good morning and welcome to 10 news this morning. i'm allison kropff. and i'm ian reitz. as leaders across the tampa bay area fight to get the rays to call their part of town "home," st. pete is working on perfecting its pitch to keep the team in the city. 10news reporter emerald morrow is live at tropicana field. emerald, the city has been working on proposals with

presented to city council. - yeah...this is a big moment for the city, because these plans could be the deciding factor on whether the rays stay right here in downtown st. pete. - and one of the biggest assets working in the city's favor right now is all the land down working in the city's favor right now is all the land down here. - there are 86 acres available for development...and the city wants to see much more than parking lots. - so if the city has will stay put and build their new stadium near the same place as the current one. - it would take up about 15 acres of land, leaving about 70 acres for redevelopment. - the city's economic leaders say this would be some sort of public-private partnership, and we'll likely see a mixed-use development that could include some combination of housing, retail, business and entertainment. - it's a huge opportunity that could bring in millions to the area each year, and city officials say we might not ever see another

even though the rays are a central part of this plan, city officials say this is about much more than baseball. they want to see a plan that's inclusive of everyone and one that will give people in the area social, ecic educational opportunities. but there are some people who already feel left out of this plan. i'll explain more for you coming up at 5:30. back to you. also happening at st. pete city council today. we'll get another update on the city's plan to fix its wastewater and storm water systems to prevent another massive sewage spill like what we saw after hurricane hermine. there have been talks of reopening the albert whitted plant, but that will depend on cost and how soon some of the equipment can

candidates are back on the campaign trail this morning, following last night's third and final debate. one of the most controversial moments of the night came when donald trump refused to say whether he'd accept the outcome of the general election. hillary clinton and trump went head to head for 90 minutes in l v on issues like russia, the economy, and immigration. they will both speak tonight at the alfred smith memorial foundation dinner in new york. the c-d-c is warning any pregnant women who have recently visited or lived in miami-dade county to get tested for the zika virus. this is whether or not they have symptoms. it recommends testing for those who have been in the county since august first. this is the only county in the u-s where mosquitoes have been spreading the virus. st. petersburg wants un update from

modified mosquitoes. this morning-- t- mobile customers feel cheated. turns out the carrier has been curbing your data for months-- slowing down your service once you reached a certain point, despite claiming to offer unlimited data plans. 10news reporter sarah hollenbeck is at a tampa t-mobile store at gandy and dale mabry. sarah, t-mobile is now forced to fork over millions of bucks. yes, 48 million in fines. the problem is t- mobile didn't tell it's customers about throttling their data. the fcc now cracking down on t-mobile for not clearly telling its unlimited plan customers that after using 26 gigabytes . they'll experience slower speeds. the agency says they've done better since june of 2015... but even then t- mobile simply posted a notice in teeny tiny print on their website. unlimited data plans are one big

its customer base to become the no. 3 wireless provider with 52.5 million customers. coming up at 5- can you be reimbursed? are you getting your money back? i'm digging into it now and will have an answer for you. allison... seven million dollars. that's how much damage port officials believe hurricane matthew caused to port canaveral. as of right now, reports show there were up to 3 million dollars in damage to buildings and possibly another four million in damage to port roads and channel areas. the damage could have been much worse if the hurricane had moved closer to shore. thankfully, the port was able to reopen quickly after the storm. right now, crews in los angeles are battling the fast- moving brush fire.

get worse today as temperatures are expected to hit near triple digits. homes are in danger as crews work to fight off the flames. homes are in danger as crews work to fight off the flames. the l-a fire department says the 20-acre fire started during a red flag warning in southern california. that's in effect until 8 tonight. dry conditions are expected to last through the weekend. cleanup continues in portland oregeon after this massive gas explosion. you can see all the damage on the street there in the shopping district. eight people officers and firefighters, but they are expected to be okay. firefighters were inside the building at the time of the explosion. others were in the surrounding buildings, helping people evacuate. investigators say the explosion happened less than a hour after a construction crew hit a gas line. the gas company is looking into what caused the gas to catch on fire. this is pretty

downtown tampa will be wrapped in pink this weekend. it's for national breast cancer awareness month. the american cancer society will be a holding a walk this saturday morning at amalie arena at 9:00. at the end, triple-a will be giving free roadside assistance to people who have car troubles. the american cancer society will be holding other walks across the bay area until the end of the month. to find one closest to you go to w-t-s-p dot com. a story that will pull at your heartstrings this morning. we know you are busy getting ready, but come over to your t-v for a moment and take a look at this picture. a photographer captured this moment at leesburg high school in florida. it's of a 16-year- old teen rising from his wheelchair to honor the american flag during his school's homecoming parade. the teen has spina bifida and hasn't been able to walk or stand most of his life. the picture has gone viral since it was posted. the photographer, who is the teen's uncle, says no one knew he was going to do that. a texas police officer is being

the storm is off in the china sea. right now, it isn't know how many people were killed or hurt when the typhoon hit. this is really scary video out of miami. one person is dead after a crane collapsed in the brickell area. several other people are hurt. it happened around five wednesday afternoon at a high rise that is under construction. an investigation into what may have made the crane collapse is underway. thsi morning.. we know one te that is headed to the world series. the cleveland indians will represent the american league! they beat the toronto blue jays in game five wednesday night to punch their ticket. part of the indians success has come from former rays player brandon guyer when he was traded away in august. and we can't forget about the national league. this is a really exciting series.. and it's now tied at two games after the cubs beat the dodgers 10 to two wednesday in los angeles. game five is tonight also in l-a.. 10 sports will have

good morning, it's i'm allison kropff. and i'm ian reitz. after months of working on proposals to keep the rays in downtown st. pete, city leaders are ready to present their master plans for the trop to city council. 10news reporter emerald morrow is live at the trop this morning. emerald, the city plans on redeveloping the area around the trop if the rays stay and even if they don't. - yeah, they obviously want to ke here...and feel this is going to be in the best interest of the city... - but even if the rays decide they want to move to another part of hillsborough county...we're still going to see a big change in what this part of the downtown area looks like. - and today, consultants and economic leaders in the city will present to city council the master plans they've been working on for a while now. - council will see three different
