manhunt. floyd cook was killed in south central kentucky following a shootout with state troopers and federal marshall. cook was armed and exchanged fire with the officers they were not hurt. cook was on the run since saturday since he shot and wounded an officer during a traffic stop. an hour later he opened fire on a kentucky state trooper. that trooper was not hurt. breaking the red eye u.s. senate voted an hour and and a half ago to approve a budget and debt deal. democrats and republican defense hawks united to overcome options led by gop presidential candidates rand paul and ted cruz. the measures diverts a catastrophic spending default. the agreement raises the debt ceiling until march 2017.
