project. it's a development that some are now choosing to fight in court. our mike desumma joins us now in studio with the latest. mike. judi, officials with vulcan say closing down stutman road is the best possible solution for all sides going the company recently filed a petition with the county to make that happen. nearby landowners however have stepped in to block the move. they're arguing that the road is heavily used by their neighbors --- and several farmers in leesville to move equipment. they're also concerned about maintaining access to two historical cemeteries if the road were to be closed off. attorneys for vulcan however say shutting down the road is necessary --- in order to place the pit of the quarry the furthest from nearby homes. the road closure is tied to pending permit application that vulcan has for the project. a judge is expected to make a ruling on the matter sometime in the weeks ahead. in the studio, mike desumma, wis news 10. winnsboro residents say they are finding out the only walmart in town is closing there learned walmart in town is closing for good.

winnsboro with more on why the community says the store is so important to them. today the retail giant announced that it scrapping nearly 300 stores around the globe. walmart is closing the winnsboro location for good on january 28th. the company says several factors went into consideration when choosing which locations will close including financial performance, as well as longevity. in a statement- wal-mart says the decision to close several stores has been in the works since october. however, after the news broke today employees and residents say this is going to hurt the community. they are now left to travel about 30 minutes to killian road which is where the next walmart is located. judi and charles---governor haley has had a lot of national media attention since the first half of last year. most of the time, that attention has been extremely favorable---as in her handling of the flag issue, the charleston murders and the floods. her comments on behalf of the republican party tuesday night have brought her into the spotlight in a different way. she's been slammed by the far right for what some see as her being squishy on illegal immigration and refugee resettlement---or her jab at what she called the "angriest voices" in the party, specifically donald trump. during the debate last night---panelist maria bartiromo asked trump about that, prompting him to acknowledge he is angry about the direction of the country. but trump---who'd called haley "weak" on wednesday also seemed to soften up and even said he considered haley a friend. again today a reporter asked the governor about possibly being

will whitson explains. that executive budget proposal would fund county and municipal governments for the first time since the great recession- governor haley says it's something the state is legally obligated to do, and with a surplus, she says it's time to do it again. counties and municipal governments statewide have been asking for full funding since 2008, when the amount the state provided to local governments dried up in the wake of the recession. it's an issue that has been brought up often, but not resolved. the slashed state funding actually played a large role in counties' decision to not take more responsibility for state roads in need of repair. in her budget pressssonference today- the governor said it's time to get back to full funding. "we'd meet the legal obligations we have as best we can. when we've got this sort of that 1.3 billion surplus is a part of the executive budget proposal- in which governor haley allocated 113 million dollars, an amount her staff says would bring state funding back up to its regular level.
