police say the driver struck a 45-year-old man and left him in the street to die. that driver was in a dark toyota that has damage to the windshield. today proposed legislation was announced that would include the installation of speed cameras in 2,000 school zones in the city and operate 24/7. >> we must do everything we can to help reduce traffic injuries and fatalities, not just for our kids, but for our parents grandparents and all new yorkers. >> another bill would suspend the registration of any driver who gets five or more speed violations per year. a bill will raise fines for drivers who illegally pick up passengers who hail them on the

reports show that illegal street hails have skyrockets in recent months with nearly 20% being uber y pacquiao's final fight may be saturday but many are urging people not to watch it. they protested in midtown today calling for the boycott over his comments regarding same-sex marriage. the boxer was quoted as saying gay people were worse than animals. pacquiao has apologized by the protesters say that's not enough. >> i call out to members of our community, not just the brooklyn community, but everyone including friends and allies from brooklyn to the bronx, from new york to las vegas, to boycott saturday's bout. >> nike dropped an endorsement deal with pacquiao following his comments. we have reached out to pacquiao's agent but did not get a response.

homeless tonight after a fire ripped through their apartment building this morning. firefighters worked through the thick clouds of smoke. the fire started in the basement of the building before it intensified. firefighters managed to completely put it out by 8:00. two dozen members of the fdny were promoted today at a special ceremony. fire commissioner also swore in deputy commissioner today. she will serve as the department's chief diversity and inclusion officer. also department commissioner of governmental affairs and special programs. the ceremony held this morning at the training academy on randall's island. still to come, city school parents suing to stop the violence. why they say school officials are making this issue even worse. >> and erica is here with your forecast. >> looks like it's going to be a chilly day down at citi field

a male subs tutd titute teacher at bridge port high school is suspended over alleged conduct of inappropriate contact with a student. it is a criminal investigation. the teacher has not been publicly identified. some new york city city parents say the violence in their schools is so bad, the kids are depressed, anxious and don't even want to learn. now they have filed a lawsuit they hope will create change. >> reporter: they stood silently but these city school parents put their anger in writing,

a popular jersey shore city has condemned its own fire house. now it needs to be torn down. some firefighters in ocean city say this could hurt public safety. local leaders disagree.

since super storm sandy. >> reporter: an balance and fire truck are still inside. but some equipment is already being moved out of ocean city's 29th street fire house. >> this is something we've been asking for for a long time. >> reporter: the jersey shore resort just condemned the fire house, calling it an unsafe structure that must be vacated by april 15th and demolished about a month later after an inspection by the state questioned the building's integrity. the fire house was badly damaged by hurricane sandy in 2012 and has only housed vehicles since then. construction bids deemed too expensive delayed the rebuilding process. this neighboring trailer has served as home base for the professional firefighters stationed here. they've complained repeatedly about the living conditions, including an infestation of rats and mold. >> we're looking for a suitable location within the area to

a man goes on a ma chet chete rampage. enough is enough, how one local city is cracking down on underaged drinking after a college student was sexual assaulted. first four ranking nypd officers will not be giving orders anymore as the feds dig into their dealings. >> two of those officers at the center of the federal misconduct probe have already been stripped of their shields and guns. >> reporter: this federal investigation sending shock waves through the nypd as four high ranking officers have now been disciplined. the allegations are explosive, lavish trips, diamonds and cash given to some of nypd's highest ranking officers in exchange for preferential treatment. a visibly upset commissioner bratton today after handing down

>> this is not a particularly good day for the department. any >> reporter: the nypd opened an internal affairs investigation in 2013. the fbi and department of justice began a joint investigation in 2014. all are now work together. today, commissioner bratton took action. deputy chief michael harrington and james grant had their guns and shields taken. they were transferred. grant told news 4 he denies the allegations. david cologne and eric rodriguez were also transferred. >> it's not an adjudication of anything more than that at this point. the investigation is ongoing. it's going to continue to be quite thorough. >> reporter: the investigation is looking at potential violations including nypd rules and policies, the city conflicts of interest rules as well as
