first on thirteen... a city - wide tax break... designed to help grow des moines... is coming to an end. the city council has approved a measure to scale back its tax abatement program. instead of being five full years, its six partial years and we think thats good for the citizens of des moines, those homeowners will start kind of contributing to the common good under the new plan... homeowners won't pay property taxes on construction for the first three years. the abatement then drops to 75 percent in the fourth year... and to 50 percent in year five. it's just 25 percent during the final year. instead of city - wide... the tax breaks will be limited to the area you see here. anyone building a home outside the green will pay the full property tax amount. the new program will run through 20-20. you can expect those outside dinner options in the metro to stick around... the des moines city council has

vending pilot program." it's been underway for the past six months... and will now stick around for at least three more. council members say they hope to vote on whether to make the program permanent in january. the vote came as good news to many des moines residents... and, of course, the vendors are breathing a sigh of relief. but not everyone sees it through rose colored glasses... channel 13's josh nguyen is live with some of the problems the program has run into... and how the city plans to fix them. parking has been an issues is some areas around garden. are working with tour guides to have drop off location on 13th instead of grand/locust. a common complaint comes from school who bring students is the aroma is distracting to students. food truck association is looking to add another zone. they want to feed homeless. association currently has 25 members, will add 3 more in next year. started with 7 members. 17 trucks received permits. 2 trucks

shellsburg. the truck was found crashed... and officers located a woman's body nearby. then later miller was found walking along a road with a head injury. police are yet to say how the woman died. the division of criminal investigation is assisting with the case. the governor wants to make sure that everyone behind bars... is supposed to be there. governor branstad has announced the creation of the "wrongful conviction division." the agency will review criminal cases... that used hair comparison from 19-80 to 2000. that's because the f-b-i recently admitted to serious errors in testimony on the tests. it was overstated many times how accurate they are. d-n-a testing is now used instead. valley high school is going under the microscope to ensure racial equality at the school. the west des moines school board has approved a contract with iowa state university. iowa state

a man who drove his car into a metro garage... 22 year old brandon saint peter is charged with theft and drugged driving. police say they spotted saint peter driving a car sunday night... that matched the description of a car reported stolen. they say he refused to pull over... and eventually lost control... crashing into a light pole and the garage. a police report shows saint peter admitted to being under the influence of ecstasy, cocaine, and marijuana. the search continues for a man who went missing while boating on the mississippi river. mark bower... of rock island, illinois... was reported missing saturday night. police say no one saw him fall in... but he was last seen as the boat passed andalusia island. crews are using sonar technology to look under the water. a clean up operation is underway in the middle east after a massive earthquake hit...

more than three hundred people were killed in regions across pakistan and afghanistan... the seven point five magnitude quake was centered beneath afghanistan's kush mountains. officials say rescue crews are struggling to reach some of the remote mountain villages... it's a situation that's all too familiar to the area... this is an area of the globe that is plagued by these kinds of incidents so this is not the first time that these governments are responsible for responding to these kind of situations. the one thing that is relevant here is that there is a substantial us aid presence in both of these countries to try to assist their needs. concerns are now emerging about the potential for landslides in the mountainous regions. president obama returns to his hometown of chicago today... he's set to speak at the international association of chiefs of police. attorney general loretta lynch will join him. issues between u-s police and minorities are expected to be
