rogers and david murphy hass has the accuweather forecast, good morning. >> reporter: we're starting out cloudy and muggy and the big issue rain on the way could be heavy especially later tonight. the flood watch kicks in this afternoon and doesn't end until saturday afternoon when an area of low pressure passes us by to the south will be slow to get through the region. up to the turnpike and points south you have to be careful about flood watching along creeks streams and roads. cloud cover will come in later on and get thicker. there's a possibility in the morning hours we get a sunny break or two. 72 in philadelphia. 66 in allen tune 74 in cape may. 70 in trenton. 74 in wilmington. again it's on the humid side. as we go through the day, look for humid conditions, sunny breaks early and then the clouds thicken up, during the afternoon we have a chance of spotty thunderstorm activity. 84 degrees is the high at 3:00 p.m. remember if you do encounter a

storm, it will be isolated, but there's a chance of a couple producing damaging wind gusts, so take cover from any thunder. it will not be raining everywhere at once this afternoon and evening, but the rain will fill in overnight, i'll show you that on future tracker 6 in just a little bit. matt pellman what you got on roads? >> reporter: we have a crash i-95 southbound columbus boulevard heading toward the walt whitman bridge. coming down from penns landing stay to your left of course it was a more dangerous situation earlier, but at this point the right lane is blocked, something to be aware of. nothing block on the scion street expressway, overnight construction crews cleared out. the crews don't return until monday night. they have the weekend off from the overnight construction closures. just a little bit light fog in center city. as you go toward chester county we're seeing substantial fog this morning, this is the scene in downingtown, 30 bypass by

business 30. the complex over there by the movie theater. the delays are not bad by 30 eastbound, the fog is relatively thick, something to be aware of. crash on the northeast extension northbound side approaching lehigh valley interchange left lane is out of commission as they work on the accident. we have a downed pole blocking 29 main street, gravel pike at 8th street. garyville pike or 663 gets you around that. lower salford watch out for a vehicle that doesn't want to run at morris road and store road. >> skinny repeal was a last-ditch effort of an overhaul for the healthcare act. but the margins were too thin. the effort on replace and repeal failed in the overnight hours. jeanette reyes is live in the satellite center with the details. >> reporter: good morning, tam this is another serious blow to

president donald trump's agenda. early this morning, the senate rejected a measure that would repeal parts of obama care. the skinny repeal was voted down 51-49. arizona john mccain joined two other republicans in providing critical votes that defeated the proposal. the 6 term senator only returned to washington after a diagnosis last week of brain cancer. he told reporters to wait for the show before entering the senate chamber and ultimately voting no. after a night of high suspense, senate majority leader mitch mcconnell said it was a disappointing moment and time to move on. >> it's time to turn the page. i would say to my dear friend the majority leader we're not celebrating, we are relieved. >> many of our colleagues on the other side are celebrating,

probably pretty happy about all this. but the american people are hurting. >> reporter: this is how the two senators from the tri state vote pat toomey, yes to repeal. democrat senators bob casey, bob in a now and then did he say, corey booker and chris kunes and tom carper voted no. in the meantime, gop senators are interested in moving on to other legislation, namely tax reform. reporting live in the sat center, jeanette reyes channel 6 "action news." >> there seems to be fighting between members of president trump's inner circle. anthony scaramucci is backtracking vulgar language he used to describe reince priebus. he described him as paranoid

schizophrenic. he described steve bannon as self interested. scaramucci said his only mistake was trusting a reporter. 6:06 a.m., a man is recovering after a stabbing in center city. it happened after a fight 100 block of race street in center city. the victim was rushed to the hospital in serious, but stable condition. the suspect was taken into custody neesh. police are look -- nearby. police are looking for a thief who broke into a mosque and stole cash from the donation box. he tried to do it again five days later on july 17, but failed because authorities moved the money into a safe. officials at the islamic society of greater philadelphia on the boulevard in northeast philadelphia, worry the suspect maybe a member praying alongside them. chris christie has personally moved on from the so-called beach gate situation

where he was pictured on the beach while the state closed others. he said the outcry has proven to be tougher on his children. he received widespread criticism for visiting the beach during a shut down. during the regular radio call-in show, the incident has upset his children more than anything else in the 8 years of office. his children blamed themselves for the controversy because they had planned the trip with their friends. a tea drinks change with stores across the region is closing and taking thousands of jobs with it. maribel aber is live at the cnn center with our market watch report. >> reporter: starbucks is closing because of reduced foot traffic. about 3,300 workers will be affected. starbucks said they can apply for jobs at the coffee shops.

around, low lying clouds, too, we'll get set for what will be a rainy afternoon and evening and rainy overnight. 72 philadelphia. 74 in wilmington, 74 in cape may. humidity leaves are high. future tracker 6 kind of overselling that rain down south right now, but as we go up to noon, it does look like we'll see clouds and sunny breaks and not a lot of rain. later in the afternoon, though, after about 3:00 p.m., 4:00 p.m., there's a chance of showers popping up that begin to dump an isolated heavy downpour. as we get up to 8:00 p.m. there's more of that. the model by 8:00 p.m. has most of the heaviest rain farther south to the region. i think there's a possibility this rides up during the even a little bit higher and farther north there is the indication of a break-away heavy downpour. again, by 11:00 p.m. this may b farther to the north spotty thunderstorms around in the

afternoon and evening, thicker heavier widespread stuff overnight. lehigh valley, rain can't be ruled out. 82 there. down the shore, low risk of rip currents today, high risk tomorrow. mostly cloudy rain arriving later in the day and evening. in philadelphia, 84, clouds getting thicker later and afternoon thunderstorm can't be ruled out. for the phillies, they will get the rain in, but bring rain gear just in case, if we're lucky we won't have that. 76 in the first pitch, 73 in the 9th inning. heavy rain building in in parts of the region in the overnight hours. an area of low pressure will be coming through giving us several issues. one to two inches of rain over the next 36 hours up north, two to four inches down south. coastal wind gusts tonight and tomorrow or higher, an isolated

jorell was killed after being thrown from the file ball ride. the fireball passed a 35 point inspection on wednesday morning with four inspectors signing off on it. manufacturer said cease operation of the ride until further notice. a power outage has forced evacuation of outer banks islands leaving tourists without air-conditioning or any place to eat. a construction crew hit a transmission cable cutting off power, it will be weeks before the repair can get through and get things back to normal, so there was nothing for anybody to do, but leave. workers found 77 pounds of

the schuylkill expressway southbound side by south street. they have moved it off the road. you start to hit the brakes around girard avenue. you're looking at the speeds in the 20s and less through the accident scene by south street. over on i-95 slowing on the southbound side with speeds in the 20s as you travel past allegheny avenue farther south we have an accident near tasker street toward the walt whitman bridge, emergency crews are taking out the right lane. volume is heavy, but the right lane is blocked is on the of penns landing. everything reopened morris road at store road. crash halfover -- hanover street at the industrial highway is gone. cherry hill, eastbound construction on 70 all lanes open heading toward 295 on this

friday morning. gop has been dealt another major blow in its attempt at healthcare reform. an early morning vote in the senate featured scaled back parts of the aca. >> reporter: it ended with a major defeat for president trump's agenda. in the overnight hours three senate republicans crossed party lines to vote no on the measure. 6 term senator john mccain who was last week diagnosed with brain cancer was among the three. the senate voted 49 to 51 to reject the skinny repeal that would kill parts of obama care. it leaves the trump administration without a legislative win 6 months into his presidency despite republicans having control of the house and senate. if the skinny bill became law,

specifically tax reform. jeanette reyes channel 6 "action news." >> three people are in custody after an exchange of gunfire between police and suspect in delaware. the confrontation happened on the 1100 block of west over road in wilmington, last night. new castle police responded to a robbery at a home. a suspect fired at an officer who was getting out of his patrol car. the officer returned fire and chased down the suspect who ran away. police located two other suspects involved in the robbery. a deadly crash in gloucster county, new jersey, remains under investigation this morning. chopper copper was over the 3100 block of delsea drive in franklin township last night. a minivan and car collided killing one and injuring another. no charges have been filed. new on "action news," yardley borough police have released a sketch of a child luring suspect. two boys say the man approached them on july 17 with another

child with them at the time. he asked the boys to get into his car so they could fish someplace else. the boys refused, the man and the child with them got back in the car and drove away. anyone with anonymous information can make a tip on the yardley police website. a bridal children opened its doors to make good on some of it's orders. the bankruptcy court judge granted permission for the business to reopen. customer's dresses were under lock and key when the store shut down two weeks ago. >> i'm relieved, i know my cousin the one getting married is super relieved. she has been worried the past couple of weeks. >> while many picked up their dresses some were not so fortunate. their losses will have to be worked out in bankruptcy court. >> let's turn to david murphy and talk about a stormy friday coming our way. >> reporter: heavy rains is a

big issue. we have heavy thunderstorms mixed in. storm tracker 6 live double scan shows you nothing going on, a shower moving out over the delaware bay more or less in the direction of cape may. it may fall a part before it gets there. looking outside, we have cloudy skies, it's gray and warm and muggy. we might see sunny breaks early and this afternoon the clouds get thicker and we're on the look out for a decent amount of rain. 72, the dewpoints 70. it's mug. mid 70s in the ocean water. future tracker 6 is overselling the rain down south right now, but i think the model is correct basically dry conditions through noon and there might be breaks of sunshine around then. we get up to 3:00 p.m., 4:00 p.m., you start to see the model put more moisture in place through 7:30 p.m. the heavier rain may push north and we'll get heavy spotty

hours, starting this afternoon into saturday afternoon we're looking at a a lot of rain. up north not as bad, one to two inches. 2 to 4 inches the farther south you go through south jersey and delaware. with all the recent rain this could lead to problems with flooding. that's what we expect this afternoon and into saturday afternoon. flash flooding is likely. roads creeks and extremes could be affected. as the low gets past us tonight and tomorrow, winds at the shore pick up. you could have gusts up to 35 miles per hour at the shore. we want you to avoid flooded areas whether on foot or behind the wheel. they will try to get races done in the poconos. could be wet today and saturday. sunday looks good for the motor cars. 76 down the shore, a high risk of rip currents tomorrow, 81 degrees late rain possible today.

picture at philadelphia international airport. you see the low cloud cover, that has led to a delay in flights. there's a traffic management in place, flights that are heading to philadelphia are remaining at their respective airports. until this clears up or they get a handle on all the flights coming in and going out. >> we have the usual morning slow down, let's go over to matt pellman good morning. >> reporter: today is national water park day with all the rain

coming in i think you can go outside and roll down the hill for the same effect. right now it's dry, but we have a bunch of issues like this crash along the schuylkill expressway eastbound side by south street pushed off to the side, but reflected in the travel time we're slowing for sure. the slowing starts east of montgomery drive and goes into the accident scene by south street as you head toward passyunk avenue. they are closing the bridge by passyunk pretty much all weekend long, stay on the platt bridge throughout the weekend. during the midday we have construction on the girard point bridge double decker along i-95 northbound side that will start around 9:00 a.m. today. i-95 right now slowing southbound speeds in the 20s from the betsy ross bridge into girard. we have a crash heading toward the walt whitman bridge taking out the right lane. no construction on the walt whitman bridge -- construction on the walt whitman bridge

itself, it's clearing out. we have a disabled vehicle spring house tavern at bethlehem pike at sumneytown pike. as we gearing up for rain we're recovering from the last round in northern delaware, roads flooded out piles ford road. way road is closed, as well. owls nest road let's go with that as the alternate around the two. airport road is closed over none such creek. commons boulevard gets you around that. >> a train crashed into a buffer in bars -- barcelona, spain. hundreds were injured. body cam video has been released by police after a crash in florida.

>> you're okay? >> officers spoke at length with the tennis legends movements after the crash. one video shows williams at fault for the fatal collision, williams was cleared of any wrong doing. an elderly man died from his injuries after the collision and that man's widow filed a wrongful death lawsuit against williams. brand new on "action news," a cancer painter is suing the division of motor vehicles for displim to -- humiliating treatment. an employee demanded that she remove her head scarf for a license photo. she refused to use an old photograph that she brought with her. another employee eventually intervened and produced a new license with the old photo. >> i'm not saying i deserve special treatment because i have cancer, but there was not one ounce of compassion at all. new jersey state law allows

people undergoing medical treatment to use old photographs for new licenses. new on "action news" a british driver totaled his ferrari one hour after buying it. all that remains is the melted rubble. the car was engulfed in flames when police got to the scene. the driver suffered minor cuts and bruises. his ego is probably not doing so well. road conditions were wet and that speeding was likely not a factor. >> let's get a preview of "good
