the latest. >> reporter: the latest is right on -- lehigh spann has the latest. >> reporter: the latest is right here. it's right on the border of haiti. jamaica already seeing heavy flooding, and matthew is the strongest storm to hit the islands in decades. this is where it is right now. look at the satellite imagery compared to tampa right here, and it's about to fall this is just for a brief period along haiti before it heads north this just came in 2- 3 minutes ago. 145-mile an hour winds. it's interesting it will not interact with a lot of land, and it remains a category 4 hurricane through the middle of the week, and then it is expected to take a westerly track, close to the florida coast, and this is early friday
notice the cone of uncertainty. any deviation west or east will imact us locally. all computer models in agreement, making the shift unfortunately closer to florida's east coast before heading to new england. you think why the shift? this big area of high pressure in the atlantic has been steering this to the north and west. we knew it would happen. what we thought would half, the trough or the dip in the sea, new area is stronger, and it pushed matthew closer to our coastline, and it won't impact us today. our rain chances are going up, just as they did yesterday to 40%, and the storms push towards the coast. coming up at 5:08, i want to talk about the forecast for today, and the hour-by-hour forecast, and more about matthew as well. gayle and gene? >> thank you, leigh. palm beach county is already on
there's conference calls all cashed the clock, and governor rick scott declared a state of emergency for every florida county on monday, and the attorney general activated the state's price gouging hot line. she is urging anyone who suspects price gouging to contact her office. 1-866-9-no-scam. and we will have th website as bell. state law prohibits gouging on food, gas, and hotels as well. we have a good drive out there nice, nice drive across the bay area interstates, and bay area bridges looking good. we have a little problem out here in the sun city area. let's take a look at this. just seeing slight color changes, and color changes always equally slowdowns, but

weekend during the party at the phi kappa phi house. campus police moved swiftly to make an arrest? >> reporter: usf police say the incident happened at the frat house behind me. dillon lagama was arrested shortly after the student reported the rape. students were sad to hear it happened at their school. >> that just shocks me. even this early in the semester, d and everything. i just can't believe that. >> reporter: this is a mug shot of 18-year-old dillon lagama, and he has since posted a $7,500 bond and left the hillsborough county jail. he raped the 16-year-old during a party sunday morning, and she was unconscious at the time. the rape was reported within hours of it happening. we tried to get comment from members of the fraternity, but

tap, and unfortunately between now and the weekend we have to watch this very closely. this is a look at how far out the tropical storm force winds will extend. that was the yellow shaded area and the red area is hurricane force that will unfortunately hit haiti, cuba, and the bahamas. headed into late thursday night, notice the yellow area, florida's southeast coast, and even beginning to effect places like polk and highlands county, and possibly 30 to 35-mile an hour winds into the inland areas, continuing into friday morning, and notice the west coast of florida not in this wind speed. 20 to 30 miles there, and things will improve. you can see that with the rain chances. 40% today, 30% wednesday, thursday, and friday, and that's higher for inland areas, and 20% chance on saturday. check with traffic on the 8s, and we will see how things are moving out there. >> i like it when it's dry that usually means a lot less issues
