bensalem. police found 6 shell casings on south percy street. the victim was rushed to the hospital in stable condition. police are trying to figure out who shot him and why. now to an "action news" exclusive, a passenger of a car recorded video showing a woman texting along the schuylkill expressway. she was steering the car with her feet. katherine scott is live along 76 with the video and the story. katherine. >> reporter: matt, the couple was on the way to the kimmel center on belmont avenue when the other driver caught their attention. they were stopped at the traffic light when they saw the woman with her foot on the steering wheel and her hands on the phone and getting on i-76. we've seen drivers on cell phones, but this surpasses that level of distraction.
the couple were so outraged they started recording. you could see her new balance shoe on the wheel. eyes glued to the phone. they say they drove in her general vicinity for 20 minutes. >> she was going on 76 and going toward center city. i can't believe it. >> one point we beeped at her to get her attention i yelled and said got off your phone. she smirked and went back to whatever she was doing on her phone. >> reporter: last week a driver in colorado was caught on video texting speeding down the interstate with one leg on the dashboard. a passenger recorded the video which has been shared on facebook thousands of times. and "action news" did reach out to state police for this story, they declined to comment. live along the schuylkill expressway, katherine scott channel 6 "action news."

in both directions because of a serious accident close to long lane road in the kutztown area stay on 78. chester county trying to get the work pushed off to the side watch out for that. eastbound on the turnpike right lane blocked as you approach bensalem. a massive fire and explosion injured two dozen people in silver spring maryland. the officials say the fire caused a partial building collapse. people posted the explosion on social media. look at the massive flames lighting up against the night sky. this went on before midnight. the blaze is under control now. as of now no official word on what led to the devastating scene. and new this morning, a man was shot and killed in north philadelphia, but the suspected gunman in this case didn't get
too far. it happened along germantown avenue shortly before 11:00 p.m. officers found a 46-year-old man on the street suffering from a gunshot wound to the stomach. officers spotted a man with the gun running from the scene. >> officers went on foot pursuit made the arrest and recovered the weapon after the suspect threw it into the bushes. >> the victim was rushed to the hospital and died. investigators plan to check surveillance cameras from a philadelphia housing authority buildings and nearby businesses. >> new on "action news," an armed lancaster county man threatened two nurses and is on the run this morning. he snatched alicia buzzard from hospital in west cornwall township. he threatened to shoot the nurses if they didn't cooperate and took a two way radio with

eastbound we'll expect delays because they will be cleaning the drains slowly moving along the eastbound of the schuylkill expressway between conshohocken and the boulevard blocking a lane starting at 9:00 a.m. at that point things will not be moving smoothly. on i-95 speeds in the 20s and 30s. it's not unbearable, but you'll be seeing crowded conditions. it will be worse as people head to the linc for the eagles preseason game at 7:00 a.m. we have traffic lights at the benjamin franklin parkway at 20th street. crews are on the scene trying to fix the lights. they have not done that yet. it could be a tough ride on the benjamin franklin parkway, stay on the schuylkill expressway where volume is not too bad. big problem in berks county an accident is shutting down 222 in both directions, you have delays heading toward the closure point stay on 78 to get around that. burlington county florence township watch out for construction on the turnpike
