cuba. -- all eyes are on sandy this morning. it sounds cuba with sustained winds of 114 miles per hour. it turned deadly overnight killing two people in haiti and jamaica. 07% of jamaica is without electricity this morning. -- 70% of jamaica is without electricity this morning. parts of florida are under a tropical storm warning. good morning again. i'm sarah simmons. >> i'm still wisdom and that is still tucker. >> thought we were going to go right to tucker. >> i'm just getting an update here. let's go back to it real quick and just show you. an eye developed there late yesterday afternoon during the evening showers. that tells us the storm is intensifying. still a pretty strong storm. bahamas are next and we have to watchhis as we get into the end of the weekend and early next week as it may be a player in our forecast. i'll have more details in just a minute.

time to do traffic. i was like wow, that was short weather. on the roads, we are dealing with an accident that remains under investigation and will be for some time now. john mar drive blocked off in each direction at backlick road until further notice. 395 not a bad trip at all. lanes are open past duke street and out to the 14th street bridge. both the express lanes and main line, traffic running smoothly out to the potomac. southbound 270, no problems to report coming in out of germantown a an easy trip headed through gaithersburg back out towards rockville. that's a check of your fox 5 on-timetraffic. imetraffic. the big story this morning, a major shake-up in the re- election campaign of virginia congressman jim moran. >> his son patrick who is also his field director has resigned after he was caught on tape discussing a voter fraud scheme. melanie alnwick is in the newsroom with more. >> reporter: a conservative group rehosed the undercover

video yesterday and within hours, patrick moran resigned. now, the resignation coincidentally comes just one day after congressman moran himself called the department. justice to investigate voter fraud in harrisonburg, virginia. now, the undercover video, undercover reporter goes up to patrick moran at a cozy restaurant just a block from the campaign headquarters and tells him he needs help coming up with a scheme to cast ballots in the name of 100 voters who rarely show up at the polls. in the 1-minute video, moran expresses doubt about the man and seems to be humoring the reporter. he doesn't dismiss him. he suggests fake utility bills would do the trick. he also warns the guy that the new voter i. d. laws would make it tough for to pull off the fraud and he suggests he puts his energy in getting those supposed nonvoters to the poll. that isn't getting patrick moran off the hook. >> even if all he was doing was humoring what he thought was an overzealous supporter, you don't do it that way.

web site. president obama racks up the freak flyer miles today as the cross-country campaign tour hits four more states. the president begins his day with a rally in tampa, florida. a stump peach early this afternoon in richmond, virginia. he is off to chicago after that to cast hi pal lot in early voting and a nighttime rally in ohio. governor mitt romney will also lend spent his whole day in ohio making three stops on a bus tour. the president traveled more than 5,000 miles before his campaign day was done yesterday. one stop in l.a. to be on the tonight show and the president got in a dig at romney when asked whether he favored detroit or san francisco in the world series. mr.obama said he didn't want detroit to go bankrupt and was partial to the tigers. the president also used the appearance to poke fun at donald trump who yesterday challenged the president to release all of his college and passport records in exchange for trump making a $5 million donation to a charity of the president's choice. just a reminder to tune in

the trial for a texas day care worker accused of leaving six children ahone when a fire broke out is now under way.

jessica tata is facing four counts of murder. prosecutors say the six children were left unattended inside the day care with a pan of burning oil on the stove last year. a fire broke out killing four of the children. the defense says it was a tragic accident. the state is asking the jury to convict her of murder. anumber of people are speaking out after a controversial comment by hitch arrested mourdock. he said as tragic as a pregnancy by rape may be, it was the creation of life as god intended. he tried to clarify suggesting the statement was made out of context. >> i did not intend to suggest that god wants rape, that god pushes people to rape, that god wants to support or condone evil in any way because that goes against the strongest base of my faith. >> and that visit to the tonight show, we told you about a few minutes ago, president obama took a moment to speak

the next couple of days. not a bad start. 62 in town. 64 in annapolis. off to the north and west, temperatures still hanging out in the upper 50s and low 60s. 61 out at dulles. 52 in frederick. relatively nice start to the day. might see a little fog develop in a few spots. certainly a possibility here over the next few hours until we get the sun up to kind of mick up the atmosphere. so that is the worst of the forecast today. otherwise, got a little back door cold front. you can't really see it very well. there is cloud cover off to the north and east and the front sliding through from the north and east and so the temperatures will be a little bit cooler today. i think you will feel that easterly wind coming off the ocean. it will feel just a little cooler than yesterday. you can see we don't have a lot of weather features here locally at this hour. this is the big weather story of the day. that is hurricane sandy now emerging off the northern shore of cuba. this is cuba. overnight, it became a category

two hurricane. you can see the eye very visible on our satellite picture. as it gets back over water, maybe intensifying further. already, we have tropical storm warnings for southeast floored t look like it will lift up off the coast but towards the mid- atlantic as we get into the end of the weekend. it could interact with a cold front, a pretty strong cold front moving towards the washington area and that -- there is still a lot of questions marks but that could give us a runny period around the end of the weekend and early next week. we are not expecting to be hit by a hurricane here locally but we could have some of the effects from that storm as we get into the end of the weekend. 75 for us today. winds out of the east here at five. still mild for this time of year. average daytime high should be in the 60s. we'll taken the bonus weather while we can get it.

county police department has launch an internal investigation after we started asking questions about this amateur video. it shows an encounter between an officer anded a man at appear apartment complex in the fairland section of the county. fox 5's john henrehan has the story. >> reporter: the afternoonent counter shows a dispute between a young man and three police officers. the videographer said he heard yelling from the officer landed the blow. the argument started over a cigarette. >> he was screaming. he was being really aggressive. and i initially heard him screaming about a cigarette. he want the the guy to put his cigarette out. obviously, the first two officers had no problem with it because he was smoking. but this third officer, he had a problem with t he was stay

saying he doesn't like the way it smells. it bothers him. the gentleman decided he wasn't going to put it out and that is where it escalated. >> reporter: police confirmed they sent units to an apartment complex on tea barredden circle because of a call over a dispute over the openership of a cell phone. the video shows one of officers putting on gloves, pull south what appears to be a flashlight, kneeling down and poking the man in the back. after getting the detained man to sit back down, the statement officer begins a scuffle with the civilian, at one point pulling on the man's dread locked hair until the civilian breaks away. a few seconds later the policeman clouds the man across the chest and belly. we showed it though cap pain paul starks. >> that is just wrong, isn't it? >> if that is what occurred, that is not within our training and it doesn't hook good on this tape. but i want to hear from that

tropical storm warning and, if it turns north, it could come up the east coast and mick with colder weather to bring snow to the northeast and possibly rain for halloween, that is right? >> no, before halloween. the snow would be in the mound it be as out to the west. not going to get the metro area. -- the snow would be in the mountains out to the west. a lot of crazy talk about worse case scenarios. it could be a big mayer in our weather for the end of the weekend into el -- it could be a big player in our weather for the end of the weekend into the beginning of the week. the weekend depends on sandy. where will sandy go? still a lot of question marks about that. but it could certainly be, as i mentioned, a big player here. it is now a category two hurricane.

-- and partly to mostly sunny conditions. sandy is on the move. we now have tropical storm warnings for parts of eastern, southeastern florida. that is the big change here and we'll continue to kind of track off to the north and to the north and east. there is really two different ideas on where the storm may eventually move. here is the latest again. 105miles per hour now off to the north at 18. pressure up just a little as it has been moving over land area. one set ofenning is that the storm will track fairly close to the eastern so board as we get into the weekend. the other set of computer models suggest it could be further east. so it has pushed it right down the middle f it were to truck a little further to the west, a little closer to land areas, it could interact with a cold front which will be moving through and that could spark some forks around here as far as very heavy rains late sunday and monday and very gusty wind and our beach community would take a beating with that storm. 75 today. partly sunny skies.
