yesterday was chilly with highs in the 40s. this morning is partly cloudy and chilly with lows in the 30s. southerly winds are the issue for your monday and trick or treating this evening with gusts to 30 mph. however, that southerly wind warms us up to near 60 today. it will be a mild evening for the ghosts and goblins with mid 50s, a brisk breeze to 20 mph, and no rain. tonight remains in the mid 50s with a few clouds, and the wind diminishes to 10-15 mph. temps actually begin to rise into

new this morning: the red cross is helping a family of six... after a house fire damages their home. here are some pictures a red cross volunteer tweeted out overnight. we're told this happened at a home near 71st and medford on milwaukee's northwest side. right now-- fire officials are trying to figure what caused the home to catch fire. here's your chance t on the proposed milwaukee county budget that includes a $60 wheel tax.so far only a small crowd has spoken up -- and most are outraged over the cost.ann sterling is live with more. a finance committee has not moved forward with the budget, and there's not a lot of time left.the big issue is the proposed $60 wheel tax on vehicles. it's basilly a vehicle registration fee. milwaukee

recommended $1.18 billion spending plan for next year -- to boost declining transit operating funds... plus to pay for major transportation projects, including bus replacements, bridge and road repairs.according to abele, the wheel tax would generate about $27 million in revenue each year to help with the funding. but some drivers in milwaukee county say 60 dollars is too much. the hearing tonight begins at 6 p.m. right a performing arts on water st. the finance committee will then review and amend the budget proposal before eventually voting on it and sending it to the full county board. decision 2016 now... 8 days til election day... and wisconsin continues to draw attention from both, major party presidential campaigns. pete zervakis is live downtown with more on who's visiting this week.

campaign is bringing in several surrogates to campaign here this week. one name is very familiar to wisconsin voters: former u-s senator herb kohl will stump for clinton this morning on milwaukee's east side. he's also holding a news conference this afternoon in green bay. and tomorrow... clinton's running mate senator tim kaine will hold rallies in madison and appleton. meanwhile on the republican side... the gop ticket will appear together in eau claire mo governor mike pence are returning to wisconsin one week before election day... as polls continue to show them trailing clinton by single digits here. an emerson poll released last week had clinton up six points. on wednesday... the marquette law school will release its final poll ahead of next week's election. live...pz...

the man wanted in a string of violent crimes, including the

michael dale vance was shot and killed in a shootout with a trooper near leedey, oklahoma. sunday, vance had shot and wouned another officer, then fled in a car. officers pursued vance for about a half hour when he was approached by a state trooper. they had a shootout and vance died. authorities also believe vance did two facebook live videos documenting his run from police. both presidential campaigns will be watching for more information today from the fbi. the f-b-i has now start reviewing newly discovered emails possibly tied to hillary clinton's email investigation.f-b-i director james comey wrote a letter on friday saying emails "pertinent" to the clinton investigation had been found on a device belonging to disgraced former new york congressman anthony weiner. weiner's estranged wife is a top aide to clinton. in response, the senate democratic leader wrote a letter to comey saying he "appears to be aiding one
