of a honda sedan carrying two young men, pushing that car into a ditch. trooper thomas white says he saw no skid marks leading up to the point of impact. the officer says when he got to the palmetto health richland e-r, he spoke to washington as he was being treated and again smelled a strong odor of alcohol. white says he also saw bloodshot eyes, slurred speech and in giving a portion of a field sobriety test noted "multiple indicators of impairment." white says washington claimed he'd had one beer at a friend's house on broad river road. the trooper placed washington under arrest for felony dui with great bodily injury. white says washington refused to provide a blood sample, which forced the officer to obtain a search warrant. the report says the driver of the honda suffered a severe head injury and was unconscious at the time--while his passenger had minor facial injuries. jack kuenzie wis news ten. richland county council will be in session tonight

if washington will be in attendance. this is a developing story and we'll continue to keep you updated on air and online. investigators have made an arrest in the murder of a person found shot in a crashed vehicle in richland county. we first told you about this story on sunrise. richland county sheriff leon lott says 17-year-old jose reyes was taken into custody earlier this morning and is being charged with murder. investigators say at approximately 8:30 monday night on the 400 block of seton hall drive, reyes shot and killed the victim after an attempted armed robbery. officials state that reyes was an acquaintance of the victim. richland county deputies discovered the victim with a gunshot wound to the upper body in his crashed vehicle. it's a clear start to tuesday as we have a warm start to the day as we look over downtown columbia through the wis skycam. meteorologist ben tanner is in the first alert weather center tracking a system that's having an impact on some super tuesday state's that will have an impact for us. hey ben. march coming in like a lamb with mostly sunny

the south carolina women's basketball team racked up the southeastern season awards. the gamecocks took home half of conference's individual awards with coach dawn staley named coach of the year and a'ja wilson winning both player of the year of the year. coming up we'll break down the awards along with gamecocks named to the all-conference teams. inside the state house -- a filibuster over a roads bill that started last week is back underway today. senator lee bright says he and other senators will carry out that filibuster as long as it takes to get the bill done right. lawmakers have been discussing increasing the gas tax -- something governor nikki haley said she would only approve on two conditions -- reform for the dot and an income tax break to balance out the tax hike. senator bright says there is enough surplus this year for roads that the gas tax increase is unnecessary, and wants to focus solely on reforming the dot. a sumter man has plead guilty in federal court to attempting to defraud the irs for at least three years. u.s.

hercules baker filed federal income tax returns that claimed false tax refunds from january of 2011 to at least april of 2014. over that time, investigators say baker approached third-party taxpayers and persuaded them to provide personal information to file the returns in an effort to get money back. baker now faces up to 10 years in prison and/or a $250-thousand dollar fine. orangeburg county sheriff's deputies are looking for a norway teen who is wanted on numerous charges including breaking into a home. 18-year-old tyrone fleming faces second- degree burglary charges, is charged for receiving stolen goods and is also wanted on two bench warrants. investigators say according to one warrant, back in september, fleming broke into a home on beason road. the home owner discovered fleming inside. if you know fleming's whereabouts now, you're asked to call 1-888- crime-sc. tonight -- the university of south carolina will host a public dialogue on school resource officers.

officer at spring valley high school went viral last year, many parents and educators what the role of resource officers should be in schools. tonight's forum, hosted by the school of law and college of education, runs from 6 to 7:30 at the school of law on main street. it is free and open to the public. fire crews in lugoff are keeping an eye on a series of woods fires that broke out near highway 1 last night. the lugoff fire department says 40 firefighters worked to contain at least 8 separate fires that happened near the pepperidge subdivision overnight. crews are still monitoring fires at this point in the afternoon. no structures have been impacted. lugoff fire marshall will catoe says the forestry commission is investigating. a major northeast richland county road shut down by last falls floods, is finally open again. spears creek church road was left impassable after an upstream dam ruptured and the spears creek roared over it and washed out a bridge back in october.

counts of attempted murder and two counts of felonious assault. his attorney entered a not guilty plea for his client. the judge ordered the teen to stay in juvenile detention pending a pre- trial hearing at the beginning of next month. four people were hurt yesterday when witnesses say the student started shooting during lunch in the cafeteria of his junior-senior high school. this morning school leaders said they will provide additional support for students, their families and staff. "at this point our plan is to return to school tomorrow. we believe that getting kids back to school as quickly as possible, with supports, is the best thing for them." two students were shot and two others suffered injuries from shrapnel or trying to flee the building. today, a virginia community will gather to remember a police officer who was killed on her first day on duty. funeral services will be held for ashley guidon in prince william county. police say army sergeant ronald hamilton shot and killed the 28-year-old saturday as she and two other officers were responding
