to pay for a new convention center hotel. the city council will hold public hearings during its meeting tonight on two separate bond agreements totaling more than 26 million dollars. the city has to agree to the funding plan by next monday or it could be voided. later this week you're invited to weigh in on the city's next budget. a town hall meeting will be held at the des moines central library on thursday at six p-m. the event will feature a presentation on budget recommendations. there will not be a tax rate increase in des moines for the 2017 budget year. des moines police say they're following leads in the city's first homicide of 2016. police found the body of 71-year-old norma jean mcneeley in her home on pioneer road around 4:30 yesterday morning. police have not released a cause of death or a possible motive in the homicide. in addition to following leads, police say they're processing forensic evidence. we're learning more about what happened when an attendant on a des moines school bus abused a special needs student last year. this is video of the november 4th incident.

the first of those top five match-ups is tonight. the number 14 cyclones welcome kansas to ames in what is traditionally one of the biggest and loudest games at hilton coliseum. if you don't have a ticket you can watch the game on espn starting at eight o-clock. cyclone fans have been waiting for this game for a week. they set up a campsite outside hilton coliseum last monday night to ensure a spot in the crowd for tonight's game. the week long campout outside hilton coliseum hasn't been all camper's tent went up in flames when a propane heater caught a sleeping bag on fire. no one was injured in the fire. early this morning a 19-year old man was arrested for public intoxication outside the arena. the university says it does not plan to ban camping outside the arena despite those incidents. the responsible campers who made it through the week were rewarded this afternoon. hy-vee and the iowa cattle producers handed out warm beef stew to the cold campers over the noon hour. the campers welcomed the brief
