sarasota and mid 60s in polk county going all the way down into highlands county. look at the -- wait a minute. that is wrong. it is not 63 degrees warmer in wesley chapel. but look. let's look at these numbers. brooksville to crystal river, eight to 11 degrees warmer than it was yesterday at this time. seven degrees warmer in leesburg so you with the northeast wind, keeping it warm for us and that warm northeast wind, which by the way will be a bit breezy overall today is going to help to bring us back up, i'm thinking maybe some spots in the mid 80s for the later today. just a couple of minor differences from yesterday. one, it will be breezier than it was in the northeast winds, maybe 15 to 20 miles per hour at times and number two, we're going to get more sunshine.

cloud cover over south florida. yet in central florida, we have beautiful sunshine to start things off. if you rewind to yesterday, we had all that cloud cover around so today, more sunshine, brisk little northeast winds. together that's going to bring us in the mid 80s. we'll post a high around 84 degrees for a temperature later today. by the way, we're so close to the sunrise at 7:30. i don't know why i looked a watch on and i don't. low temperature around 67 degrees. a beautiful sunrise is going to be at 6:50. clouds and sunshine, more warmth tomorrow with your high temperature around 85 degrees. boaters, please be careful because we do have small craft advisories for today and i think they're going to extend into tomorrow as well.

temperature has dipped back to 74 degrees. a high tide at 12:22 and the next seven days, no significant rain and here's the thing i'm going to tell you. we don't have any like oppressive humidity as well. it's really steady as she goes, all the way through halloween with highs in the mid 80s and lows in the mid to upper 60s. >>vanessa: all right. thanks. and we're still watching u.s. 19 south of tarpon avenue at that had that crash still working. you see sky fox showing delays through the area. same lane blocks as before. and i'm seeing some movement. actually starting to see the center and right lanes picking up. i wonder if they've cleared it out. that could be good news. i'm going to double check and make sure i'm seeing this correctly as we scan the area. yeah. i think that's clear. that's good news for folks heading out the door. looks like we might have some lingering delays in the area.

you're going to be leaving in a couple of minutes. that's 19 northbound near tarpon. we'll check out the major roadways. usual congestion seen here, southbound 275 coming into the interchange. westbound i-4 also looks pretty normal this time of morning. 14 minutes from branch forbes to 75 and then some moderate congestion we're seeing here. southbound on 75, plan for about 13 minutes spent driving between bruce b downs and i-4. >>laura: new this morning, a warning about that halloween makeup that kids wear as part of their costume. >>russell: that makeup could contain heavy metals. this is according to a recent study of 48 different types of makeup done by the breast cancer fund. researchers analyzed all the makeup, specifically marketed toward kids. of the 48 types of makeup, the group found at least one toxic heavy metal and nearly half of them. nine samples found lead. even a small amount of lead

but listen to this. they're going to start an hour earlier because there's an unusual threat of rain. the first pitch ln -- will be at 7:08. you can watch on fox 13. pitching staff has been incredible this post season. nine games so far, 15 runs given up, four wins have been shutouts tying a post season record and only a few other teams have done that. onto hockey, lightning beat the maple leafs l point. 7-3. steven stamkos had two goals and two assists matching a career high with four points in the game. he's from toronto. he chose to stay in tampa bay instead of returning home to play when he had a chance to bolt during the offseason. you have to look at this, though. bolts goalie ben bishop was hit in the face on a shot by toronto peter holland.

(russell) we all work hard for our money. for some, it's >>russell: you know the song "we work hard for the money." for some it's more than enough and for others, it's barely enough to pay the bills and the rest of folks are going into debt. geoff simon in to things. good morning. >> how are you? >>russell: good. good to see you. let's start with spending. i mean, you know, there's situations people get into that they can't help but there are some things you can do, right? start with spending. >> sure. let's talk about spending. people, you know, the important thing is not to spend more than you have and the good news is, about half of the people in florida, about 48% of the population, are actually

that's about 48% are doing better than they're spending. about 34% are right at that sort o break even, they're bringing in the same amount of money they're shipping out or that they're spending. but there are 18% of the folks out there who are actually spending more than they're making and they're getting into debt every month. and you know, you can't make that up in volume. the more you spend, the less you make. eventually that's going to catch up to things were so bad, we talked about bankruptcies and what people were doing and that was the only way out for a lot of people. where are we with bankruptcies these days? >> bankruptcy has been a disaster in florida. florida is one of the worst states hit during the great recession as you pointed out, but it's improved a lot. if you take a look at 2010, sort of at the height of the great recession, there were 113,000 pa bankruptcies in the state of florida.

2012, that was down to 80,000 and 2015, it's down to 56. the rate of bankruptcy is literally dropped in half. that's a great sign. so people are doing better but 56,000 still pretty significant number but it's much better than we saw just five years ago. >>russell: and i apologize for springing a question on you you may not know. 56,000 still sounds like a lot to me. is there a normal rate of bankruptcy? >> i'm you. >>russell: is there a normal rate of numbers for bankruptcy? >> if you look at where we were in 2006, the bankruptcy rate in florida was about 25,000 so we're still twice as high as we were back then. 56 is a big number. you also have to take into consideration that the state's population has grown substantially since 2006 so that sort of accounts for some numbers. but we're still a little high. not everyone has recovered fully

2010. >>russell: what about rainy day fund? you know, we all hope we can have one. you know, like if something goes wrong in our lives, how are we on that? >> that's an important thing to keep in mind. most people realize things could go bad and you need some reserves. when it comes to rainy day funds, only half the folks in the state of florida have a reserve set aside which is typically six months of living expenses if you lose your job or have a health emergency. that again, during the recession, that was even a lower number. right now about half the people in the state of florida say they have enough to get by for six month period of time if there is some sort of emergency like losing a job. >>russell: a lot of folks, all of us learned a hard lesson. all right. hey, good to see you. >> you, too. >>russell: take care. >>laura: the voting age is 18 but it's great if you can learn about politics before that. students at countryside high school are doing just that.

we've researched the candidates and we've debated and we spent a lot of time on just really getting to learn the process and learn, you know, what it's all about. >>jennifer: i'm very interested in hearing about this debate that you guys put on in the class. talk to me more about that. >> okay. i had the students research both candidates. they had to -- you know, i gave them a week. they had to look at what they stood and they had to have a very civil debate, unlike what we saw on national tv. and they did a very good job of it. >>jennifer: is it hard to keep your political ideals out of the classroom? i'm sure you don't want to be bias. >> you know, it really is. it's about the kids. and the neat thing is, i have some kids that are of voting age and this is the first time
