northeast little league in saint petersburg pays a company to handle the registration fees but it is striking out when it comes to getting its money back. peter bernard is live at one of the ball fields the little league uses and you found out there is an explanation for all of this. >> reporter: there is an explanation. the little leaguers, we are out watching the game. it appears this looks like this could be a huge ripoff or a giant fraud and you can't blame the lk together for thinking so. however, hang with me. here are some pictures we shot earlier. two weeks into the season, and two months of fee collection, and the northeast little league is finding its caught in a pickle. a texas company called jevin is not doling out money sent to pay bills. the league hired jevin to manage fee collection and payments. we are talking almost $35,000 that has somehow gone poof. it is putting the league in a bind right now and has parents in a tizzy.

with the cash and someone need to be hold accountable. >> this is an american sport. this is what it is all about. these kids are learning about life out here and it is wrong. >> we have games to play. we have almost 300 kids playing baseball here in the fall. and we owe thousands of dollars to local printers and t-shirt people and landscape people. we owe a lot of money. and we don't have any. >> reporter: all right, so, that's a problem, but 8 on your side di spoke to the man who owns jevin. his name is dan petek. they put a freeze on accounts after a number of parents in utah requested a refund. he insists there is no fraud and i checked with the saint petersburg police department. they have done digging as well and they say there is no criminal intent, no criminal investigation. they say it is all probably a civil matter. as for when they will get their money, the head guy, the guy that runs the place says he

bernard, newschannel8. someone stole from a charity that helps less fortunate high school girls pay for their homecoming and prom. organizers with belle of the ball say burglars crawled into the clearwater shop after breaking the glass last week. they stole nearly $500 worth of jewelry and that jewelry is meant to compliment the prom dresses. >> the ceo and founder was blown away. also, jessica on the directors. they were, they feel violated so to speak that they would do this. and, they spend a great deal of time and energy trying to give the girls a special shopping experience. and, to have something like this happen, you know, it hurts. >> the group will use reserve funds to replace the jewelry. meanwhile, clearwater police are investigating. governor rick scott visited

where a sink hole swallowed gallons of contaminated water. he was peppered with questions about the state's delay ins warning neighbors. >> reporter: a helicopter provided governor scott with a bird's eye view of the sink hole. 8 on your side revealed neither mosaic nor dep told neighbors about this for 19 days. according to the governor, dep followed on outlated law that did not contamination information with the public. but that law didn't say dep shouldn't notify the public did it? >> the bottom line is we will have notification. we will do it within 24 hours. >> reporter: following our reports, governor scott issued an emergency rule requiring polluters to notify the public and agencies of any incident within 24 hours. >> when did you find out about the water loss? >> jerry can get you the time line of when we did it.

team. >> reporter: tim is fired up. he says he can't believe the football team was banned from prays over the loud speaker before games. >> i take offense to that. as a citizen of the united states, as well as the head of school of cambridge christian school, and as a dad. >> reporter: it started when cambridge christian school made it to the championship game in december. they planned to start with their traditional prayer. but they faced a penalty before they ever took the field. the florida high school athletic association told the government property. >> it is teaching the students that the first amendment doesn't apply when you go to a championship football game. that's wrong. it just is flatly wrong. >> reporter: though this lawsuit was filed in federal court today in tampa when we reached out to the florida high school athletic association. they tell us they haven't received any paperwork and cannot comment on the case. i'm melanie michael in tampa, newschannel8. recently, an uber driver contacted 8 on your side after

rider at tampa international airport. the driver believes it is unfair he was ticketed for doing his job. jeff patterson reports one state senator believes ride sharing services like uber should fall funder state law, not local rules. >> reporter: joel has only been driving uber two weeks. he does most of his work in pinellas county. last week, he got a call for a ride at tampa international airport. >> she is calling me saying hey, what color i'm telling her just as the gentleman officer is tapping at my window. >> reporter: it was an officer with the public transportation commission and handed him tickets totaling $700. >> do you think you were set up? >> i do. i really do. i have no way of proving it. >> reporter: hillsborough county is the only county in the bay area enforcing rules like this and senator jeff brandis thinking it is unfair.

northern part of pinellas county. right now in that same westerly flow, a lot of activity is shifting from the east. you can see all the rain has pushed east of this area. pinellas, hillsborough, nothing at the moment. and, most of this activity, southern part of polk county. interior manatee county. possibly sarasota countiment one right over north port. looks like just developing now. you can see the area east, pretty good downpour. maybe a couple of inches of rain may have temperatures are much cooler in the areas that saw the rain. sebring down to 72 degrees. the other spots that did not see rain today are pretty much warm in the low 80s . that is also an indication we are close to october now with temperatures this time of day in the low 80s . we will talk more about any changes and drier air and look at the tropics coming up. still ahead ... >> a new florida law taking effect this week will crack

evening hours. a 41 miles an hour wind gust from the hurricane aircraft. but not what they are looking for to upgrade invest to a tropical depression. about a 90% chance of becoming a tropical cyclone. there's the islands t caribbean. portpuerto rico. it is not a pure system to initialize off of at this point, but, you can see some computer models includeing the american model s will stay east of florida. but it is something we will watch because anything could happen long term. many of the models strengthen it into a tropical storm. potentially a hurricane. so, we will continue to report on that. front to the north, big reason why we have this westerly flow. like we learned this morning in palm harbor, you can't rule out the possibility of seeing an early shower develop. that includes before 8:00 a.m. in the overnight hours with that westerly breeze. in the afternoon, like we are seeing today.

like today, it will be mostly quiet for tomorrow. partly cloudy skies to start the daytime we will leave the westerly flow in the forecast thursday. 40% rain chance thursday. because of that front you saw in the north, may help to enhance the rain chances a little bit. but what is behind the front is kind of interesting. some slightly drier air. maybe a little hint of fall meaning that some northern spots for friday morning, early part of saturday may not only see lower rain chances but cooler temperatures to start the day. that is not a long period of time. next week, we are back up to 90 degrees. it is just a hint that things are changing. >> but this is exactly the time of year we get the little hints and glimmers of hope. >> the big front that makes you go wow, that is several weeks away. >> all right. we'll be ready for it.
