>> ♪ >> "action news." delaware valley's leading news program. with matt o'donnell, tamala edwards, karen rogers and meteorologist, david murphy. >> ♪ >> good morning. it's 5:00 a.m. on this tuesday september 26th. >> good morning everyone. we have breaking news. at least two dozen bullets are fired in north philadelphia leaving one person dead and two others injured. we are live on the scene. >> and a humanitarian disaster is unfolding right now in puerto rico as the island struggles in the aftermath of hurricane maria. the urgent plea for help. >> former president obama and vice president biden team up again, this time in delaware. an important cause brings them together. >> the bromance goes on. let's go on over to david and karen to take a look at your accuweather and your traffic. good morning. >> good morning. it's awesome to see those images of what hurricane maria did. in our area just some rip currents. >> a lot of those stores and things with the roofs ripped off looks like the sorts of

buildings we have around here. that is scary. all right, weather center imagery shows you we have maria down to our south. you can see the cloud cover, rain bands. most of that missing us although there is enough instability this morning where we are seeing some clouds pop up, maybe some fog. we'll check that out in a second. generally speaking we're looking at a mix of clouds and sun today. 66 degrees in trenton currently, 66 in allentown, 67 in reading, 66 in wilmington. at this early hour in millville 68 and 68 degrees in cape may. rolling through the day, it's going to be warm again. by noon, 80. by 3 o'clock, to 85 and i expect a high of 86 at about 4 o'clock this afternoon. and i'm posting a mix of clouds and sun pretty much all the way. partly cloudy tonight dipping to 80 degrees by 7 o'clock. on the bus stop this morning, it's not too bad for the kids. we've got a little bit of humidity factor going on out there but 66 degrees in the suburbs and 69 in center city. neither of those numbers all that bad. in terms of visibility so far so good in most spots. we have some gray showing up

on the map closer to the shore 2-mile visibility in toms river and down to one near the airport in atlantic city. everybody else looking pretty good but if fog does develop of course you always slow it down. karen we have that cooldown coming in the accuweather 7-day t i know there are a lot of people out there who can't wait for it. >> all right david. a major jam as the schuylkill westbound was shut down at 30th street for construction. things are looking a lot better but crews will return again tonight, tomorrow night through thursday night they're shutting the schuylkill down from 11:00 p.m. to 5:00 a.m. so they're restricting traffic starting at 9:00 and then completely shutting the schuylkill westbound at 30th street for the overnight hours the next few nights. burlington bristol bridge overnight construction has cleared. traffic is moving a lot better right there but we have issues on 95 northbound at 141. construction blocks all lanes on 95 northbound. they say they're going to be out there for another half an hour. stick to 295 instead. in wilmington two lanes are blocked on 495 northbound right near edgemoor road. let's go outside and check the

roosevelt boulevard extension. nice and quiet out there. that's your southbound traffic moving leisurely as you head towards the schuylkill, no problems and again the construction on the schuylkill cleared, matt. >> okay, karen, thank you. breaking this morning, three men sitting outside became targets of gunfire in north philadelphia overnight. more than a dozen bullets were fired and the man who died in the onslaught was found by neighbors in the bushes. "action news" reporter katherine scott is lie near the scene at personal place with the details. katherine. >> reporter: police are still trying to figure out exactly what happened here and what the motive was behind this triple shooting. right now the crime scene unit is on the scene here. police have been on the scene for hours overnight investigating this homicide triple shooting. you can see police -- well, this happened shortly before 1:00 a.m. on the 600 block of perth place and police have been here sings. spring garden apartments is the location. police originally thought this

was a double shooting. arriving officers found two men in the courtyard. they both had been shot. a 58-year-old man was hit in the leg and hip. he's in stable condition at hahnemann. the second man who is 26 was shot in the hip and is in critical condition. while police were here investigating a neighbor discovered a third victim a man in his late 20's or early 30's. he was lying in the bushes between buildings. he was shot in the back. police rushed him to hahnemann where he was pronounced dead shortly before 2:00 a.m. investigators are speaking with his family at the hospital. police say more than a dozen shots were fired from two separate weapons but that witnesses only described one shooter so he may have had two guns. police are hoping surveillance footage helps. >> found 14 spent shell casings and they are two separate size caliber so we know two semi automatic weapons were used. at this time from witnesses we're only being told that there was one shooter. the one shooter may have had two guns.

>> reporter: and there's not a detailed description of that shooter. witnesses only told police he was wearing dark clothing. he was wearing a mask and he took off on foot in an unknown direction. there are some surveillance cameras in the area so police are hoping to be able to pull some footage that can help in this investigation. we're live in north philadelphia, katherine scott, channel6 "action news. >> all right, katherine thank you for that. we've got new information about some breaking news that we brought you to yesterday morning. police have arrested two suspects for slashing the tire on an ambulance during a chaotic scene early monday morning in feltonville. authorities have arrested jesus borns and edward rios. police say it started when boring and rios snatched a purse on the 400 block of east wyoming avenue. another man chased after them but then the suspects turned on him and each man had a knife. the man under attack jumped into a philadelphia medic unit to escape but the suspects still allegedly stabbed him in the leg and punctured the ambulance's tire.

a dozen gunshots were fired along a south philadelphia street. one of those bullets hitting a teenager. police rushed the 19-year-old to the hospital in stable condition. the gunfire erupted around 12:30 this morning on the 1900 block of south cross keys street. investigators say dozens of bullets were fired. one hit the victim and another bullet hit the roof of a car. so far no word on the suspects or on a motive. >> now to the humanitarian disaster unfolding in the u.s. territory of puerto rico. the island's governor is begging for help saying most of the nearly 3.5 million survivors do not have enough food, fuel, fresh water or electricity. hurricane maria blew through nearly a week ago and neighborhoods are still flooded. the storm ripped hundreds of homes to sleds and now mudslides are leaving homes teetering on the edge. about 8,000 people have been evacuated because of fears dams near their home could collapse. fema's director arrived yesterday amid critics that federal aid has been slow the

agency says 700 fema personnel are on the ground in puerto rico and the u.s. virgin islands. president trump tweeted last night about puerto rico for the first time since thursday. the president said puerto rico is in deep trouble and that the island's old electrical grid was devastated. the president went on to say that puerto rico owes billions of dollars to wall street and the banks which sadly, he says, must be dealt with. food, water and medical -- medical help -- i guess that's all he says. food, water and medical are top priorities and doing well. >> former president barack obama and vice president joe biden teamed up in delaware. they both attended a reception last night for the beau biden foundation for the protection of children. both biden and obama talked about the importance of the work that the beau biden foundation does to ensure beau's vision of a world free from child abuse. happening today, recruiters are looking to fill hundreds of jobs coast to coast career fares will be holding a job fair at the courtyard philadelphia city

avenue. the event will go from 11:00 this morning until 2:00 in the afternoon admission is free if you're looking for a job we hope today is your day. >> i think i remember around this time yesterday, david, we were in the 70's. a little cooler. >> yeah, little bit, yeah. most of us are in the 60's and it will be probably a drop-off of about four or 5 degrees this afternoon in most neighborhoods. storm tracker6 live double scan shows you we're dry this morning. it is a bit on the humid side and warm certainly but, you know, in the 60's, not too bad planes at the gate with dry conditions down below and we're expecting some sun to mix with clouds as we get to sunrise a little later this morning. 66 degrees is your current temperature in allentown, 67 in reading, 67 in lancaster and similar numbers either 66 or 67 in trenton, philadelphia, wilmington. 69 in millville. and a pair of 68's at the airport in atlantic city and on the promenade in cape may this morning. satellite shows you that there is a bit more cloud cover around this morning than there was yesterday but thin enough

and sparse enough that most of us will see some sun. we also see a couple of rain bands coming in down in virginia off of maria which is creeping up the coast before it makes that shot out to sea down below us. sun and clouds up in the lehigh valley today. warm and humid, 87 degrees is your high. at the shore, well, sun mixing with clouds, 79 is the high and we still have that issue with rip currents. in fact, the national weather service suspects that we will continue to have a high risk of rip currents not only today but straight through thursday. so, throughout this period, don't swim in the water. maybe your toes get wet but that's about it. 86 is the high in philadelphia. yesterday we did get to 91 so a little bit less intense with the heat but still pretty warm and humid. you'll want cool drinks if you're working or playing outside. winds light five to 10 miles per hour. pretty similar forecast for the phillies and nationals tonight at 7:05. partly cloudy, a bit humid, 80 for the first pitch and 74 in the ninth inning and then overnight partly cloudy, 71. still warm and on the humid side. winds are calm tonight. after that, we're going for a

warm wednesday high of 88 degrees. but it's really one last day of this sort of heat as a cold front that's going to come in will start to knock those temperatures down and it's also actually going to come off the coast and kick maria out to sea, too, so we're not going to have to worry about maria other than those rip currents. behind that front though a blast of fall weather coming for late in the week. your exclusive accuweather 7-day forecast, today's high 86, warm and humid. tomorrow warm, still humid a high going up to 88 and then thursday that front comes through. it will be breezy, less humid, a high of 80 although i could see that temperature tumble in the afternoon and evening. look at the overnight low all the way down to 57 and then on friday, behind that front, sunny and nice, a high of 75 degrees as yom kippur arrives at sundown. then on saturday breezy and cooler, really feeling like football weather for that temple game. 69 degrees there. and sunday for the union contest and the phillies, fan appreciation day, 71 degrees is that high. 73 by monday.

>> ♪ >> welcome back. taking a live look here at the commodore barry bridge early, early, still dark out there. it's 5:14 and 67 degrees. >> at least we have the shining lights behind you there, karen, to brighten things up. >> yes, we do. i'm sure it brightens up your day to see those construction crews there slowing you down. maybe not. this is the schuylkill westbound at 202 and we still have construction out here. so, we had that big construction project schuylkill westbound at 30th street. that has cleared. all lanes were blocked there but the crews are still out here overnight and we can see they're blocking the right lane on the schuylkill westbound near 202 and they're now saying they could possibly be there as late as 8:00 a.m. so that's new. usually they clear early and

this would be causing some pretty big problems if it did stay out there until 8:00 a.m. you can see even at this early hour it's a little slow with that right lane being blocked on the schuylkill westbound at 202. we have an accident investigation going on right now. this is happening in pike creek new castle county, route seven at new linden hill road. so, watch for that. they had to shut down the road and you'll stick to route 41 as your alternate for that one. over here in new castle county, right on i-95 at 141, the overnight construction blocking all lanes until 5:30 on i-95. so everybody's being diverted off onto 295 instead. on the waze app we found someone reporting south 26th street in the city a car kind of stopped right there slowing things down a little. we've been watching for a little bit of patchy fog. not a major issue. certainly at philadelphia international airport, 10-mile visibility no problem but along the coast we're as low as 1 mile in atlantic city so be careful as you're headed out. a little bit of patchy fog. let's look at these temperatures. it's already 67 degrees, headed up to a warm and rather

sticky 86. feeling like summer another day, matt. >> indeed. thank you, karen. the republicans latest last gasp effort to repeal and replace the affordable care act appears to be dead. maine senator susan collins officially announced her opposition to the graham cassidy bill becoming the third republican to do so. the congressional budget office released a partial score of the new plan saying it would reduce the deficit by at least $133 billion but millions of people would lose health insurance. senator lindsey graham, the bill's co-author told cnn last night that they are going to press on. >> today marks one week since the 7.1 earthquake struck central mexico and the grim relentless job of digging through rubble in the search for victims, it goes on. mexican officials say the death toll has risen to 324 and that more than 350 buildings and homes are still in danger of collapsing. inspections continue on school buildings. as of now, only 103 of mexico city's nearly 9,000 schools

are safe to reopen. a wanted sex offender is back in jail after leading police on quite the dramatic chase in central florida. deputies tried to pull over the suspect on friday but he kept driving. so, officials used the pit maneuver to get his minivan to stop. the impact ended up sending the suspect's van into the median where it then flipped and crashed. deputies were able to arrest the suspect who was not injured. >> sixers training camp begins today. center joel embiid who was seen at the eagles game on sunday is still not clear for five on five play but he hopes to be ready for the season he or which is in three weeks. the phillies start a home series with the washington nationals last night. aaron nola allowed a two run drive in the second inning. the pitcher struck out nine walked two and allowed five hits in six innings. odubel herrera hit his 14th home run in the season in the fourth inning but it was not enough. the phillies lose three to one. the season is over for

eagles running back darren sproles. he hinted on social media he may come back next season. the 34-year-old suffered two injuries on one play against the giants on sunday. sproles tore his acl and broke a bone in his forearm. both injuries require surgery. >> he will be missed on the field. it is 5:18. to the rescue how two kayakers saved newborn puppies left to die in the river. >> researchers say the process of getting a flu shot goes more smoothly if you're happy about it. >> ♪

>> one week old puppies were plucked from a river in massachusetts. two men were kayaking on sunday when they heard whimpering. they found a bag floating in the water with the six puppies inside. >> oh, no. >> animal control officers say all of them are doing much better and they have already received offers from people who would like to adopt them.

>> time for the morning buzz. it looks like they're just out for a stroll but really it means a lot more. there's mounting speculation that things are on their way top and official as an engagement between prince harry and girlfriend actress megan markelle. the two made their first official appearance together. yesterday they hold hands while attending a wheelchair tennis event at prince harry's invictus games tour wounded veterans in toronto. justin trudeau also had a
