revelers will be there. first, vladimir putin and president-elect donald trump are reacting to the obama administration's decision to punish russia for its efforts to interfear in t interfere with the u.s. presidential election. hallie jackson is standing by. >> reporter: good morning. russia has been threatening now to hit back at the u.s., and today they're explaining how they might do it, by expelling the same number of diplomats that the u.s. did, and by shutting down the same number of government compounds in russia. in other words, it's russia's reciprocal retaliation after the obama administration's new sanctions. payback for putin. from the white house, slapping sanctions on russia for trying to interfere with the u.s. election, a punishment the next president isn't saying much about. yet. "it's time for our country to move on to bigger and better

things." donald trump says in a short statement. "nevertheless," he adds, he will meet with leaders of the intelligence community next week in order to be updated on the facts of the situation. multiple senior intelligence officials tell nbc news trump and his team have been briefed since mid-august about russia's attempts to interfere with the election, adding trump himself was told of "direct links" between moscow and the dnc e-mail hack. trump has resisted publicly acknowledging that link. >> could be somebody sitting on their bed that weighs 400 pounds. okay? you don't know who broke in to dnc. >> reporter: russia now furious over the new sanctions. the punishment includes forcing 35 russian diplomats out of the u.s. by the end of the weekend, going after two suspected russian hackers wanted by the fbi, and ordering two russian compounds, one in new york, one if maryland, accused of being used for spying, shut down today. the sanctions also

for what's described as harassment of american officials abroad, like this. video of what the state department in june called an unprovoked attack on a u.s. diplomat by a russian police officer. trump could reverse these sanctions once he takes office. the white house delivering a warning. he shouldn't. >> if the next president wants to lift sanctions against senior russian intelligence units, make it easier for them to interfere in our election process, he could do that but we just don't think that makes much sense. >> reporter: keep in mind though the top republicans in congress -- some of them, at least -- have come out in support of these sanctions, meaning that even if donald trump wanted to roll back the punishments, politically he may be boxed in. tamron? carson. >> hallie, there is a question about how much the president-elect knew about these sanctions prior to thursday's announcement. what can you tell us? >> i'll tell you this. a senior >> as senior intelligence official telling nbc news that th

snow. the last winter storm of 2016 arriving with force. the nor'easter piling up snow across new england. this morning more than 7 million people are under winter storm advisories. in massachusetts using new liquid deicer getting a head start before roads completely freeze over. in maine most of the state has a winter storm warning. and vermont an ice skater's paradise and a skier's, too. one resort says it got more snow thursday than all of last year. and in new hampshire -- chad has been plowing these windy roads for 19 years. >> what do you recommend to meme who are traveling? >> just go slow. take your time. >> for skiers this storm has been a long time coming. >> beyond excited. >> how does it

law enforcement agencies aren't taking any chances. here in times square there will be more officers on the ground than ever before. this morning new york city is getting ready for its annual bash. 1 million people planning on watching the ball from times square ringing in the new year with noise makers recollect confetti and massive security. >> we have reached the new level of the patrol strength. >> reporter: tomorrow night a record 7,000 uniformed and under cover police will be on the street. this year law enforcement is bringing in sand trucks and other vehicles to block off streets. cities across the country took similar steps, cement barricades. >> sad we have to do this type of stuff

>> reporter: in california police have their hands full with new year's celebrations taking place tomorrow night and rose parade on monday forcing them to come up with new tactics. >> we will be using water barriers. >> reporter: part of law enforcement strategy, a big show of force to create a deterrent and instill confidence. today security is being beefed up across europe. officers in germany arming themselves with machine guns. officials not taking any chances after vehicle attacks at a berlin christmas market this month. in london a higher police presence at buccaneer palace and local markets. back here in times square the public seems to support the work law enforcement is doing and don't seem worried. >> i think they are doing a great job anyway and enjoy it like we're enjoying it. >> reporter: new york law enforcement officials tell us there has been very little

recent days. they say they have visited 3,200 car and truck rental agencies asking managers to look out for anything suspicious. >> thank you very much. now a tragedy. a texas woman is dead and two daughters injured after they fell from a chair lift. officials say the three fell on thursday morning. they were taken to a nearby hospital. the woman died and one of the daughters has been released. a wild police chase in phoenix ended when police shot the suspect. officials say the pursuit began after an armed robbery at a convenience store. they say the suspect took off in a u haul truck and led police on a low speed chase. the chase ended when the suspect got out and apparently tried to carjack the vehicle in the next lane,pe

gotten on the road. what do you think of that now? >> i'm an idiot. you don't realize how much you drank until after the test comes. and then it is too late. god forbid i hurt somebody or kill somebody. >> reporter: we want to thank that group for helping us out and for being so honest. it is very hard to do that with the cameras around. remember, they knew they weren't driving home. that was all part of the experiment. authorities say the message is clear. when you have one drink you can be physically impaired and that we have seen so is your judgment after just one drink. if you are driving police say do not drink at all. not to mention you can get easily caught over the holidays as we approach the weekend police are really stepping up telling us they have dui patrols setting up check points everywhere. have a happy new year.
