was mistaken as gunshots. dispatch was called in response to the sound and police responded to the school. building and the campus was even placed on lockdown. students and faculty were soon let back inside once police were able to determine the cause of the popping sound. black river technical college officials said they are thankful for the immediate response of local authorities and the help of the swat team, who were actually on campus for training at the time of the incident. republican presidential candidate ted cruz is teaming up with south carolina's top lawman to spread the word...of law and order. cruz andndttorney general alan wilson are talking about american rights, the constitution and the law at a forum. let's listen. it starts at 3:45 this afternoon

look at the race for president leading up to the south carolina primary. again, that's tomorrow at 7. governor nikki haley's executive budget is bigger than ever- the governor unveiled her proposal for the next fiscal year this morning- and while the numbers are big- it also includes some big will whitson explains. this is the overview of budget. it's proposed at 7.43 billion dollars- that's up 400 million from last year's budget, which was at the time was considered the largest budget ever proposed for the state. this budget, for the 2016-2017 fiscal year includes that unprecedented 1.3 billion dollar surplus from last year- an amount governor haley says can help the state meet many of its funding requirements. the budget hasive main themes- education, public finance, public safety, flood recovery and economic development. but it also includes a reduction of the state's debt obligation- dropping about 100 million dollars from where it was the year

doubling the state's available cash reserves. "we don't owe as much and we have more in savings as we need should something happen. after this past year, when you think you have to dip into your reserves. the fact that we didn't dip into our reserves, the fact we were able to pay for the flood tragedy and everything else that we dealt with shows that south carolina is on good standing." and this proposed budget would do something that hasn't been done since the great recession: fully funding county and municipal governments. i asked governor haley, why now? you'll hear her response coming up. at the state house- ww, back to you. governor haley continues to draw attention from political commentators and some of the republican presidential candidates at last night's debate in north charleston. today--haley had more to say about the reaction to her comments following president obama's state of the union speech. jack kuenzie is in our newsroom with more on the national visibility. dawndy--governor haley's response to the president

circles prior to the debate. and there she was in the north charleston coliseum last night when her name came up in a question to the candidates. specifically to donald trump--who haley alluded to as one of the angry voices in the party who she suggested needed to tone it down. trump admitted he is angry----and then walked back his criticism of haley, calling her a friend. but the governor is still taking heat from right wing talkers with her call for welcoming "properly vetted" legal immigrants. here's her latest take on all of that. i would have preferred not being part of the debate. i'm not running for president, have no desire to. so i would have preferred that not be part of it. but look if it causes, if my speech causes a conversation about how we treat people in this country and the difference between illegal immigration and legal immigration, that's a healthy conversation to have. so i think it's fine.

any of the candidates wanted to talk to her about a possible vice presidential run---she would be willing to sit down. today, she seemed to be putting the brakes on such speculation---saying it's fun but---her life is full already. she says she is very content as governor---and seeking the number two job is quote---"not something i want, i strive for or i need." jack kuenzie wis news ten. today wal-mart announced that it is closing nearly 200 stores in the u.s. including a midlands location. our billie jean shaw joins us from winnsboro where the employees and residents are upset to learn that walmart location is closing in two weeks. earlier today the retail giant announced that it scrapping nearly 300 stores around the globe, more than half of them here in the u.s. the company says several factors went into consideration when choosing which locations

the winnsboro walmart officially closes at 7 o'clock on january 28th. in winnsboro, billie jean shaw, wis news 10. attorneys for a former north charleston police officer accused of shooting and killing an unarmed man have filed a motion to seal certain court documents. michael slager and his attorneys are asking for documents to be sealed so some of the information can be redacted. this includes the names, addresses, telephone numbers and email addresses of the authors. slager is asking that their full names be replaced with their initials. he was released on bond in early january, eight months after being charged with the murder of walter scott. some residents of leesville sounded off today on plans today to close down the road near their homes. vulcan materials is looking to shut down

stutman road. this comes as the company is working towards putting a rock quarry in the area. our mike desumma joins us now from our newsroom with more on the story. mike. judi, the rock quarry project itself has faced a lot of resistance from leesville residents. today they took their battle to court --- trying to block vulcan's petition to close down stutman road. that proposal is tied to vulcan's permit applications with dhec and lexington county. today, attorneys for vulcan said closing down the road is the best option. company officials said doing so will put the pit of the quarry further back from nearby homes. they also say it would allow for a private route allowing trucks to the quarry to get in without going through area neighborhoods. several landowners who live off the road say they don't believe vulcans promises. they say they're also concerned about two cemetaries that sit off the road near the project site. a judge listened to all testimoney today. he's expected to make a ruling at a later date. in the newsroom, mike desumma,

the big event to watch is the first in the south democratic debate sunday- all three candidates will take the stage at the gailliard center in downtown charleston- but o'malley will make some stops the day before the debate in the midlands- taking part in a town hall event at benedict college. all the candidates will also take part in the south carolina democratic party's first in the south dinner the night before the debate. on martin luther king day- hillary clinton, bernie sanders and martin o'malley will also take part in the king day at the dome interviews with several gop candidates and an overall look at the race for president leading up to the south carolina primary. it's all happening saturday. civil rights leader jesse jackson announced today he's spearheading a lawsuit to sue south carolina for not expanding medicaid.

event at first nazareth baptist church in columbia. jackson who is the founder of the rainbow push coalition says the organization will file the lawsuit on behalf of south carolinians suffering from illnesses who do not get treatment because a facility does not accept medicaid. "we accept federal monies for the highways and the state highways, the military bases and prisons but not for the poor. it's our mission to defend the poor and deliver the needy and that is our mission and we shall file this lawsuit in the next couple of days." in 2013, governor haley denied to expand medicaid. wis reached out to her about jackson's plan, in a statement haley says...
