail of bader field and another 105 million in bonds to help pay down a chunk of its $500 million debt. tax rates will not increase over the life of the plan. the front of a historic building in philadelphia is now in need repair. someone ripped off the railing from the union league in center

city causing part of the staircase to crumble. you can see the steps that were left in pieces. the union league tells nbc 10 the vandal tore the brass railing off and got away with about a six feet long piece. officials said the theft was caught on video which has not yet been released. we're now getting a look of surveillance video of several assaults at temple including attacks that injured students, a campus officer and a police horse. this is video of the moment the students were attacked at broad and cecil b. moore. chaos breaks out. two 19-year-old men and an 18-year-old woman were hurt. a picture was send in to nbc 10 of a female student. you can see her face clearly bruised. we spoke to her father yesterday. >> the fact that they unmercifully pinned her down, so many people, and beat her, i just can't fathom.

my heart dropped when i found out. >> several arrests have already been made, including the arrest a 19-year-old man. this morning, there is a chill in the air. you'll feel it. 6:38. let's check with first alert meteorologist bill henley with the details. bill? >> the temperatures are trending downward this morning and this afternoon. right now, there are a few scattered clouds blowing through the area. we're still dealing with the wind that we had yesterday, though it won't be as strong as yesterday. it's making for a chillier morning and breezy and cool afternoon. sunshine and at times, a few clouds blowing through the area. turning frosty tonight. parts of the area will see freezing conditions first thing tomorrow morning. this morning, we're in the 40s. that's right on target for normal temperatures this time of year. a slow warmup, 40s this morning, by lunch time, 52 in philadelphia. with sunshine and few of those fair weather clouds blowing through on northwesterly winds at 14 miles an hour.

the northeast extension. they're diverting all traffic off around lansdale. that's where it's shuft dowt do between there and quakertown. we're seeing a mess involved with that as well. your best bet for an alternate, take route 309. that will get you by. expect extra time to be incorporated into your morning commute. you'll need that. also watching the schuylkill expressway. our cameras around city avenue. this is the westbound side, no surprise here. we're seeing a big slowdown, 22 minute at the most, westbound from the vine street expressway, headed up to the blue route area. we're seeing similar delays headed eastbound into center city. i'll have another update for you when i'm back in ten minutes on the northeast extension. tracy? >> jessica, thanks. 6:41. a viewer has a theory about why he received a surprise ticket from the ppa. >> and it involves a valet service at a center city hospital. >> the driver got the ticket on the car and he must have ditched it because i never saw the

a viewer recovering from a back surgery tells us he used valet service to park his car while he went to a doctor's appointment at penn hospital. >> but he received a parking ticket from the ppa and it was the beginning of a headache that lasted for months. nbc 10 responds reporter harry hairston has his story. >> reporter: murray lightman is

doing better than he was when he arrived at penn hospital for his doctor's appointment in december 2015. >> when i came out of my car i was on a walker. i couldn't really park too far. >> he tells us he paid the $18 fee to valet, then in january, the philadelphia parking authority mailed him an $80 parking ticket. >> i was annoyed beyond words. >> reporter: lightman said the city told him his car was illegally parked on the street. >> the driver got the ticket on the car and he must have ditched it because i never saw the ticket. >> reporter: lightman tells us he paid the ticket to avoid penalties and called the doctor's office for help. but he claims he got anything but help. >> it was a major run around. >> reporter: he says the doctor's office referred him to the hospital which referred him to the parking garage manager. lightman says the garage manager promised to reimburse him but the money never came. he tells us he called five times

will still be that wind we had yesterday. not as strong as yesterday. just enough to blow clouds through the area. see the scattered showers north and west. those are the clouds that will be moving in. we'll get some clouds today. the best chance of showers will come in on thursday from this this morning moving from minnesota into iowa. there will be cold air in the area by the time it gets here. i wouldn't be surprised to see snowflakes in parts of area come early thursday morning. over the next 24 hours we'll see that rain move into the chicago area. this time tomorrow morning it's pushing into wisconsin and illinois. and then it heads towards pennsylvania, new jersey and delaware. by tomorrow evening, look at the light snow that's developing in central pennsylvania. and as it moves into that chillier air in the pocono mountains, we could see light snow falling first thing in the morning on thursday while it's just the north of allentown.

watching it. several tractor-trailers involved and a car. jess? >> right. four tractor-trailers involved, another vehicle as well, injuries reported. one person that we know of at least was taken to the hospital. it's closing down the northbound lanes of the p.a. turnpike's northeast extension right now. all that traffic right there is being diverted off right around lansdale. it's closed between lansdale and quakertown. again, we're also seeing some gaper delay move on the southbound side. what you'll need to do is take an alternate. you'll be stuck behind this for quite some time, especially considering all traffic is being diverted off in the same spot right now. your best bet is to take route 309. i just checked in with some of my cameras there. we're not seeing delays there yet. i expect this to tie up part of your morning commute for quite some time, especially now that there's a fuel spill under way as well as the rest of those vehicles being involved in the scene as well. the bridge headed southbound just before the schuylkill
