good morning, it's i'm allison kropff. and i'm ian reitz. after months of working on proposals to keep the rays in downtown st. pete, city leaders are ready to present their master plans for the trop to city council. 10news reporter emerald morrow is live at the trop this morning. emerald, the city plans on redeveloping the area around the trop if the rays stay and even if they don't. - yeah, they obviously want to ke here...and feel this is going to be in the best interest of the city... - but even if the rays decide they want to move to another part of hillsborough county...we're still going to see a big change in what this part of the downtown area looks like. - and today, consultants and economic leaders in the city will present to city council the master plans they've been working on for a while now. - council will see three different

suggestions on what to do with the 85 or so acres available for redevelopment around the trop. - in any option officials choose, they want to see a public-private partnership that will really build up resources and opportunities for people in the area. - we'll likely see a mixed use development with housing, retail and entertainment... - but there are some critics of this plan.... - three decades ago, the city used eminent domain to displace lots of people and businesses for the current tropicana fielan community members describe as a thriving african american community...and there are many who remain skeptical about what the city wants to do. - but the city says it is conscious of these concerns...and any new developments placed down here around the trop will reflect what the community wants. - and we'll talk about how the city plans to do this, coming up at 6. - back to you. hillary clinton and donald trump will be back in the same room again tonight, just one day after their

debate. they both will be speaking at an annual charity dinner for the archdiocese of new york. while their discussion wednesday night focused mainly on the issues, there were some fireworks. one of the most controversial moments of the night came when donald trump refused to say whether he'd accept the outcome of the general election. this morning we're hearing from witnesses who were there for the take down of an escaped prisoner who abducted a corrections officer while fleeing polk county. it happened on wednesday bartow. pinellas deputies located 42-year-old david later near kenneth city in pinellas county. investigators say deputies attempted to pull over the stolen truck ross took to escape when he took off on foot. ross is in the pinellas county jail this morning waiting to make his first appearance on a whole new set of

handcuff key and resisting an officer before he can be transferred back to state custody. ross was scheduled for release in 2019. but now will likely serve much longer. this story has a lot of you talking this morning. t-mobile is being slapped with a 48 million dollar fine for not telling customers with unlimited data that once they used too much, their service would slow down. 10news reporter sarah hollenbeck is live at the t-mobile store at gandy and dale mabry in tampa. sarah, will customers see any of that money? no, and that's why so many people are talking about it this morning. t-mobile is offering customers a 20% discount on a phone accessory and an extra 4gb of data for their plan -- but not everyone will qualify and those who do will find out over the next 2 months. the country's 3rd biggest service provider is in hot water with the fcc. they aren't in trouble for limiting your data, but insted: not telling

presidential candidates and their surrogates are back on the campaign trail in key states...following wednesday's third and final debate. hillary clinton and donald trump went toe to toe for 90 minutes in las vegas on issues like russia, the economy and immigration. the most controversial moment of night came when trump refused to say whether he would accept the outcome of the election should he lose. that immediately drew criticism from lawmakers on both sides of the aisle. did you know that cell phone carriers often throttle you, or slow your service, if you exceed a certain threshold or go over your datan? the f-c-c just fined t-mobile $48 million dollars for not clearly telling its unlimited plan customers that after using 26 gigabytes . they'll experience slower speeds. the agency says they've done better since june of 2015 when they posted it in small print on their website. bon't expect a credit to your account. the company is instead offering a 20percent discount to one accessory in its stores. you've heard the saying "see a penny, pick it up all day

save the life a three-year-old boy who was having a seizure and stopped breathing outside a fastfood restaurant. it was all caught on this police dash cam. he told the boy's father to do chest compressions while he got a c-p-r mask. when he got back, he delivered rescue breaths and the boy was breathign again moments later. the two were reunited for the first time since the incident. the officer says he is being called a hero, buhe he is being called a hero, but he says he

exercise may help retain memory. thats the finding of a canadian study that tested senior citizens who already had memory loss and thinking problems. after six months, researchers found seniors who exercised showed a small improvement in memory compared to those who were not active. millennials are getting into the spirit of halloween. the national retail federation says 18 to 34 year olds are the most likely of all adults to celebrate this year. they're also the biggest spenders on halloween costumes. an average of 42 dollars compared to 31 dollars for all adults. a police officer in poland gets a surprising...and possibly unwanted friend. a woodpecker was caught on camera sitting on the shoulder of a police offcer. as you can see, he is pecking at his shoulder and neck. the officer laughs as the hungry bird mistakes him for a
