good morning and welcome to 10 news this morning. i'm allison kropff. and i'm ian reitz. you've heard all about uber and lyft's fight to stay in tampa bay. hillsborough county's public transportation commission has stacked one rule on top of the next for ridesharing companies.

water again. 10news reporter sarah hollenbeck is at the county center. sarah, this morning the commission's future will be debated. yes-- mayor bob buckhorn has called the ptc "a dinosaur" that needs to be "extinct". the county attorney has cut ties with the organization. and now the transportation committee's future is up in the air. several hillsborough county leaders are questioning the integrity and character of the public transportation committee this morning. they're the organization that regulates taxi cabs, limos, ambulances and ride sharing companies. they've been under fire recently because they've tried to regulate uber and lyft so much that the organizations have threatened to leave tampa. last year, a number of tampa bay-area lawmakers tried to get rid of the ptc, but failed to pass a bill.

town or be picked up from the airport, what will this morning's meeting mean for you and for those ride sharing companies? i'm getting to the bottom of that in 30 minutes. ian..... two more weeks to go until election day. both hillary clinton and donald trump will hold rallies in florida today. clinton will be in tampa tomorrow. during his visit to tampa on monday, trump continued his attacks on clinton. he also continued his attacks on the media saying the election is rigged in clinton's favor. people in more than 30 states are already voting. so far, nearly 5 million ballots have been cast. a cnn-orc poll shows trump trailing clinton by 5 points nationally among likely voters. big changes could be coming to the downtown tampa skyline. that's if the city approves a re- zoning plan that would allow developers to start building. 10news reporter emerald morrow is live in downtown tampa this morning. emerald, what could we see if this new development is

we'll see all sorts of new buildings sprouting up along the tampa skyline. and they would all be focused around making the hillsborough river the center of the city. this is what we're used to seeing when we look up in the sky in tampa. it's absolutely beautiful, but the hillsborough realty company wants to take it up a notch. owners are asking the city to re-zone six acres near the kennedy boulevard bridge across from the university of tampa for a mixed-use development... it would include three huge towers that would be used for office space, retail, housing and parking. and a lot of people we talked to say they think this would be great for the downtown area...especially if it means more jobs and bringing people

but, of course, no major project like this goes up without questions. and one of the biggest people have about putting a massive development like this up in the city is about the traffic burden it could place on an already congested area. i'll have what the company is saying, coming up at 5:30. investigators are finding out more about what happened moments before this tour bus crashed into a tractor trailer. california officials say the tour bus driver, who was one out of 13 who died in the crash, did not brake before slamming into a they think that's the case because of how powerful the impact was and the fact that there were no skid marks. also today -- two more victims have been identified. as of right now, only two passengers, a man and a woman, are left to be identified. the department of justice is giving back to those who helped respond to the pulse nightclub shooting. the city of orlando approved a grant of more than 316 thousand dollars from the department of justice. a big portion of that money will help cover nearly six thousand hours in overtime law enforcement officers worked

and the days after. this is scary. an investigation is underway this morning after one man died and two others were hurt after a scaffolding collapsed in hollywood, florida. that's between fort lauderdale and miami. investigators say the scaffolding collapsed 40-feet above the ground. the men were painting a mural on a building when it happened. disabled veterans will now be able to park for free at port canaveral. port commissioners approved the free parking plan that will save them 16 dollar long as they have a disabled veterans license plate. until now, the port only waived parking fees at its cruise terminal garages for cars transporting a disabled person which have special equipment, like ramps or lifts. subway is facing a lawsuit this morning. it comes from the former subway pitchman jared fogle's ex-wife, kathleen mclaughlin. she is suing subway for several things including, invasion of privacy she claims the restaurant chain was told three different times

2011 that fogle had expressed sexual interest in children. she says subway continued to promote him despite multiple allegations. she claims she never knew about the allegations until after the f-b-i raided her home last year. with 15 billion dollars on the line, today is an important deadline in the volkswagen emissions scandal. a judge must decide whether to approve the largest vehicle settlement in u-s history. the company admitted technology inside cars could cheat emissions tests therefore allowing dirty cars on the road. if approved, the money would be used to buy back or repair hundreds of thousands of cars. you might not you might not like to hear this. it's soon going to cost you more to buy avocadoes. there's a shortage in mexico and it's causing the prices to go up. prices are now double and in some cases triple what they were a year ago. experts say high prices for avocados at supermarkets could stick around until after the super bowl when demand for guacamole hits a peak.

you may have seen this story on your facebook feed. a boy in atlanta wakes up from a coma speaking spanish instead of english. some of his friends speak spanish but he had never spoken it before! 16-year-old reuben was kicked in the head during a soccer game and had to be airlifted to the hospital. it was his third concussion. researchers with the c-d-c say traumatic brain injuries can cause changes in language. as he's recovering, reuben has started speaking english again. this has a lot of people talking this morning. you may know the florida georgia rivalry game as the worlds largest cocktail party.. but don't call it that anymore. the game played in jacksonville will now be known as "the river city showdown." both schools decided on the name to get away fro the

nickname which has stuck since the 1950's. a lot of reaction on twitter about this.. and people are not happy about it. this will put a smile on your face this morning.. parents of 89 students at an elementary school in iowa, were given a big helping hand from arrowhead motel owner jerry fenton recently. fenton donated about 700 dollars to the school to cover all overdue lunch balances. fenton originally got the idea to donate to his alma mater from a facebook post by a mother in texas who paid for her son's classmates' lunch fees after finding out his family lost their job. the outstanding balance was 458

completely different. that's if a company gets permission to build a massive, mixed-use development right in the heart of downtown. 10news reporter emerald morrow is live in downtown tampa this morning. emerald, this new development could mean a lot of new jobs for the area, but there are some concerns about traffic. yeah, it only takes one drive through this area during rush hour to know it can really be a mess trying to get around. so adding in new developments with space for business, housing and retail that would bring more people and more cars just means traffic would only get worse. but developers have apparently already anticipated this discussion...and have included room for parking in their project designs. the hillsborough river realty company wants to build on the riverfront next to the university of tampa... and developers' plan includes three huge towers...two of which would be connected. as far as parking, they're making room for that behind the christian science
