the bill limits state and local deductions to $10,000 hitting high tax states like california, new jersey and new york. in chicago, some are rushing to prepay next year's taxes. they promised the tax code are so simple you can file on a form like a postcard. many say that's unlikely for this 500 page tax cut bill. the president branded this bill a middle class miracle. more than 80% will go to the top 1%. the white house said americans will begin seeing more money in their paychecks in february. lester? >> peter alexander at the white house. the tax overhaul may be done, but congress's end of the year to do list includes urgent matters like resolving funding for a major children's health chrns program and preventing a government shut down. money runs out on friday. as casey hunt reports, there is no time

mexico. the 78-year-old grandmother also lost. the father and 15-year-old davy injured and hospitalized. eight americans are among the dozen who died and another 18 hurt when a bus taking a tour overturned leaving some lying on the road. today mexican officials began processing charges against the driver who was injury and detained by authorities. a state prosecutor said preliminary findings indicate excessive speed and the driver's negligence caused the crash. >> my heart goes out to all the people. the lost loved ones. i could have been on the bus. >> it was part of a fleet transporting visitors. according to witnesses the crash happened on a clear day on a narrow two-lane road with no shoulder or guardrail. they often take excursions, but usually run by independent

company about the driver or the reported cause. the representatives along with royal caribbean said they are doing all they can to help their guests. ron motte, nbc news. >> there are new details in the other deadly crash. the amtrak train that derailed in washington state. ntsb investigators revealed a conductor was in the cab and say the brakes were eventually engaged automatically and not by the engineer. crews were finally able to move the 270,000 pound locomotive off the highway, but it's so large it became stuck at times. one of the most controversial figures in the catholic church has died. bernard law, forer boston arch bishop who resigned in disgrace over the sex abuse scandal passed away in rome at 66. the plans for his funeral are

that helped get her to the podium, usa gymnastics paid her to keep from going public with a painful secret. starting at 13, team doctor larry nasser sexually abused her. according to a lawsuit filed in california, the gold medal winner signed a nondisclosure agreement. she went to usa gymnastics looking for financial help with psychological treatments. >> you don't help someone by putting a gag on them. we know you were molested, but you can't talk about it. >> she went public in october saying i had a dream to go to the olympics and the things i endured to get there were unnecessary and disgusting. at the time usa gymnastics publicly commended marrone and others for their courage, writing in part because of their strength in coming forward, predators can be held accountable for their academieses. >> they would try to look good by acting like they wanted her to come forward. that

they are pilling for packages in a florida subdivision. in atlanta, david altmann got lucky he caught the suspect. >> i told my girlfriend to come look at this. i think he put the package down his pants. >> package theft flants are up 500% this year. the median price of a stolen package is $250. now law enforcement is cracking down. boston authorities recovering dozens of packages just this week. posting on facebook they placed bait packages with a gps inside. when you steal, you will be arrested. >> the theft happened right here. >> in burbank, california police arrested a porch pirate last week. >> it is a growing problem and we need to devote resources to the problem and hopefully see a decline in package thefts. >> consumer experts recommend to reroute the package to a secure
