3 for a full list of the new laws that take affect today, go to our website -- wlos dot com -- and click on news links. 3 3 3 new details about an attempted suicide at the rutherford county jail. authorities say the inmate was not on suicide watch. sheriff chris francis tells news 13 that bryan houser's attorney called on december seventh... to say the inmate's father felt his son was suicidal. but after nurses and mental health professionals interviewed houser numerous times.. the sheriff says they concluded he was not. 3 the nursing staff did see him on five different occassions from that time as recent as monday. but i dont think that was any suicidal tendencies ever came out of those meetings with the professionals he had contact with sheriff francis showed us the multi-bed medical cell where houser was jailed. he

not for suicide watch, but due to a prior injury he had before his arrest. houser was arrested in october on multiple felony counts related to a stand-off with police. 3 3 the sheriff in haywood county is providing security training to places of worship. the north carolina sheriffs' association gathered law enforcement across the state to take part in the training. their goal is to help create security plans to keep people safe. worship leaders interested in learning more should call the number on your screen. 3 3 3 new this morning... a colorado meat packing plant fired nearly 200 muslim workers in a dispute over prayer. 190 workers at cargill meat solutions staged a walkout because they were told to pray at home, instead of a specially designated room at the plant. the dispute appears to center on the time of day at which workers are able to pray, which changes according to the season in the muslim faith. both sides continue to engage in negotiations. 3 3 in washington, d-c... a black lives matter protest

checkpoints and traffic stops. it's called the duey dialer. two-thousand people have downloaded it.. and its now operating in all 50 states. hannah lawrence explains how it works.. and what law enforcement think about it. 3 with the growth of technology, officer adrian gibbs says it's becoming more and more common for people to record interactions with law enforcement."it doesn't intimidate or scare us or make us act any different then we usually do," gibbs says.enter the duey dialer.a new app developers say helps protect your fourth amendment rights during a d-u-i traffic stop. "what this app does is it records the conversation and at the end of the recording, it sends the conversation directly to me," says attorney joshua wiess.he made an agreement to represent those who use this app."just because you get pulled over for dui does not make you guilty of dui. there is a lot of situations an officer has to have a reasonable suspicion, has to be able to articulate specific crimes or are about to be committing a crime."gibb says traffic violations are a means to stop people who are

suspect someone is under the influence... they can charge them for that too."i can walk up and you can be recording me all day long and i'm not saying a word but if i still smell the alcohol coming from the car i can get them out of the car," gibbs says.we talked to nate leding, one of the app's developers, about the purpose behind it."what we stress is we don't condone drinking and driving," leding says. "this is not going to work. this is not a get out of jail free card."police say they already record traffic stops on dash cams and audio recorders on the officer. however, wiess says people may need a back-up to protect themselves if those recordings get misplaced or ruined."i'm looking to see if my client has made any incriminated himself or herself but i'm also looking to see if the officer did all of the procedures that they are supposed to do," he says. officer gibb says chattanooga's dui task force has a 96% conviction rate.the duey dialer is only for android phones. however, developers say a new app is set to lauch at the beginning of will work on iphones and it's designed to record any type of traffic stop... not just dui.out: as long as it doesn't impede our investigation.. i have no
