on and off. you're going get rain and drizzle then a little lull in the action and more coming your way. fog still reducing visibility. 1.5-mile visibility mount pocono, only three at philadelphia international airport. 5-mile visibility in millville. really through the area we have at least reduced visibility so be careful as you're traveling. you've got wet leaves, reduced visibility and rain. at least we're on the mild side. 50 degrees already. we've already surpassed yesterday's high. 39 in allentown. even well above freezing in mount pocono. 37 degrees. so, temperatures are rising today and tomorrow. here's what you can expect. by 8:00 a.m., on and off rain, 51 degrees for your high. by noon, 53. by 3:00 p.m., 55 with still rain through the area, heavy at times. by 6:00 p.m., 56 degrees and the late evening and nighttime hours, we get a lull in the rain but it comes right back for tomorrow. so, details on two days worth of rain coming up in the seven-day forecast. matt. >> you know karen the nice thing about this traffic thing is that things change pretty quickly.
>> yeah. >> so, when things are going south, you know that probably hopefully before too long they'll turn around and that's what's happened here in northeast philadelphia. they just reopened the ramp from woodhaven road eastbound to 95 southbound. you can see the flares pushed off to the side. we had a jackknifed tractor-trailer on this ramp about an hour or so ago that blocked the ramp for awhile. the ramp just reopened with traffic getting by on it headed to 95 southbound. so, that's some relief in northeast philadelphia. once you get to 95, this is the scene approaching the work zone at cottman avenue. a gathering crowd here and southbound near girard again the roadways are wet. there is fog in spots. definitely not ideal conditions for this morning commute. already we've seen a bunch of accidents. a couple in chester county one in parkesburg along route 10 southbound past sadsbury road. sounds like a bad one. i would stay over on old wilmington road to get around that and in east nottingham a downed pole from last night shutting down a short stretch of baltimore pike. barnsley road or even the
route one oxford bypass are some alternates there. getting word of a new crash in harrison township gloucester county right on the ramp from 55 southbound to 322 and already you see a little bit of slowing in that neck of the woods. we've had problems on a lot of our ramps this morning. if you're headed northbound on the new jersey turnpike out of burlington county toward mercer county, watch out, we're getting reports of a crash on the northbound new jersey turnpike between exit seven and eight. watch out for some restrictions there. our good buddy ben, the ben franklin bridge shrouded in fog this morning but so far traffic on it is moving okay. matt. >> thank you, matt. developing overnight, more gun violence in a philadelphia neighborhood. in this case bullets struck a man and several cars along the street. "action news" reporter katherine scott is lie at the 25th police district in juniata park with the full story. katherine. >> reporter: matt, nearly two dozen shots were fired. they hit a man. they hit several nearby cars. that 21-year-old man was taken to the hospital in critical but stable condition. now, philadelphia police detectives here at the east
division they continue to investigate this case. this happened just before 1:30 this morning in north philadelphia on the 2900 block of north fourth street. police say the man was shot several times and rushed to temple university hospital again in critical but stable condition. investigators were on the scene gathering evidence and they did recover 21 spender shell casings. three nearby cars were hit by the gunfire. a short time after police arrived on the scene an officer assist went out over police radio. several people were seen getting into a police vehicle. at least one of them was taken into custody at the crime scene for disturbing the police. a rifle was recovered but police haven't yet said how it's related to this investigation but police want to hear from you if you have any tips. we're live in juniata park, katherine scott, channel6 "action news." >> okay, katherine, thank you for that. it is now 6:04. new this morning police in galloway township new jersey say they caught a man with cash that he had stolen out of a car. aaron keiser golf is accused
of stealing $1,100, stealing the cash out of a vehicle parked outside of a family dollar on new york road yesterday. the victim told police he caught keiser golf rummaging through his car. keiser golf ran off but was later arrested. >> kathleen kane has "heard the chorus loud and clear." today she'll announce a team of special prosecutors to investigate porn gate and other lewd e-mails she says were exchanged between prosecutors, judges and others inside government. kane will hold a news conference at the national constitution center. in a statement kane said after the sources of the e-mails are identified she will "outline the powers the especially prosecutors will have to identify any criminal, civil or ethic violations." since last month kane has continued on as attorney general on a suspended law license delegating her responsibilities to top deputies. kane is facing perjury charges and nearly a dozen misdemeanors stemming from a leak of grand jury material to a local paper p. matt. >> thank you erin.
former city officials from both allentown and reading have pleaded guilty to federal corruption charges. it stets stems from fbi raids at both city halls. 48-year-old dale wild steered a city contract to a campaign done nor for allentown mayor ed pawlowski instead of a top applicant. 35-year-old aaron lloyd admited to taking part in a similar scheme in reading designed to reward the donors of mayor vaughn spencer. neither mayor is named in the case. >> cyber monday was great for a number of retailers. target is dealing with as many boos at cheers. maribel aber is live at the nasdaq in sometimes square with the latest on what happened for them and the day in general. good morning. >> reporter: good morning, tam. first off shoppers flocked to target's cyber monday offer of 15 percent and free shipping. traffic was so heavy it shut down target's site for brief periods yesterday. overall cyber monday was a record setter with retailers ringing up almost $3 billion in sales according to adobe.
a 12 percent gain over last year. stocks sly the lower after weak economic data. the focus returns to friday's jobs reports. futures are looking to a higher open. reports on construction spending and motor vehicle sales due out later today. at&t customers lucky enough to lang onto their unlimited data plans. at&t is hiking the price by five dollars a month up to $35 in addition to charges for texting and calling services and other fees. at&t stopped offering the plans five years ago but customers were allowed to keep them. that's the latest in business from the nasdaq. back over to you matt and tam. >> okay maribel have a great one. a lot of rain out there, some fog, bad conditions for driving. >> yeah and you know don't forget the wet leaves. i think that could be some of the worst parts, too. my mom used to always say they're like ice. >> they are, it's true. >> let's take a look at storm tracker6 live double scan around the region and we can see that we have rain through much of the area. it's starting to break apart a lib little bit. this is round one of many
rounds. i want to go in closer. with double scan we have the best technology to show you exactly what's happening. we're starting to see dry slots working their way through parts of delaware glassboro medford lakes near wrightstown and trenton drying out a little bit as well as near malvern and soon in pottstown but this is just round one. we'll have more rain headed our way right after this. let's go on outside. we want to see what it looks like right now and you see the fog reducing visibility as we look live here down broad street. weary diving visibility towe're. we can see rain blanketing much of the area. then you get the idea that we'll have clouds, some damp conditions, another round of rain. it's on and off through the day. periods of light rain and drizzle here and there just enough to make the roads wet all day straight through the evening. let's take a look right now, a wider look because the actual front, the cold front well out here. we've got two days worth of rain. we're going to squeeze all of
this moisture out today and tomorrow. behind that we've got colder air so we're not going to be dealing with the cooler air until we get the rain out of here so at least for us we're just talking rain. let's look at future tracker6. at 10 o'clock in the morning, we can see rain here and there through much of the area. then through the morning it gets a little heavier into the early afternoon hours. this is a look at 2 o'clock in the afternoon. temperatures rising. we get on and off rain through the afternoon. at 6:30 you can see rain through part of the area as you're driving through your evening commute. then late evening into the nighttime hours just a little bit of a lull. gets quieter in the overnight, then another round of rain comes for tomorrow. let's take a look at your forecast and where we expect temperatures to go. by 8:00 a.m., 51 degrees. rain at times on and off through the day. by 11:00 a.m., 53. by 2:00 p.m., 55. by 5:00 p.m., 56. still rain falling and then a lull late evening into the nighttime hours. your high today 57 degrees. so, temperatures a good 10 degrees above yesterday's high. here's what you can expect not
just today but tomorrow. it's dreary but mild. periods of rain on and off. looks like the heaviest will actually come on wednesday. a lot of rain today like we're seeing out there right now will be rather light but overall an inch to possibly 2-inches of rain. a good amount of rain coming your way. enough that that could cause street flooding. high temps in the 50's and 60's. even in the overnight hours we're just talking rain. your seven-day forecast, periods of rain on and off through the day. a high of 57. can you see the overnight hours? 52 degrees. staying very mild even overnight. then tomorrow it's rainy and mild. looks like the first half of the day is the wettest. 61 degrees for your high. on thursday, it's turning cooler. we're dry, though. we get some sunshine back and 53. then the weather gets kind of quiet. friday mostly sunny skies and 52. saturday a seasonable high of 51 degrees. sunday staying pretty nice and 54 degrees for the first day of hanukkah. monday even milder. we're up to 56. that's a good 8 degrees above average. so, for the first week in december tracking the rain for

now it's starting to slow down eastbound from oaks into 23. it's going to stay slow much of the day because construction is going to be happening around trooper road. the good news is by this afternoon our two new ramps at the trooper road interchange with 422 should be opening. that's something exciting if you use trooper road to get to 422 or 422 to get to trooper new options for you starting this afternoon but before that plenty of slowing along 422. and that is certainly where the good news ends. we've got this bad crash this morning in parkesburg chester county along route 10. the southbound side past sadsbury road. i would stay over on old wilmington road to get around that. elsewhere in east nottingham chester county they still have baltimore pike blocked because of a downed pole from last night. you can use barnsley road or the route one oxford bypass as alternates around there one. meanwhile we had that jackknifed tractor-trailer that was blocking the ramp from woodhaven road to 95 southbound in northeast philadelphia. the truck is now gone. the bad news is all those people that wanted to get to
95 southbound were forced i don't and to 95 northbound where now speeds are in the 20's because everybody was going up to street road to flip around so you're seeing a northbound delay headed towards street road. crossing into new jersey, reports of a crash on the turnpike northbound past exit seven. watch out for emergency crews there. in shamong by the shamong diner we have a downed tree along 206 blocking it near willow grove road. 541 stokes road gets you around that local blockage and elsewhere in moorestown burlington county the tree trimmers are coming to new albany road today near church street from 9:00 until 3:00. stick with main street to get around that. matt. >> thank you matt. north carolina woman is facing animal cruelty charges because of this photo she posted on facebook. authorities say katherine lamanski posted the picture under an alias account saying they duct taped the dog's mouth because it parked too much. police were inundated with calls in florida. after some investigating it
was determined that she lives in north carolina. authorities there did not confiscate the dog because they say it wasn't injured or malnourished. happening today, the mayor of chicago will announce the creation of a task force on police accountability. it comes as city leaders including mayor rahm emanuel face mounting criticism over the handling of the laquan mcdonald case. the chicago police officer charged with killing the 17-year-old is out of jail this morning. jason van dyk posted bond hours after a judge set his bail at $1.5 million. >> new this morning investigators have identified what may have led to the crash of an air asia plane last year. the national transportation safety committee says analysis of flight 8501's data recorder shows the plane had problems with its rudder control system while flying on december 28. the pilots attempted to respond to the problem but the plane stalled and then crashed into the java sea. all 162 people on board were killed. >> it is coming up on 6:18.

and mass transit's on time. keep in mind the route 23 bus has split into two separate routes now. the 45 now operating between center city and south philadelphia. karen. >> we had steady rain overnight and early this morning. still dealing with it in lots of areas but you can see how it's breaking up a little bit. right here through delaware and south jersey, parts of that area you're dry. we're drier in lancaster. drier in north philadelphia so some rain in spots but this is just round one. as we take a wider look at storm tracker6 live 3-d you can see rounds two right at our doorstep so it's just going to be on and off rain through the day. one thing i want to slow you here, can you see the area of blue up nearly a ban knee and parts of west virginia? we've got freezing rain in other spots to our north, to our west, not for us. we're looking at mild conditions. here's what you can expect the next 24 hours. light rain and drizzle. it's really playoff through the day. in other words the roads are always going to be wet today even if it's not constantly coming down. we get a brief lull tonight. much milder. temperatures in the upper 50's today erin.

feels kind of nasty and looks nasty on the roads as we start this new month early on this tuesday morning karen. this is the schuylkill expressway and it's early for the delays to be this long. we're already jammed eastbound from past city avenue on into girard. westbound side already backing up from the boulevard out to gladwyne. this is a spot where we normally jam in the morning but not like this at this hour. it's because the roads are wet, it is a little bit foggy. things are slippery. we've la bunc had a bunch of accidents. 95 solid from academy southbound to cottman a the betsy ross bridge into girard. it's the normal spots for these delays but we expect them to be heavier than normal because of the inclement weather. watching a crash in cheltenham this morning close to melrose country club along tookany creek parkway at ashmead road. 611 fitzwatertown south of the turnpike n parkesburg bad crash mostly blocking route 10 southbound past sadsbury road. old wilmington road a better
bet. east nottingham downed pole along baltimore pike which is blocked. barnsley road or the route one oxford bypass are alternates. it's a downed tree that's blocking to 06 in shamong township burlington county right by the diner near willow grove road. stay on 541 stokes road get around that mess. tam. >> developing overnight a shooting in north philadelphia has wounded a 21-year-old man and damaged several parked cars. nearly two dozen shell casings littered the scene on the 2900 block of north fourth street. the victim is in the hospital with at least two gun shot wounds. some people near the scene are now in police custody. officers also recovered a rifle but it's still unclear if this weapon was the one used in the shooting. >> and this is new this morning, investigators are working to determine the cause of an overnight fire in gloucester county, new jersey. the action cam was on the scene at walnut street and winslow road in monroe township at midnight a.m midnige and under construction caught fire. no one was hurt. two philadelphia firefighters and a third
person were hurt when a garage fire in olney quickly spread to a nearby building. chopper six was over the 100 block of west wellens street last night. flames were shooting through the roof of a one-story garage. it took nearly an hour to contain this fire. none of the injuries are life-threatening. >> a judge in the poconos listened to hours of testimony and when it was done he decided that five members of a baruch college fraternity should go on trial for pledging death. one of the frat brothers took the stand in a deal with prosecutors. he told the judge that he and the other defendants tried to cover up what really happened to 18-year-old michael deng. police say the men waited an hour before taking deng to the hospital after he fell unconscious during a violent hazing ritual in monroe county in 2013. >> i'm erin o'hearn at the big board and happening today, the delaware river port authority will start its commuter discounts for frequent travelers over the four bridges which connect pennsylvania with south jersey. to take advantage of the new discounter plan you must
enroll. commuter whose then make 18 or more trips on any of the drpa bridges within a calendar month will receive an e-z pass credit of $18 that will go towards trips made the previous month. unfortunately the discounter is offered to private accounts only and can any other be combined with other toll discounter programs. you must add this plan to your e-z pass account by december 28th to receive credit for this month. now you can register online with the drpa and you will need your four digit pin. remember, this is just for jersey e-z pass holders. authorities say they will try to make the discounter available for pennsylvania e-z pass holders by the beginning of the year. fingers crossed, tam. >> i would like that erin. thank you. the sixers game tonight is a hot ticket but it kind of has nothing to do with the game itself as much as one of the men who will be on the boards. kobe bryant has come home to play his final game just two days after announcing his retirement. >> reporter: end of an era. he still has a number of games to play until he does that officially retire from the nba but the lower merion native expects tonight's game here against the sixers to be sentimental. it's also expected to be sentimental for a number of people who helped him get to the nba. less than 24 hours from playing the sixers in philadelphia for the last time, kobe bryant did what any local does when they come home, stopped at his favorite stop to get a cheesesteak. later as bryant left larry's stakes in wynnefield, he said this. >> feels good to be back. >> reporter: bryant will end his successful career on the court at the end of the season after announcing his retirement from the nba over the weekend. the long time los angeles lake can kerr calls lower merion high school his university since he missed college opting to be drafted into the nba

[gunfire] police say it began when a an officer tried to stop a wrong way driver in a jeep last night. the driver sped up hit a shuttle bus and crashed into a pole near a hotel. investigators say two men jumped out of the jeep and ran off. the driver was arrested right away. the passenger exchanged gunfire with officers and was found dead a short time later. police say they found guns and a large a marijuana in that crashed jeep. >> lawyers for the convicted boston marathon bomber will be
