first on 13... justice has been served in a deadly hit and run, after a month - long investigation... and it turns out the suspect has been driving the same road ever since it happened. ames police arrested 23 year old benjamin clague. clague's charged with "leaving the scene of a fatal accident" and "failure to yield." police say he struck emmalee jacobs last month as she was crossing lincoln way. the iowa state student later died at the hospital. officers have been asking witnesses to come forward with information ever since. however the break in the case came from clague's place of employment... "cy ride." whenever there is an incident in ames our buses are all over town and with cameras on them so the police department comes to us to see our video of the incident which is what they did that day. police say video from the bus

jacobs along his route. but they could hear the moment it happened... the video was rainy and there was a lot of blur from the lights, but there is audio of when the bus is striking emmalee and that's really what tipped the case for us. clague posted bond and was released from the story county jail. he'll make his first court appearance on wednesday. a bus passenger was hurt during a high speed chase through the metro... it started when a car led officers to an area near parkview and meredith. that's when police say the car clipped the dart bus and spun into a yard... the passenger was treated for a minor injury. no word yet on what led to the chase or what charges the driver will face. a republican presidential candidate is resuming his campaign with a heavy heart... ben carson has been on a two day hiatus after a volunteer was killed in a crash

building in ankeny. employees monitor 48 video feeds, at once, from a total of 320 cameras statewide... they also dispatch highway helper and steer officers to accidents. some iowans are taking a stand against the bakken oil pipeline today. the pipeline would stretch more than 300 miles through 18 counties... the department of natural resources is deliberating over a permit for the project. the department previously said it could come to a decision as early as next month... before it's too late, opponents are holding a protest at the capitol this afternoon. it's being held at the rotunda at one p-m. iowans are anxiously awaiting this year's ragbrai route announcement. and it seems most think the cross - state bicycle ride will head south... that's according to a new poll. the top guessed cities include ottumwa, creston, and mount pleasant. we won't have to wait long to know for sure... a "route announcement party" is

a massive winter storm will cause headaches for drivers on the east coast... millions of people are bracing for the impact, expected in less than 24 hours.

it comes as severe weather is slamming communities from tennessee to washington, d-c. that's where forecasters are predicting up to 30 inches of snow will fall... stores are struggling to stock shelves as people load up on food, salt, and shovels. our emergency command center makes sure we're always fully stocked with the things that are needed, especially during times like this. forecasters say the mid atlantic appears to be the storm's target. it looks like last year's high temperatures broke records by a surprisingly high margin. 20-15 was officially the hottest year since instrument record - keeping started in 18-80... that's according to nasa. however it wasn't the case in des moines, where 20-15 was just the fourth hottest of all. here we saw an average temperature of about 53 degrees. the record breaking heat was fueled in part by one of the strongest el nino's on record. ankeny elementary schools are growing with its student

it's part of a facilities plan approved by the school board last night. it calls for nearly five million dollars for new classrooms and other improvements at four elementary schools. those include "terrace," "prairie trail," "rock creek," and "ashland ridge." construction could start as soon as this summer. an iowa congressman is sticking up for his pick for president... i think it was out of character for the governor to take such a bold statement and when i listened to the statements that he made i wish hed been listening to someone other than his son when he was getting his information on ted cruzs positions and policy. governor branstad said he believes ted cruz should be defeated at the caucus. his reasoning was cruz's previous support of oil production over renewable fuel. congressman steve king believes the governor got it wrong, saying cruz introduced a plan to eliminate subsidies for petroleum and to open up the e-p-a. white house hopefuls are
