32 degrees in some flailses like beverly and lawrence. the mild spot nantucket, 50 degrees right now. as we head through the day, those temperatures will rise, thanks to that sunshine getting in the 40s by the morning. by the lunch hour, but notice, with sunshine, we've got high thin clouds that will advance through the region, that will be the trend as we head towards the evening. right around 6 o'clock, head out for trick or treating, temperatures starting to fall. in fact, closer look at that trick or treat forecast. coming up. back to you. >> a developing situation this morning into a scene right here. a truck on camera hitting a bicyclist sending that man flying into the road. >> it happened in cambridge. and the bicyclist at mass. general and a truck hit that bicyclist and the whole thing caught on camera. >> that man is now recovering this morning. and stephanie coueignoux is live where it all happened.

and stephanie, there was some altercation beforehand. >> reporter: there was a lot of yelling. there was honking. that man was actually biking down the avenue right here behind me, when he says that driver started yelling and honking at him. take a look. you can see how narrow this road is right here. police say instead of going around the biker. the truck drove into him. take a very close look at this surveillance video, this whole shows the truck hitting the bicyclist and you can actually see him getting thrown off his bike right there. this happened at 7:30 tuesday morning. the biker told us he was on his way to work when he heard someone honking behind him. he says because there's a lot of construction on webster avenue. he couldn't move over. he told us the driver honked again and yelled at him to get off the road. seconds later, he was hit. >> the last thing i remember is realizing it was so close to the

parked cars before i ran out of room. i ended up getting hit. >> and that crash crashattered his wrists. he has pins and place in his arm. he doesn't understand why anyone would go to such extremes. police are calling this a road rage incident. they're asking them anyone who knows anything to give them a call. coming up in 30 minutes, the action one witness took to try and crack that driver down. in cambridge, i'm stephanie coueignoux, fox 25 news. >> breaking right now this morning, egypt's prime minister says a russian airliner crashed just before midnight eastern time. that plane carrying 217 passengers and 7 crew members, going from egypt to st. petersburg in russia. this morning, they located the

they say the plane is completely destroyed and it's likely there were no survivors. we'll continue to up date you on this story throughout the morning as it becomes available. >> also this morning, fox 25 is working to get you more information about a water main break in south boston. take a look at the damage. a viewer sent these pictures. around 11 o'clock last night, crews were called in to fix it. we'll let you know when the problem is solved. >> a drug bust led to a building being condemned. it happened in lowell thursday. take a look at the picture from the police department's facebook page. the heroin from one apartment. reported 68-year-old jose ortiz or arrested on drug charges. they deemed the building to be unsafe and uninhabitable, leaving the rest of the people

who lived there looking for a new place to live. police are investigating a possible connection to a pair of bank robbers. police think this person may have also robbed the bank in dorchester last week. and also east boston bank earlier this month. call police if you know anything about either robber. >> the whitehouse is facing some backlash over new plan to send u.s. troops to syria. critics plan the president going through repeated statements he's made in the place promising not to deploy troops to the region. the whitehouse says the special ops forces will not be used in combat. the northern syria take part in isis. this all part of a new push to retake the iraqi city. >> is to build up the capacity of local to isil on the ground in their own country. >> the whitehouse has not said

but president says the aid of the battle with isis will stretch well into the next administration. >> the senate is now voted to exempt the u.s. government from the do not call list. it only apply to people who owe the government money. all part of a budget bill that they hope will recover millions in lost tax dollars. not everyone is on board with massachusetts senator. says the whole thing sets a bad precedent. >> it opens the door to potentially unwanted robo calls and cell phones of anyone with student loan or a mortgage. >> the president expected to sign the bill into law in a couple of days. >> good news regarding the utility bill this morning, the public of utilities, the customers will likely still is see rate hikes but about 30 percent lower than what n star was asking. these new rates take affect today.

and changes come to the wind resorts in everett. the company found plans for a nightclub and instead of putting an upscale lounge. continues to fight plans for the proposed casino. somerville has filed another lawsuit asking the judge to triple the environmental approval the casino received from the state. >> in new hampshire, hundreds of people waiting for blood test results from the state. those people exposed to water. the well was closed last year from high contaminant rates. now support from the herald this morning, the state is asking a second. the cdc has already processed several hundred tests but can't handle the remaining ones. at least two people are dead yesterday. one swept in the flood waters found near san antonio. around that state. here you can see the images

two school buses ended up stuck in the flash flooding. both happened in different locations, about an hour apart. all the children and the adults were rescued and okay this morning. all of that rain, though, leading to a water turn one river on this video, a floating pumpkin patch. >> and also in the news this morning, a night club fire in rom mania happened during a heavy band tonight. cnn reporting witnesses say buyer row tech nicks started the fire. and they only had one way in and one way out. compared to the rhode island fire that killed 100 people in that fire. also a buyer row tech nick that killed that fire. people were also killed trying to get help.

are dead after a fire hit a public market. 4 of the dead are children. it happened at the electric cable, into a stall selling umbrellas. all of the victims were vendors who were sleeping in the stalls. >> this morning, fox 25 is working to get you more information about an investigation in manchester new hampshire. police there are looking into the death of a girl. the story breaking yesterday at fox 25. police found the baby in an apartment on kimball street. foul play is not suspected. we'll update you. a social worker now under scrutiny. governor baker is looking into that dcf employees work record. after report early in the week the social worker copied years old reports while evaluating rachelle bond in 2012 and 2013. at the time bond was accused of

and a big warm jeb bush was a very strong governor, probably the strongest governor in the history of the state of florida. he was a young guy and i think there were some folks in the legislature that thought they might be able to run over him. that didn't happen. one tax cut wasn't enough- he had to do more. it wasn't enough to have 15,000 kids with school choice in florida, he wanted to have 100,000 kids. if he didn't like a project, it was going to be vetoed. it didn't matter if you were a republican. it didn't matter if you were his best friend. he said: 'this is where we're going, this is how we're going to reform state government...' every politician comes in talking about making change, and generally there's not much change. but governor bush made a lot of changes. he got the nickname veto corleone. if he saw something in the budget that he thought violated his conservative principles,

you could guarantee it was gonna get whacked. he vetoed a bunch of my stuff and i was the senate president. the message to washington, d.c., is 'get ready...' because there will be change. nright to rise usa is responsible for the content of this message. >> time now 6:14678 this is a story fox 25 is up dating all week. 48,000 dollar bill from a towing company in walpole. a company cut that bill after pulling a jeep from a mud pit.

public utilities which regulates the towing industry is reviewing that bill. fox 25 kerry kavanaugh spoke with everyone involved including the towing association which says some of the rates in the paperwork seem excessive. >> and i got stuck. >> reporter: joe railer says this is a photo of his truck stuck in mud. as we first reported monday, walpole police arrest standard couple for trespassing on land belonging to a public utility. the jeep had be towed. >> when i went to pick up the vehicle from assured collision, he informed me there was damage done to the vehicle, but didn't get into details. and also informed me that the bill was $48,000. >> reporter: assured collision of walpole used 7 pieces of equipment, a 77 man crew, and 7 hours hauling the jeep out. they submit standard bill to assurance for 48,000 dollars. >> what did you think when you got that price tag.

>> i thought they made a mistake. >> reporter: which represents 200 tow companies, including a bill. they sent us a statement, saying some of the charges appear to be, quote, in excess of the industry standard. 1200 per hour for an on site supervisor. the association says the industry average is between 175 and 325 an hour. there was a line item for dangerous condition liability. the association says they've never heard of that type of insurance. the association says line by line equipment, in some cases should've been included with the truck. but it appears it was billed separately. short collision told fox 25 the owner, don't accurately reflect the dangerous conditions. they say the jeep was in a swamp, proximity of power lines only increased the risk to their workers. they say they have placed a lien on the jeep.

>> the report from kerry kavanaugh this morning. told the steam was a hazmat situation and in addition, his workers were exposed to poison ivy. fox 25 will keep tabs on the story and have up dates for you as the investigation continues. >> your local forecast from meteorologist sarah wroblewski and storm tracker weather team. >> happy halloween everybody. it is a chilly start out there. temperatures right now in the 30s and 40s some locations. usually the lower 40s, but it's a cold one. average time for this time of year in the upper 50s. we're going to get to near normal. we've been having quite a treat with temperatures above average. yesterday, it was 61 in boston. also point out the sunrise, 7:15, about an hour away. sunset, 5:39. and we turn the clocks back, so we're going to have subject set in the 4 o'clock hour come tomorrow.

that wind is very light out of the northwest. it will be turning out of the south throughout the day today. staying fairly light. better than the gusty conditionals we've experienced the past couple of days. temperatures in the 30s this morning. with bright sunshine as high pressure builds on in. we'll boost temperatures into the 50s by the afternoon. where we should be for this time of year. you notice by the afternoon. we start to have clouds increasing across the region. but nonetheless, it will be a cooler day out there than we've experienced. so look for highs in the low to middle 50s for the most part, even down across the cape and the island. if you're headed out tonight, definitely bundle up, layer up, sunset is at 5:39, temperatures in the lower 50s. and then temperatures drop back into the 40s by 7, lower 40s by k. so chilly quite quickly. we'll also notice the clouds thickening up. but the good news, it's staying dry for those trick or treaters tonight. as high pressure is in control,

wet weather to the west, all of this moisture associated with the system passing to our north through southern canada. but i have to point out, it will drag clouds into the region for the second half of the weekend and also bring the risk of a few showers. but right now, looking just final. high pressure keeping us on the bright side for the majority of the day. those high thin clouds move in during the afternoon and evening hours. as we head through the overnight up. so you're going to notice mostly cloudy conditions allow for temperatures to be a little milder when you wake up from clouds. by the morning hours, a few spot showers out there, as winds out of the south, actually bring temperatures to near 60 by the afternoon. but the majority of the region, going to stay dry. it's not going to be a wash out. you'll have to watch for those hit or miss showers. especially the further north and west you go. tonight more clouds, temperatures could fall back into upper 30s for the north and west, with partly clear conditions early this evening. but the majority of the region

into the 40s. tomorrow, low 60s, a lot more clouds, i wouldn't be surprised late in the afternoon before that sunsets we could see a few breaks in the cloud cover. taking a look at that 7 day forecast for you, with your weekend always in view, you can see the temperatures will increase tomorrow but bringing in more clouds. there's a storm system passing to our south on monday, looking as though it's going to stay to our south. that was just a mix of sun and clouds. take a look at the temperature trend, as we head into the part of the week, the pattern is changing, we're going to be talking about above average temperatures, not be surprised to see temperatures back near 70s, as we held into the later the week. there's the latest look at your over to you. sarah. new this evening. police in springfield are looking for a man who is accused of stealing 200 dollars worth of candy. on two different occasions at a shell gas station on bay street. police say the man was spotted leaving the scene in a dark colored suv.

in cambridge, i'm stephanie coueignoux, "fox 25 news." >> breaking this morning, a plane carrying 200 passengers crashed. the passenger a plane just left egypt bound for russia at the time. they can hear voices coming from the wreckage. this information coming from righters which contradicts our earlier reports we were talking about that there were likely no survivors. we'll continue to update you as we get those this morning. >> an attleboro man on the run, after police finding an elaborate marijuana growing system in his building. he's also accused of tapping into the electrical system to help with the situation. it caused a dangerous situation in that building, causing electrical system to short out and fire hazards.

and red sox pitcher brian johnson unharmed according the team after he was carjacked at gun point early friday morning in cocoa beach florida, just outside of orlando. the herald reporting 24-year-old johnson was a passenger in the car when a man approached at this convenience store parking lot and showed a gun. sheriff's deputies say the 31-year-old car jacker pulled the gun and fired one shot at the ground. jonathan gould was arrested following a short foot pursuit and charged with car jacking and aggravated assault. the sheriff's department using night vision of helicopters recording this video of the chase. >> the time 6:36 and a change coming to route 20 in oxford after a deadly crash killed a mother and her 9 month old son. she died and her baby died after a car she was driving crossed the lane. during a meeting, they came up with several changes effective

veterans to enroll in their university. jacquelin has more about how the pair are fighting back. >> reporter: former college recruiter chris, who is also a veteran says providence colleges are aggressively targeting veterans to collect federal education dollars. >> most of these programs are garbage. too often they're fail to go provide veterans with jobs than with a bright career. >> congressman seth molten, relied on the gi bill to pay for college after serving in the u.s. military. not ten agrees some providence colleges are taking advantage of veterans and leaving them with mountains of debts. and sometimes no degree. next week, he'll introduce legislation that would stop those schools from going after veteran education funds. >> some veterans going to schools where they have terrible graduation rates. not getting the education this, they deserve. >> four college cannot receive 90 personality of their revenue from the federal government.

>> officials tell fox 25 as long as the sign is completely on coal's property, he can put it back up. meanwhile coal's neighbors are showing him support. at least 2 dozen ordered signs of their own. >> good saturday morning everybody. i'm fox 25 meteorologist sarah wroblewski. sure enough, taking a look at conditionals this morning, stepping outside, you need a jacket. it is cold out there. yesterday we hit 61 in boston. today it's going to be cooler as temperatures will be in the 80s. but it's not going to stay there for longly we're going to go right back up, getting back into the mild conditions as we head into next week. i want to point out, as we climb into the 60s, average high usually in the upper 50s. and this isn't even the warmest part of the week. we're going to see even higher temperatures later in the he can would. so we'll enjoy that. but until then, the reason for the cool conditions, when you have high pressure building over the region, lighter winds, clear skies, that allows your temperatures in the overnight

this is some surveillance video actually showing the truck hitting the bicyclist. and you can see that bicyclist getting thrown off his bike right there. the biker, dr. garerenstone told us he was on his way to work when he heard someone honking behind him. stone says because there's a lot of construction along webster avenue, he couldn't move over. he told us the driver honked again, yelled at him to get off the road and seconds later, he was hit. >> the last thing i remember was realizing that i could only go so close to the parked cars before i ran out of space. since i knew i was going to be getting hit. >> reporter: take a look. that crash shattered his wrist. you can see it right there. he now has pins in placed in his wrist. the doctor tells us, he's not sure exactly why the drivers went to such extremes. police are calling this a road rage incident. this happened on september 29th. the driver, though, still has not been found. we've posted that surveillance

one was inside and no reports of any serious injuries. 96-year-old woman was killed in a fire back in may at the very same house. also this morning, fox 25 work to go get more information about a water main break in south boston. here you can see the damage and pictures of the viewers sent us. the break happened at elm street and broadway. the crews called to the scene to fix it. we will let you know when the problem is resolved. >> what started as a drug bust, led to a building being condemned. it happened in lowell on garnet street on thursday. here's a picture on the police department's facebook page showing the heroin and cash thieves from one apartment. the lowell sun reports 68-year-old jose ortiz arrested on drug charges. meantime, police called in building inspectors because of deplorable conditions there. they deemed that building to be unsafe and uninhabitable, leaving the rest of the people who live there now looking for a new place to live. boston police investigating

a possible connection to a pair of bank robbers. take a look at this photos, the suspect caught on camera in one incident. they believe they may have robbed both the bank in dorchester last week and east boston bank earlier in the month. call police if you know anything about either robbery. >> this morning, the whitehouse is facing backlash over new plan to send troops to syria. critics of plan say the president is going against repeated statements he's made in the past promising not to deploy troop to the region. the whitehouse says special ops will not be used in combat. they'll be sent to northern syria to rescue hostages and targeted raise against isis. this is all in the push to retake the iraqi city of riyadhdy. >> it's to build up the capacity of local forces to take the fight to isil on the ground in their own country. >> has not said how long the troops will stay overseas.

and one way out were and it is drawing comparisons to the station nightclub fire in rhode island that happened back in 2003 and killed 100 people. and in that fire, it was also pyrotechnics and heavy metal concert that caused that fire. people also killed trying to get out. >> as fox 25 is trying to get more information about a developing information in manchester new hampshire. police there looking into the death of a baby girl. the story breaking yesterday at fox 25 news at 5. police found the baby yesterday morning in an apartment on kimball street. foul play is not suspected. but police will continue investigating until her cause of death is determined. a social worker involved in the bella bond case is now under skroots knee. governor charlie baker announced yesterday, dcf is looking into that employee's work. this after a report announced earlier in the week, found the social worker capital copied year old reports. at the time. bond was accused of neglecting
