" jack: leaders in the metro are worried tonight after drive bys shootings and murders plague the city. jack/2shot: good evening and welcome to local 5 news, home of we are iowa dot com. i'm jack miller. stephanie/2shot: and i'm stephanie angleson. if you'd like to continue watching abc's special coverage of the shooting in california, we are live streaming it on our website we are iowa dot com. stephanie/2shot tonight we are learning some disturbing details about how two people were killed inside their des moines home - and it's calling into question the safety around the city. stephanie: but first an update on des moines' most recent double murder. michael wanchanic is in the polk county jail on 2 million dollar bond and will be in front of a judge tomorrow. he's charged with two counts of first degree murder in the deaths of bryon howard and

arrested last night after a four hour standoff with state and local police. stephanie: we now have more information about what exactly happened monday afternoon inside that house during the shooting, and how wanchanic knew the victims. local 5's claire powell is live at the scene of the crime. claire? claire: stephanie, more gruesome details are emerging. according to these criminal complaints filed this morning- wanchanic deliberately shot bryon howard and heather belieu multiple times while they slept downstairs in the basement of the house they all shared. belieu was even holding her eight month old infant in her arms when she shot. the complaint says wanchanic went into his stepmothers bedroom, grabbed a gun and shot and killed the victims. he then hid the gun in his room, grabbed a different 9 mm handgun, stole the victims van and left for slater. while we know the details, the motive is still unclear. but in an off camera interview- wanchanics

wanchanic was depressed and having difficulty handling the first anniversary of his fathers death. he believes wanchanic just snapped. claire: again, wanchanic is being held on a two million dollar cash only bond in polk county jail. he'll have his first appearance before a judge tomorrow morning - we'll bring you the latest updates. stephanie? stephanie: thanks claire. jack: with the recent shootings in the metro, how safe is the city? jack: let's take a look at the number of homicides in the last year and compare them to what's been reported in the past. des moines's homicide rate is about 12 a year. compare that to this year's current number of 19, and we still have a few weeks to go in the year. the good news? des moines police typically solve 90 percent of homicides. but cops are trying to figure out how to stop them from happening. local five's amanda krenz has more on how people are reacting to the wave of violence. stretch of southeast 14th everyday. enrique 21:18:44 i'm with these guys so i feel safe. devin 21:16:33 we felt safe most of the time. most of the time, but not always. devin 21:15:43 we saw police down there... didn't know what was going on. some of them saw police cars, but didn't know why. shots rang out in the middle of the afternoon along their walking route. that's why these young men saw the police cars. it's the same stretch many east high school students walk everyday. skip 21:24:10 thi is not an inner city issue, a des moines issue, it's a metro wide issue. des moines city councilman skip moore says the des moines police department does a great job at solving these crimes, the drive bys and the murders - but the criminals need to be stopped before they strike. skip 21:23:33 people are solving issues different than 30 years ago, now they just shoot eachother. when asked why crimes are happening more often, the councilman had a very direct answer. 21:27:09 i think it's the ease of obtaining guns. moore says community wide violence will take a take an entire community to stop it.

a shed on fire in marshalltown tuesday. around 1 yesterday, marshalltown fire got the call for the fire on 12th avenue. crews put the fire out, and police then arrested the teenager. the 16 year old has been charged with arson. no injuries were reported. the estimated damage is at 25- hundred dollars. stephanie: an iowa farmer is recovering after losing four thousand hogs in a fire tuesday night. it happened in wellman late last night, just west of kalona. the controller at brenneman pork says everything seemed fine last night, but then he got a call that a hog building was on fire. no one was inside at the time. the building is considered a total loss. jack: the legislative session is right around the corner, and house republicans are talking about the proposed budget. jack: 38 days away and counting until the first day of the session. house republicans are outlining their approach to next year's budget. state representative pat grassley told reporters today that lawmakers will hold true to their promise made last year -- that they will not

"iowans have sent $175 million on top of what they spent last year, ah, sent to iowa - to the state capitol and it's our job to make sure that we fit that inside of the budget and spend that money wisely " jack: governor branstad and lieutenant governor reynolds haven been in budget hearings all this week. they went over the state department of corrections, the state public defender, the state department of public safety, and other iowa agency budgets today. the governor typically makes his budget recommendation s the first week of the legislative session, which will be next month. stephanie: iowa senator chuck grassley is upset over a recent decision by the epa concerning the renewable fuel standard.. the epa is choosing chose not to go with the higher amount of ethanol requested from producers and a group of lawmakers. ethanol is a huge industry in iowa, grassley noted this week. a brand new ethanol plant was built in newton... it's the largest of its kind. renewable fuels continue to dominate gas pumps across the state. "where it really hurts ethanol is not immediately, but

move to use cellolosic ethanol beyond 15 billion gallons. and that's gotta come from corn stalks and other cellulose. and then you gotta move to e 15s and e 10. " stephanie: here's exactly what the epa ruled. refiners will be required to blend a little more than 18 billion gallons of renewable fuels in 2016, which is actually more than what the epa proposed back in may. and about 3- point-6 billion gallons of advanced biofuels - like the cellulosic ethanol from the plant in newton - will be mandated for next year. despite the new standards, the iowa renewable fuels association announced today that its installing an extra 187 blender pumps throughout the state. the i-r-f-a says iowans will now be able to benefit fro ma wider availablility of e-15 and e-85 while also

weatherrate the independent weather experts" brad/wxwall: weather adlib: put script here in green we started the day with light snow covering many areas, but temperatures have pushed up into the mid and upper 30s for most areas this afternoon and melted it away. the clouds are being pretty stubborn here in central iowa, but they will gradually move out leaving us with clear skies heading into thursday. thursday should be a really nice day especially in the afternoon when temperatures warm up into the low to mid 40s under mostly sunny skies! we will do even better come friday with ample sunshine

to say-- most people didn't expect the iowa hawkeyes to be 12-0 and in the big ten championship playing for a spot in the college football playoff. alex giaimo has more as the hawkeyes look for win number 13 on saturday a " few, if any, predicted iowa would have this type of season. the hawkeyes are still trying to prove they belong in the top four of the college football playoff. they are more than a field goal underdog heading into the big ten championship game against michigan state. iowa coach kirk ferentz told a national network earlier this week that his team was playing with "house money". i asked ferentz why. (kirk ferentz) in a lot of people's eyes we weren't supposed to be here so, you know, but it is, you know, i say that ahh tongue and cheek because it's important to us. i mean it's not like we are out there just winging it. uh, we're treating this just like any other game. we are trying to put a really good plan in place. uh, the staff has done a great job of that all season long. our players are doing a great job absorbing it right now. uh a couple days into the preperation we still got a couple more to go but, um, we are probably the team that's not supposed to be there so, you know,

down video and bowl season impacts. once again 6:30 right here on local 5. also out of cedar falls today-- athletic director troy dannen is leaving northern iowa to take over as ad at tulane. dannen spent the last 8 years as a-d at uni. jon: it's early december and we're talking about racing. the season may be a ways off but iowa speedway president jimmy small is excited for what's to come in 2016. season tickets went on sale today-- as the speedway also announces three big weekends of racing. they'll have open wheel racing once again with indy car coming back for the iowa corn 300. along with that weekend of races-- small is particularly excited for fathers day weekend. june 18th and 19th will be the wide opening weekend for iowa speedway with nascar's camping world truck series and xfinity series racing back to back. best of all there are no sprint cup or indy races that week. for small-- it's a chance to put all eyes in the racing world on iowa speedway.
