the temperatures are in the 20s. we take the wind into consideration. it feels colder than the actual temperatures. a live look outside over the art museum. it looks gorgeous right now. sky conditions won't be the issue. if you look at the bottom of your screen, you will see your local neighborhood forecast. it is all those cold temperatures, of course, that arctic push. neighborhoods, westbound area, 29 and dora at 30. summerton, 29 and fox chase, 31. here it is your arctic blast in full effect. it will kind of retreat a little bit by sunday into monday. however, we do have a very cold trend in store, at least through tonight and tomorrow. another weather story in the works of course would be this hour by hour forecast i have been talking about all morning. notice how we get a little bit of a kickback of some moisture, lake effect snow a little bit, at most, spotty. we are tracking a potential for a system to get here sunday into
monday. we very well could get a wintry mix. keep that in mind. heads up right now for your monday morning commute and speaking of commute, here is francesca. >> thank you, erika. >> folks, what we are looking at right now are residual delays from an earlier accident on the eastbound side of girard. our camera at montgomery drive, shows travel speeds have diminished. traveling from the blue bird to the vine, i would avoid the schuylkill. it is going to take you 29 minutes. you are going to be crawling. we're seeing another backup toward city avenue. on the eastbound side. avoid taking the schuylkill. watching the 42 over new jersey, camera route 41. very light traffic. when i come back, we'll take a look at the rest of the majors in new jersey. this morning, with below freezing across our area, local officials are sounding the alrm over the potentially dangerous conditions out there. >> nbc 10's matt delucia is live
outside the transportation center. montgomery county is where the leaders have declared that code blue weather emergency. i see you are bundled up. i'm sure a lot of commuters are bundled up as well this morning. >> they are bundled up, rosemary. in the last half hour, i dug through my bag and i pulled out the hat that i have not worn since last winter. it is a little chilly. something we will have to get used to. i'll step out of the way. there were a couple of folks here. the last person going through the doors. they were waiting inside the norristown transportation center. the parking structure and lobby just to stay warm. there is another facility where people are staying inside waiting for their buses to arrive. there is a big mass of buses that just came through here a couple of minutes ago. you saw on that live shot at the top of the show here. take a look at some video from last night. we are in the city of philadelphia where we could see a lot of people still outside. you also have the homeless folks out there as well. of course, when you get the
temperatures this low and you get a little breeze like what we are having right here, that, of course, adds to the windchill. it does become dangerous. there is a code blue in effect here in montgomery county through monday morning. of course, that amps up services for the homeless individuals to try to get them off the streets, because it can be very dangerous. we have seen a lot of people with the hats and gloves, the scarfs. you name it. i talked with some of the folks out here waiting for a bus this morning. >> it was too cold to be walking to the busstop. too cold. >> you have got the scarf and the hoodie. >> i'm going to get the gloves today. then, i'll have everything. >> reporter: are you ready for winter? >> no. i'm ready for summer. >> reporter: i think we all are at this point. you have to remember how hot it gets during the summer. i just spoke with a gentleman that just got on a bus.
he likes this. he does a lot of work outside. he works on trees. this is what we are used to here in the northeast. you have to bundle up. the layers, it is that time of year once again. be prepared before you go outdoors. five minutes past 6:00 on this friday. we have some breaking news from overnight from overseas. defense secretary, ash carter, is in afghanistan on an unannounced visit. you are looking at video from his visit to india yesterday. he arrived to bagram air force base and will meet with military commander's and deliver a preholiday pep talk. this is expected to be his last trip to afghanistan. also, breaking news out of asia. today south korea's parliament impeached president park geun-hye. she is accused of getting caught up in a corruption scandal. she apologized saying she was
sorry for her negligence that has sparked protests across the country. south korea's highest court will now decide whether to accept the impeachment and formally end her presidency. today, in our area in philadelphia, there is a court hearing for the recount request in pennsylvania by former candidate, jill stein's election. >> katy zachary is live outside the federal courthouse. what time does this hearing get underway today? >> reporter: we are just a few hours away from this hearing that takes place inside the federal courthouse. at that time, a judge will decide whether or not to order a state-wide recount of votes from the presidential election. lawyers representing jill stein will be in the courtroom along with attorneys for president-elect donald trump and for state election officials, both who oppose stein's recount
effort. a philadelphia judge denied letting them get inside the other states where president-elect trump narrowly mawisconsin, two beat out democrat hillary clinton. today in wisconsin, there is a hearing to potentially stop that recount effort there in wisconsin and also in michigan, a federal judge has halted the recount underway there. for pennsylvania, that hearing starts at 1:30 inside the federal courthouse. we are learning about a bucks county man who flagged down a car and told the driver he killed his mother. that's what police in lower makefield are telling us. zachary cope is charged with whom say. they are saying he killed his mother but not saying how. officers received a call around 3:00 from a driver who had been
waved down by zachary cope. police say they later found his mother, rebecca cope, dead, inside this home on lower hilltop road. 6:08. 30 degrees right now. philadelphia will soon have new limits on tobacco sales. according to the inquirer, the city's board of health unanimously approved modifications. instead of basing retail permits on how many people live in an a area, they will use commuter-adjusted daytime population. one seller per 1,000 people. it goes into effect on february 15th. church leaders across the country say they are offering sanctuary to people who fear deportation under the donald trump administration. in philadelphia, leaders from 17 churches and two synagogues tell us there has been a huge uptick with the number of volunteers helping out with a program that offers support to immigrants when i.c.e. raids their homes. it had 65 volunteers in may. since november, more than 1,000 new volunteers have signed up.

go. a mixed bag by sunday into monday. one of those huge lights they use to light things up at the construction site. >> what's going on? >> very active scene on 295. this is the northbound side near route 30. it is not blocking the entire stretch of 295. a multi-vehicle accident. we are seeing residual delays that's going to back you up so-15 minutes. northbound side, in haddone heights. two lanes are blocked. one lane crawling to get by from this mulety vehicle accident. here is an update. if you are going to take the newark line, 1203, running 15

or school this morning, some good news for you if you drive to or from new jersey to philadelphia, the delaware river port authority says there won't be any toll increases next year. that goes for the ben, the ross and the come door berry bridges. not such good news if you are on 295 this morning. >> quite a bit of trouble this morning. let's check in with francesca ruscio. >> not entirely shut down on the northbound side of 295. our camera at route 30. you do see emergency crews are on the scene working to clear the accident. i am pointing to the accident right here. a multi-vehicle accident. one lane is crawling to get by. it is not entirely shut down. do expect residual delays anywhere from 10-15 minutes. we are seeing a major backup. not entirely shut down. i would avoid it for right now. as long as it has been cleared, we are going to keep you folks updated. this is on the northbound side of 295. remember the earlier accident on the schuylkill near girouard.

lehigh valley, upper 20s. we're really not budging there. we do have the northwesterly winds getting stronger along the jersey shore. upper township, 3067, summers point, upper 20s. 28 degrees. i can't highlight this enough. this arctic blast is settling into place. you will have to bundle up. it is dgoing to be cold. i would like to mention satellite and radar immanly. some light whites on the screen. denoting some moisture getting kicked back. that lake effect moisture due to those northwesterly winds that are kicking up. your out-the-door forecast looks promising as far as sky coverage

of the lehigh valley. it is certainly worth the mention. here, we see all of that colder air sliding into place. we have a lot of cold air sliding in specially tonight into tomorrow. the issue for today will not be sunshine. the cooler temperatures topping us out in the mid to upper 30s would be. those feels-like temperatures with northwesterlies feeling like it is in the teens and 20s right now. that's going to be the story for tomorrow into tomorrow. francesca with traffic. we are watching 295. northbound, not one but two accidents involving eight vehicles. one lane is crawling. two lanes are completely blocked off. emergency crews are very active on the scene. there will be and are people walking out and about. minor injuries reported. other vehicles further up ahead within the camera shop.
near route 30. 295 northbound. here in philadelphia and greater philadelphia. whitemarsh, an accident on joshua road and germantown pike. i marked it. we will keep watching 295 and any further update as we go on. back to you guys new this morning, a woman is injured after a fire spread through apartments at a hair salon in philadelphia. nbc 10 was on the scene. the blaze broke out just after 3:30 this morning. firefighters quickly got the flames under control. medics took the woman to the hospital for smoke inhalation. she is in stable condition. investigators will be looking for the cause of this fire. back to our weather. this morning, that arctic blast in our area is forcing local officials to issue a code blue weather emergency. >> matt delucia is live at the northtown transportation center. they are feeling the brunt of this cold.
>> that is right, vai and rosemary. we have a little breeze adding to the windchill making it feel a little colder. you can see the folks here on this bus, a couple buses parked here at the norristown transportation center. at least the buses are fairly warm right now. we have seen people waiting outside all bundled up. they have the hats, gloves, scarfs. some of the folks have chose ton wait inside the parking structure or inside the transportation center. they just do not want to be outside in these temperatures. you mentioned coz blue. montgomery county does have a code blue in effect, mostly to help the homeless individuals who are outside to try to get them off the streets. this cold weather can be very dangerous for them. we have been talking with people as they get on these buses including one gentleman who says he is actually enjoying this weather. >> yeah. it is about time.
you get kind of tired of the 50-degree weather when it is supposed to be really cold out. >> he works in landscaping outside. he is used to this kind of weather. at least it is not snowing. that would create a lot more headaches. they will take the cold and deal with it. it is winter, coming in just a couple weeks from now. this is to be expected. this is the start. i just had to pull the hat and gloves out of my bag. so here we go. almost time for winter. live in norristown, matt delucia. >> 6:34 on this friday. a hero who took his job seriously. >> that's how they remembered fran fran frankie williams in a memorial vigil. he died hours after a car crashed into his cruiser. the driver, lloyd rudley, also
died at the scene. they prayed for him at the leesburg vire station and lit candles. they remembered him as a kind and motivated man. his mothering thainnked the wom and men that worked with her son. >> i appreciate what you have done for me. every time i fall down, you pick me back up. thank you. >> police say rudley's car was going the wrong way when it crossed the median and hit the trooper's cruiser. he was responding to a call of an out of control driver, which turned out to be rudley's car. former congressman, chaka fattah is looking for leniency. you may remember he was found guilty of using government grants and charity funds for campaign and personal expenses. in a court filing, his lawyers have asked the judge to consider his years of public service when deciding his punishment. prosecutors are recommending that the judge sentence him to
two decades in prison. 6:36. the city of philadelphia is cracking down on illegal towing and the city council took the first step. they passed a bill that requires your car to be ticketed before it can be towed. private tow truck drivers lined city hall to protest. the law will go into effect next year. >> a south jersey native who has been making headlines for months is coming home for christmas. not everybody is happy about the holiday homecoming. we're talking about kellyanne conway, the grand marshal for hammonton's christmas parade. she went to st. joe's high school there and she will be a part of the parade and receive a key to the city. police say they have been posting on social media they are plan tog protest. many we spoke with told us they are proud an excited. >> it is not about donald trump. he wasn't invited.

robbinsville at 30 along with florence and princeton. satellite radar image picking up on some light moisture moving in. some mid-level moisture. a lake effect moisture, if you will for the most part. conditions will remain dry. hour by hour forecast, we get started at 6:30 a.m. and notice we are seeing some lights on the screen now. everything is dry. i do want to show you your weekend forecast. what can you expect for saturday and sunday. it looks like we have mainly mid to upper 30s with a mix of sun and clouds for the first half of your weekend. by sunday, it looks like we could see a wintry mix, overnight sunday into monday. keep that in mind. with temperatures mainly in the mid to upper 30s. we do have northwesterly wind right now. keeping everything a little bit colder. allentown, current wind profile, 15-mile-per-hour northwesterlies and 12 for philadelphia. feelslike temperatures colder
than actual. feels-like at 10:00 a.m., mid and upper teens. by 1:30, not fairing that much better. montgomery county does have that cold blue in effect tomorrow morning at 2:00 a.m. it is going to feel like it is in the low teens. we have more information if you follow us on social media. >> 6:40. it has been an hour since we have been telling you about the multicar accident on 295 in south jersey. >> francesca is keeping an eye on it. >> what can you tell us? >> very serious. two accidents very close together. eight vehicles involved on the northbound side of 295 near route 30. two lanes remain closed. one lane is crawling to get by. it hasn't completely shut down this portion of 295. we do have a backup that will take you 15-20 minutes. for the most part, one lane is

however, temperatures and the wind profile would be. 31 degrees. west mt. airy, 29. fox chase at 31. summer t summerton at 29 degrees. lehigh valley, keeping it chillier. also, seeing 1 degree warmer at easton and nazareth, 30 degrees for you. this is your three-day outlook. i want to show you what to expect. we are not going to have an issue as far as sky conditions are considered locally. for the suburbs, we could see streaming of lake effects due to a northwesterly push. keep that in mind for the suburbs and the levi valley. it is all about what to expect. we could get a wintry mix with these temperatures mainly in the 30s, topping out in the 30s and overnight lows below the freezing mark. hour by hour forecast, i do have to show you this system that will move in by sunday into
monday. i will point it out to you. expected high temperatures in the upper 30s. overnight lows in the 20s. i bump this down from 49 to 30 on sunday. we do have southerly wind. we very well could see rain showers by monday. however, i do think the system will start off as a wintry mix. warm up just a bit on tuesday. a high of 44 degrees. look at this. by wednesday and into thursday, tracking the potential for a system to get here that very well could be a wintry system with overnight lows in the teens and highs only in the 20s. we warm up ever so slightly by friday. i do have the word freezing with overnight lows next week in the teens. back to you. >> thanks for that. ten minutes until 7:00 on this friday. we are not getting a break with the weather at the end of the break, not getting a break with traffic. >> friday is usually the
