mcauliffe made the announcement this morning followed by north carolina governor pat mccrory. this means state agencies will be helping local governments to get quicker responses. and the virginia national guard says its bringing up 500 soldiers to help out. they )ll be ready to go whenever and wherever they are needed. to pinpoint just when and where we )ll see the snow, let s turn to meteorologist myles henderson. rain, snow and wind... todays weather looks quiet. expect a nice mix of sun and clouds with nw winds at 5 to 15 mph. temperatures will start near 30 and warm into the upper 30s this afternoon. the big focus for the week is an area of low pressure near texas today that will track over the carolinas and off of the virginia coast for friday and saturday. precipitation will build in from sw to ne starting mid-morning friday.

drivers were on the road for five hours trying to get home. only one inch of snow and that s only a preview of the potentially historic blizzard to come. and just take a look at the shelves at a target in reston virginia -- people already cleaned out most of the bread isle -- and you can bet what you still see there -- is already gone. and look at this-- the vegetable display is completely cleared out at this kroger in carytown. plus-- shoppers say they had to wait in extremely long lines. and we know when we start talking about snow in hampton roads -- those staples at the stores fly off the shelves. newschannel 3 s stefania okolie is live at the farm fresh on 21-st street in norfolk. how is it looking there?

stocked on the shelves and pretty empty in the store to be totally honest. we were inside walking around-- the customers i did speak to say they were just doing their regular grocery shopping -- we will give you a look at the stocked shelves there plenty of bread water isle still full and not the kind of rush were seeing other places-- most people surprisingly told me their just not too concerned at this point yeah and we can hope that s the case for us here in hampton roads. regardless city officials are not gambling with this storm and neither should you. live in norfolk stefania

breaking news virginia beach police have arrested a man following a bomb threat at j-e-b little creek yesterday. 28-year-old khalid mohamed abdalla has been charged with making bomb threats. he s being held in the virginia beach correctional center without bond. police shut down parts of shore drive for hours last night after a suspicious package was discovered. this all started around five near gate five. the f-b-i is involved in the investigation. the base is operating

from new york all the way to what you )re seeing here -- a way. meteorologist myles henderson is moments away bring us. new details-- york county police say they arrested a man after he robbed a walgreen )s pharmacy in yorktown. it happened yesterday on route 17. officials say they quickly caught the robber-- but right now they are not sure if other drug stores in the area. and in virginia beach-- police are looking for the person that pharmacy there. it happened yesterday morning just after 10 on pacific avenue. officials say the man you see here walked into the store-- threatened employees-- and demanded drugs. once the robber got the drugs-- he took off. no one was hurt. if you know anything about this guy-- take action and call the crime line. on the military watch-- the navy could soon get rid of all of its gender-specific titles. the navy secretary has ordered the service to

consider removing any reference to "man." that means nearly two dozen names could go, including airman, yeoman and seaman. the change is part of a move to integrate women in all roles of the military. the pentagon has now been granted new legal authority allowing the military to go on the offensive against isis in afghanistan. according to u-s officials the change now means that u-s forces can actively pursue isis. before-- the rules required isis to pose a threat to u-s forces before they could initiate an attack. the afghan president said the amount of deaths is unspeakable and thinks the new rules are a good idea. afghan government officials say the isis branch there

the tricky part about the snow totals is the rain. we will likely see the first round of snow on friday, rain will melt it, then the second round saturday night. in addition to the snow and rain we will see very strong winds. winds will start to crank up on friday with gusts to near 30 mph. gusts could reach to 40+ mph on saturday. winds will start from the ne but shift to the north. this could create some coastal and tidal flooding issues,
