4:02 am
county. let me walk you through the next couple hours. light to moderate rain right before and right after sunrise but notice all the storms in the gulf. they'll be coming on between mid-morning, this is about 9:30 where you could see pockets of heavy rain and continuing through lunchtime and clearing out after about 2:00 p.m. as the storms roll through, there's the potential for some to be strong to severe. but quickly clears out this evening and we will stay windy. in weather and traffic on the 8s, i will go hour-by-hour through the day and let you know what to expect because we will see a lot of changes in the next 24 hours. leslee is here to let you know, at least most of the roads are dry. but not the case all morning. >> and that's nice. we do have a little bit of overnight construction, folks,
4:03 am
this is waters avenue at benjamin road through this morning at 5:00 a.m., that's when the construction should clear up. waters avenue is blocked so you will be routed around this. so keep that in mind in the area. that's a look at weather and traffic on the 8s. and now back to gene and gayle. >> thanks, leslee. happening today, we will be there when the bucs announce the offensive coordinator dirk koetter as the new head coach. >> yeah, this is really one of the worst kept secrets in the bay area but we are expecting it to be official in just a couple hours. news channel 8's adrienne pedersen is tracking this story for us. tell us what's happening this afternoon. >> reporter: good morning gene and gayle. the bucs will still not confirm that it is in fact dirk koetter but our sports team here at news channel 8 is telling us that it's pretty much a done deal. the official announcement is happening today at 2:00 and we will bring that to you live.
4:04 am
in the meantime, we are getting reaction from former bucs' players. >> if they fired lovie smith and have to go outside and didn't retain dirk koetter, it would have been a failure. if we had to bring another coach and offensive coordinator, we wouldn't have improved. >> reporter: seems like a lot of people agree in terms of koetter ramping up the team's offense. he works well with jameis winston who is the third rookie to throw for 4,000-yards plus they have the fifth total offensive in the nfl. what do you think of the choice? throughout the morning, more on what you're saying online. you can do that on facebook or twitter. gene -- >> thank you. well this morning bucs fans are weighing in on the possible hiring of koetter as the head coach. many are excited for sure. >> he's a good offensive coordinator so i think it will be a good change for him and the bucs.
4:05 am
i wish he could have had one more year because it was much better than last year but i hope someone on the inside really knows what's going on and can really make a difference. >> the bucs will make the announcement about the new head coach later today. you can count on news channel 8 to bring it to you live. it all begins at 2:00. our sports team dan lucas and paul ryan will have the i did tails as it happens. we are learning more about a horrible -- have all the details as it happens. we are learning more about a horrible motorcycle crash. this surveillance video shows the deputy in an unmarked motorcyclist. the sheriff's office is now taking the blame and cutting a check. >> reporter: good morning. all of it happening here at 67th avenue north and mlk north. the 20-year-old motorcyclist headed south and the deputy's
4:06 am
the deputy never saw him and right there, the point of impact. the accident caught on camera, the motorcycle coming in from the left, no match for the undercover detective's car. pack include stopped in the middle of the road. >> you actually saw a man could have lost his life. >> reporter: next door at the gas station, the man watching the near deadly drive. >> there's no way you can miss the bike like that. >> reporter: and on the bike, a 20-year-old, headed home on a dinner break. corporal joe minor, a 12-year veteran of the force driving the sheriff's car. he calls dispatch. >> roll fire-rescue reference a motorcycle as well. i am involved. >> reporter: turns out, the motorcyclist under the speed limit, wearing his hell mitt, his light on. >> he was doing nothing wrong. >> reporter: so who was in the wrong? >> the sole responsibility rest with corporal minor.
4:07 am
>> reporter: the sheriff telling minor -- >> you have to swallow the pill and accept responsibility for what you did. >> reporter: but not the money but the memories that the witness will never forget. >> there's not enough money to replace that guy's life and the way he was. he might not walk again. >> reporter: and eli remains in critical condition at the hospital paralyzed from the mid chest down the. yesterday was his 21st birthday and he was planning on a missionary trip. paul mueller, news channel 8. >> terrible details. thank you. this morning, two murder suspects are in the polk county jail after their capture in miami. investigators accuse them of a brutal triple murder. andrew joseph and his half brother jonathan are expected in court today. they are accused of killing two women and a man at a house. a fourth person was also shot in the face but survived.
4:08 am
are more arrests coming. >> make no mistake, every life is precious to us, and we will chase you to the ends of the earth. fortunately this time we only had to go to miami to make the arrest. but we will do whatever is necessary to bring the others into custody. >> take a good look at the bottom right corner of the screen. this is a picture of another suspect in this case, still on the run. investigators believe that person is also in the miami area. it's 4:08 on this friday morning. we have some weather coming our way. >> we do. we want everyone to pay attention because we will see changes throughout the day the today. let me show you what's going on. most of the storms are in the western panhandle but we have light rain coming onshore south of i-4 at this point. there's no lightning in the rain right now in sarasota and highlands county but watch through the day. so over the next couple hour,
4:09 am
less than .50 at most places. this is until about 8:30. after that, the storm system in the western panhandle begins to come-on shore. and that's where you could rack up the higher rainfall totals and in some places, more than 2 inches of rain. and more importantly, some of the storms could be strong to severe. and let me walk you through the next couple hours. about a 50% chance of light rain between now and 9:00 this morning. between 10:00 and 2:00, that's when the rain chance goes up to 70%. and that's when i believe some of the strongest storms will be here. after 2:00 p.m., the rain chances drop off significantly. so again, between 9:00 and 2:00, strong winds with the storms and possibly water spouts that may come-on shore as well. but during the afternoon, it's drier, it's going to stay windy and then we have another storm system coming through on sunday. let's check in on weather and traffic on traffic on the 8s because there's a little wet in spots. >> i live in west tampa and it was a little wet but not too bad.
4:10 am
traffic overall is good. we're not seeing any major issues. let's look at pinellas county. roughly a 13 minute commute. the only reason it's not green is because you have red lights to go through. so traveling on east bay eastbound to u.s. 19, it's about a six minute commute there. and that's a look at some of the travel times. let's look at 275 at the howard franklin bridge. only six minutes to cross it. you are looking at about seven on the courtney campbell causeway. that's a look at weather and traffic. back to gene. >> thank you. a growing curiosity about the three winners of the world's largest jackpot. right now, their identities remain a mystery. one winning ticket was sold here in florida. >> i am getting phone calls from friends, text messages,
4:11 am
>> reporter: they want to know if you won. >> exactly. and if they can share it with me. >> could be an employee. >> who knows. >> anybody call in sick today? >> no, as far as i know, everybody is here. >> sleepy melbourne beach made the map. >> well, many are double checking their powerball numbers just in case. >> i heard though that people think they know who it is and is camping outside the person's house to the point that the person can't get out. >> you got to let them go claim it. >> and the family is like, it really isn't us. things getting feisty at the republican presidential debate. >> on the issue of citizenship, i'm not going to use your mother's birth against you. >> because it wouldn't work. >> coming up, we will show you how the two top candidates in the polls took on the birther issue. and then a crisis at sea. still ahead, new numbers on the cuban migrant crisis.
4:12 am
4:13 am
in your vote, reaction is pouring in on the latest debate between the republican presidential candidates. the gloves came off as donald
4:14 am
trump and senator ted cruz argued whether cruz is eligible to be president. >> back in september, my friend donald said he had his lawyers look at this from every which way and there was no issue there. there was nothing to this birther issue. now since september, the constitution hasn't changed. but the poll numbers have. >> if for some reason he beats the rest of the field, he beats the rest of the field -- -- [ booing ] >> see, they don't like that he beats the rest of the field because they want me. >> well the seven candidates also attacked the democrats. many took aim at hillary rodham clinton, her record and what would happen if she were elected. this sunday, three democratic candidates will face off in a debate hosted by nbc news. clinton, bernie sander, and former maryland governor martin o'malley will all participate.
4:15 am
you can watch it right here at 9:00 p.m. and followed by news channel 8 at 11:00. new this morning, new numbers from the u.s. coast guard show a growing cuban migrant crisis. the coast guard reports 396 migrants rescued at sea so far in the month of january. the number of cubans attempting the dangerous voyage increased in the past year. cruise passengers from tampa witnessed the crisis firsthand as the carnival paradise rescued eight migrants at sea. >> someone had buy knock ewe alreadies and saw that it was all styrofoam ice chests. >> the condition they were in coming on do the boat gives you a new appreciation for freedoms in america. >> coast guard officials say that new u.s. and cuban relations haven't improved life for cubans. florida is among the top three states for human trafficking. and now the bay area is playing a major role in fighting what
4:16 am
is becoming a big problem. this week, pinellas county commissioners passed an ordinance to strengthen laws already passed by the florida legislature. i spoke to one local victim who believes this is a bigger issue than most people understand and explains traffickers know how to target their victims. >> so i was at a convenience store. he preyed upon me. he noticed that i was vulnerable, and he came in. and it's a process. they don't just kidnap you and take you. that's not the way it goes. they groom you. and it's stages. >> kim will be a keynote speaker at a big event happening tomorrow in downtown tampa. jamming for freedom kicks off at noon at fort brooks park behind amalie arena. there will be live music, face painting but most of all, educations for parents as trafficking is making the way to our children. and leslee and i will both be there for the all-day event. a lot of fun but this is really
4:17 am
a serious issue. >> it is. and as you spoke to your victim, she was groomed and pulled in but one out of every four people that are actually pulled into trafficking are snatched from the streets. >> i know. >> it's actually happening right here in the bay area. so come out and join us. >> thanks, leslee. this is day four of the legislative session in tallahassee. it's expected to be a short work day as lawmakers prepare for the holiday weekend. before leaving town, lawmakers will discuss a bill for vets. it would allow some military training to count towards college credits and it sets up a task force to study online voting for deployed soldiers. and another measure would create a gold star license plates for families who don't come home. let's get a check on weather and traffic on the 8s. >> good morning. we have a lot to talk about. first of all, there's light to

4:19 am
isolated tornado, more specifically a water spout that comes onshore. another storm system is already poised to come through sunday morning. how about traffic on the 8s? well, we're flowing at good speeds out there. we do have one little problem spot with overnight construction. should wrap up in about 45 minutes. right now, traveling on waters avenue at benjamin road, it's completely blocked there. so you won't be able to go underneath the veterans expressway. so you will be routed around it. so you will want to allow for an extra 15 minutes to get around the detour but it should wrap up by 5:00 a.m. let's take a live look on 275 at fowler avenue. looks fantastic. and a great drive in polk county. for those in the lakeland area, my cameras are showing that you have a great drive too. that's weather and traffic on the 8s. back to gene and gayle. well it said age is just a number. i live by that. >> coming up, how one minnesota
