i'm pat kiernan with a new york 1 minute. republican frontrunner donald trump squared off with surging rival ted cruz at the latest gop presidential debate last night. cruz brought up new york city as he questioned trump's conservativcredentials. trump defended the city, and wondered if cruz can even be president since he was born in canada. four of the teenagers arrested in connection with an alleged gang rape in brooklyn have been released, though they still face charges. prosecutors had to let them out of jail because an indictment has not yet been filed. investigators are still collecting evidence in the case. the number of substantiated complaints against city cops took a major jump in 2015. the civilian complaint review board says more video evidence is one of the reasons it was able to validate 70 percent more complaints last year than in 2014. and ben mcadoo is set to meet reporters today for the first time since being named the new head coach of the giants.

work to gather more evidence in the case. the boyse stilfacing rape charges. but under the law, they had to be released from jail if they weren't indicted within five days of their arrests. prosecutors have six months to file an indictment or the case will be dropped. 15 year old shaquell cooper is being held on an unrelated assault charge from last year. the teens are accused of attacking the woman in osborn park last thursday. but defense attorneys say cell phone video shows the woman laughing and smiling as the teens approached the attorney for 14 year old denzel murray says the teen should be allowed to live a normal life for now. "i'm of the belief that you have to hold your head high, particularly if you're innocent, and live your narrative. i don't think he should shy away from doing anything that's important, such as school and being a family member." prosecutors are still waiting for the results of toxicology reports and dna testing. police are also searching

three of the boys' the city has seen a huge spike in the number of substantiated complaints against cops. numbers from the civilian complaint review board show a 70 percent jump in proven complaints between 2014 and 2015. thirty percent of complaints submitted in december 2015 were validated. that's the highest monthly rate in the review board's 23 year history. accordinto thedaily news, thboard credits stronger investigations and the availability of more video evidence for the spike. a police spokesman tells the paper the higher numbers are a sign of better new york city was a surprisingly hot topic at last night's republican presidential debate, as the event turned into a battle between the top two candidates. donaltrumpnd texas senator ted cruzereamong the seven republicans who took the stage in south

governor cuomo names one of mayor de blasio's political rivals to oversee city homeless shelters. it comes as de blasio works to overhaul the city's the municipal building is looming large over city hall. because inside it is the office of the city comptroller: scott stringer. "listen i work with the people who work with me. i have had discussions with governor cuomo on the shelter system, but they are not political discussions." stringer had a starring role in governor cuomo's state of the state speech on wednesday.... "controller scott stringer will review and inspect the new york city shelter system and we thank him very much. controller stringer. applause..." the city comptroller is now charged by the mayor's major political rival to inspect city homeless shelters -- a blatant check on hizzoner just as he was in the process of overhauling how the city handles homelessness. "we're not here to throw road blocks into the system. my job is to assess

issues within the facilities and then to work with commissioner banks and the adminsitration to make things better." for now, it's unclear how this will work. stringer argues he has sent his team into shelters before -- uncovering violations and dangerous conditions. but that was on a much smaller scale -- a random sample of 155 shelters. the city has about 700 shelters. "do you have the resources to send an inspector into every city shelter?" "we will assess that financial situation." the governor's office says if stringer uncovers dangerous conditions, the nypd will be called into shelters, and the state could move to close facilities or replace operators. we asked cuomo's office if directly to him, a spokeswoman said he would "administration." now with this new oversight come could question the comptroller's own political motivation, considering he has often

cvs pharmacies around the state will soon be able to sell a heroin antidote without a prescription. the deal with the state health department means naloxone will be made available at nearly 500 cvs stores statewide. the state health commissioner says the move is part of an effort to lower the number of heroin-related deaths and put users on the road to recovery. naloxone goes by the brand name narcanandhas been ud by ambulae crews and emergency rooms for decades. it temporarily blocks the effects of heroin, and helps the user regain consciousness. but anyone who takes it is urged to the giants are set to officially introduce their new head coach today yesterday, the team confirmed that it has promoted offensive coordinator ben mcadoo to replace tom coughlin. mcadoo
