welcome -- on this tuesday morning. welcome to you. i'm gene ramirez. >> and i'm gayle guyardo. live pictures of interstate 275 in tampa. the northbound lanes of 275 are back open after a closure this morning from lois to armenia avenue. here's a look at it now. and new this morning, drivers have one new lane to use. this is a spot that's been giving drivers headaches for weeks. we have team coverage beginning with leslee lacey. so leslee, you're familiar with the area. >> oh, yes. and there's been a lot of congestion going on here. and what was going on is they actually changed one lane to as a through plane -- through lane so that they could continue with the construction. and on top of that, they have now opened up the fourth lane between west shore and himes. so come rush hour, it should make it easier to commute through the area and elevate some of the congestion. last check the exit to the dale mabry highway it was only thing

so keep that in mind. but overall, a decent drive. and actually ryan hughes is out there on the road right now live. so let's go to him. ryan, tell me what you're looking at at this point. >> reporter: well, some traffic here and there this morning. take a live look in front of me. this was supposed to be closed until 5:30, until right now this morning. but it reopened sometime before 4:00. and we have video of the detour last night from eagle 8 hd when traffic was backed up. the good news, according to a press release we just got from the florida department of transportation, the lane that was closed have since reopened. so people coming into the tampa area from st. pete, the howard franklin bridge will now have extra lanes to deal with. so as you may remember over the last few week, we told you how

and tacked on, to 30, -- on 20, 30, even 45 minutes on to commutes and now according to fdot, if you take another live look, things will be running more smoothly out here in the coming days so a good thing. leslee, we will be here for the morning monitoring the situation and we will certainly have the latest, especially around the 6:30 hour when things start to get hairy. back to you for now. >> and hopefully it will be nicer this morning. now that we have the extra lane due to the widening project going on. but dale mabry highway, the exit ramp still blocked. i saw it there as ryan passed through. so that should reopen soon. and please hold on to the steering wheel, with both hands today, especially over the overpasses, elevated areas, skyway bridge. the wind speeds anywhere from 10 to 20 miles per hour. and now that's a sustained wind, an average over time but

are about 30 cameras behind the doors in downtown st. pete. the cameras recording 24/7. so it's going to take a while for police to go through all of that video. in the meantime, we talked to the executive director about the heist. >> i would more or less say i'm heart broken. i was completely shocked. >> reporter: so here you see detectives collecting evidence, looking through everything in the spot where the piece of art used to be. police believe someone snatched it on sunday between noon and 5:00. and let's go to a picture of the piece, you see right there. it's worth $25,000. not very big though, just about eight inches. once the police get through the video, they are hoping that they'll be able to form a sketch about what this thief looks like. and of course, as soon as we get that, we will share it with you. gayle -- >> okay, let's hope they find whoever did this because we are blessed to have the collection right here. thank you so much.

accused of attacking a 6-year- old girl in a mall bathroom in clearwater bonded out of jail. the 18-year-old rickey thompson is facing a battery charge now. he told police the whole thing was, quote, an accident. he explained he was there to pick up his young son from his estranged wife, and quote, accidentally went into the women's bathroom. he is now charged with battery. and happening today, crime stoppers of tampa bay will announce a new reward program to fight gun violence in hillsborough county. the program includes tampa, plant city and temple terrace. in 2015, the hillsborough sheriff's office investigated firearms. you will be hearing engines revving up in st. petersburg. construction of the 1.8-mile course of the grand prix event is now underway. it happens through downtown st. pete and they'll start putting it together later today. the mayor and the 2015 race

the first block along bay shore drive. the grand prix starts march 11th. something you may want to keep in mind before getting in the water, shark attacks are on the rise. according to data just released by the florida museum of natural history, 2015 set a new record for shark attacks. 98 attacks were reported worldwide. of those, 30 were reported right here in florida. that's almost a third of the total. according to scientist, that previous record was 88 attacks back in the year 2000. the gas station owner has a lot to clean up this morning. take a look, high winds are being blamed for this canopy collapse. this morning inspectors will be back at the gas station in california to try to determine what caused the fall.

29 of the 60 day legislative session. news channel 8's matt galka has a look at what's on tap for today. >> you won't hear many kids complaining about a bill mandating recess for elementary schoolers. a senate panel will hear a version of a bill that puts an end to permanent alimony. the same bill cleared the house last week. and a big bowl will be cooked and all are welcomed to sample some for miami-dade county days at the capitol. i guess i know what i will be doing for lunch. reporting in tallahassee, i'm matt galka. >> thanks, matt. a 10-month-old bay by back in her parents' arms after a terrifying ordeal. she was in the car when a car jacker stole it from a lawn i did mat in fort lauderdale. -- laundry mat in fort lauderdale. the child and the stolen car were found not long after the alert. police are searching for the car jacker. it's 5:38 on this tuesday

>> windy start to the day and going to be windy all day. be prepare when had you walkout side this morning thaw may get knocked around a little bit. if you're like me, your trash can may have been toppled over overnight as well. so heads up there. temperature wise, in the low 50s this morning. that's not too bad, about where we should be this time of year but the winds make it feel colder obviously and we never get much warmer. look at the hour-by-hour forecast, it's a struggle to get to 55 just at lunchtime. p.m. that's below average. and of course, it's breezy and it cools down quickly this evening. with the strong wind, please take my advice, don't take the boat out. there's a gale warn, high surf advisory, lake wind advisories and a rip current risk. dangerous conditions on the water because of the strong winds. and look at the forecast out of the northwest. right now at about 10 to 20 miles per hour. and it's going to get stronger by 10:30. 15 to 20 miles per hour right out of the west.

the kids are home, maybe coming home early from the commute, the wind speeds will be up to 20 miles per hour. and they'll stay breezy through the evening. let's check on traffic on the 8s. again, we know there's a high wind warning on the skyway bridge. yeah, use caution between manatee and pinellas county at this point. so kite surfing out of the question today. just be safe. >> yeah, be safe out there. and use caution across the skyway bridge. 275 over here in hillsborough county, the exit to dale mabry highway still blocked but should be reopening soon. the lanes have been reopened. if you're just waking up, we now have a fourth lane. so it should ease congestion come rush hour. and this is on 275 northbound avenue. so looks different here but it's all part of the widening going on. so this morning, you have a commute. and let's move over now and

8 is on your side this morning. we are now getting weekly updates and these are the latest numbers, 16 cases of zika virus reported in florida. that includes three cases in hillsborough county. now to aid in the fight against the spread of zika, president barack obama is asking congress for $1.8 billion. >> yeah, there's a huge nationwide effort but a lot is being done here in the tampa bay area as well to keep the virus from spreading locally. and lindsey mastis is now instudio. what are we doing to protect residents here? >> reporter: well, good morning. today in pinellas county, 8 on your side is going to be meeting with mosquito control and with the county health department and they're going to show us what they're doing to help prevent the zika virus from spreading. in hillsborough county, they are setting more ground traps because the type of mosquito

colder and we never warm up, 55 degrees, clearing sky, gusty at noon, 58, chilly, windy, breezy all day. right now, it's 51 in zephyrhills. 51 in tampa. north port, 57 because the winds are bringing in the colder air farther south. and the winds are causing dangerous conditions on the water. seas at 10 to 14 feet. there's a gale warning and a high surf advisory because this cold front is to the south now and bringing in the moisture off the gulf of mexico. so we have clouds, and maybe a sprinkle. but what everyone is going to be talking about is the cold, windy day. even colder tomorrow morning by about 10 degrees. and the cold air just continues to spread south. it's going to be chilly and windy tomorrow and thursday before we warm up. leslee, how about traffic on the 8s? well, looking at traffic out there. we have a great drive coming away from the lakeland area. you have a great drive on i-4. no delays there. and let's talk about 275 in tampa.
