advance of a developing winter storm system that's already impacting states along the east coast. governors from north carolina to maryland have already declared states of emergency. the warnings go all the way south to include counties in the northern midlands. here's a live look over the capital city through our wis skycam as we prepare for this system to push through. meteorologist ben tanner is in the first alert weather center tracking the latest. winter storm watch in effect tonight through saturday night lancaster, chesterfield counties major winter storm developing that will have a significant impact on much of the state from columbia north. later today, increasing clouds

he joins us now live from winnsboro with the latest. mike. charles county officials --- much like a lot of people --- say they've been anxiously watching the forecast. that includes people who will have to be looking after the roads if this threat of ice and snow plays out. county publics works crews have been in crews. like in many spots the dot will have the task of working on major roads and highways through this storm. the county says is working on a plan to send out road scrapers on secondary roads --- if the situation calls for it. leaders not only in this county but in neighboring kershaw county say they're trying to get the warning out to residents early if the road conditions get worse during this storm do not

-statement: american says the weather will significantly impact operations over the next several days. -working to get in touch with customers to rebook their travel plans without penalty. so far, just hearing of american airlines cancelling flights--if we hear of other airlines cancelling flights, we will bring it to you on air an online as we have it. the feelings of unity and working together lawmakers had after governor nikki haley's state of the state address... are quickly vanishing. will whitson reports senators are firing back at the governor's office today. after the dust settled on governor haley's state of the state address, lawmakers- especially those in the south carolina senate, are starting to express frustration- especially after the governor's comments on ethics reform. governor nikki haley's call for senators supporting income disclosure and ethics reform during her state of the state address was a surprise move- which no lawmakers were expecting.

the shock of the moment seemed to wear off, and surprise was replaced with anger. state senator larry martin- who pushed a massive ethics reform bill last year, which ultimately did not pass- expressed frustration that the address last night made it look like the senate simply ignored ethics issues- and senator brad hutto took pot shots at the governor, who he said had been the subject of ethics investigations in the past- orangeburg "this idea that somehow it's all the senate's fault, she needs to look in the mirror. she wants to somehow stand in front of the podium as the poster child for ethics reform? she's not." governor haley's office did point out that she was cleared of wrongdoing in each ethics case brought against her. but the state of the state address doesn't just pit the senate versus the governor, it pits the senate versus the house- igniting an age old rivalry. i'll explain coming up. at the state house, ww, back to you. a budget showdown will "not" sabotage efforts to handle the upcoming winter blast. up next in the news at 4, we'll see when it's an

happened in a crash that killed a bicyclist. the crash shut down the southbound lanes of 12th street extension between scana parkway and saxa gotha road in cayce. emergency crews worked the scene hours. officers say the vehicle and bicycle somehow collided just before 7 this morning. 08:18:09 there's not actually a widened bike path- of course we've got a clear white line on the

shoulder there. normally the bicyclists use this route all the time. again, we're not sure exactly where the bicyclist was at the time of the collision or what the lighting condition was again it's 6:48 in the morning and we know the sun wasn't quite up yet.so we're not sure about all that the lexington county coroner and highway patrol's accident investigative team will now assist cayce d-p-s to learn more about what led to the crash. thanks to some surveillance video, an attempted murder suspect is behind bars this afternoon. justin jenkins was arrested just before 6 this morning. richland county deputies say on sunday jenkins walked into the video express on two notch road, pointing a gun and demanding money. investigators say jenkins then climbed over the counter and stole cash from the register and shot the employee while stealing more money and the victim's cell phone.
