tonight we're hearing how two school employees justified the actions that led to their firings... bus attendant ruby taylor.. and bus driver terri brown were fired after this incident. in the video.. you can see taylor yelling at a student for hitting a classmate and pushes his head into a window. the district fired taylor for abuse... and the bus driver for failing to intervene.. both filed for unemployment... and were asked about the incident during their hearings... channel 13's stephanie moore has the story. in the telephone hearing judge teresa hillary asks ruby taylor behaved the way she did... 3605-do you think thats an appropriate way to restrain a child on a bus. no. why did you do it then? "i was just trying to have him cornered i did not mean to press him, his face
the window.' 3627 taylor argued she was cornering the student to protect him as well as other students...but the judge disagreed... 4229-did you press your body up against his. yes. is that appropriate? no i guess not.' 4242 the judge determined the employees were in violation of des moines public schools rules and policies... a copy of the d-m-p-s guide for bus drivers and bus associates clearly states employees are responsible for maintaining order on the bus and must never under any circumstance use corporal punishment. in taylor's appeal the judge ruled she violated the schools policies in how she spoke to and touched the child and neglected her job duties by excessive use of her cell phone. a level two investigation deterinted brown had physically abused the child. in terri browns appeal the
schools policies in how she told him he was acting like a two-year old and behalf of the child. the judge went on to say brown had access to call for assistance or even pull to the bus over to help calm the student down but did not do so. we also asked des moines public occurred then why was the case not it's only reported there is 'serious injury' and in a statement said... "school districts are required by iowa law to conduct investigations if there are concerns of wrong doing by employees. that was done in this case, and it was determined that a police complaint was not warranted but that the employees should be dismissed for clear violations of our rules of conduct. both taylor and brown were fired from dmps in december and the judge ultimately denied their unemployment benefits.
