♪ >> live from center city in philadelphia this is fox 29 news at 11. we're on top of developing story at 11. some of the facts of this case are clear cut. a mill schooler is hurt. a dog is dead after authorities say the animal tacked him but other details are proving more difficult to pin down. good evening, i'm lucy noland. for starters investigators are trying figure out who owned the dog. fox 29's dave schratwieser is live in wilmington. dave. >> reporter: lucy, that teenaged victim was tacked right outside his own home. to night his family tells us he's still hospitalized in stable condition after being treated for his injuries. as authorities try to figure out exactly what touched off this incident. >> i just -- i wish it never happen. >> reporter: relatives fought back tears as they described the pitbull attack on the 13 year old boy that happened around 6:30 wednesday night near the boy's home at 27th and

washington. >> it was just shocking. >> reporter: you worried about him. >> um-hmm. >> reporter: the boy's sister asked us not to identify her. she says her brother was bitten repeatedly as he and his brother struggled to get the dog off him and medic responded and took victim to the hospital with multiple bite wounds. >> on his feet, his legs and his arms. >> reporter: family members heard the eighth grader screaming and came out to seat dog's teeth lock on the boy's leg. they say the police tased the dog and fired two shots killing the pitbull. >> i just want my brother to be okay. >> reporter: delaware state animal welfare experts arrived on the scene. their investigating exactly where the dog came from and who owned it. although witnesses told them the dog was roaming the neighborhood just before the attacks. >> i think it should have died. >> reporter: now animal control experts would not say anything publicly tonight except that the dog own are in if he's located could face fines. no word from police if he could

streets taking them from parking lots. the complaints are pouring in and city council says enough is enough. and they'll be taking up the matter bright and early tomorrow morning. if you drive in philly, chances are it's happened to you. your car towed. >> besides being embarrassing you have to go down to the lot and then they check your information. try to make you pay all this money. i think my car was down there for about a half an hour. i had to pay three hun doctor dollars. >> reporter: it's the illegal stories the city is now going after. companies like this towing what appeared to be legally parked cars back in august. >> these are basically car pirates who go out and steal people's cars off the street and they've been doing it for awhile. >> reporter: after mounting complaints over pirate towing companies, city council wants to crack down. new legislation is being proposed that would require cars to be ticketed first before towing companies could move in. even on private property. new law could also allow the

city to revoke towing license if's customers are gouged. michael kirshner remembers when when tow driver demanded cash to get off the hook. >> you had to pay $250 for them to not tow it. >> to not tow it? >> yeah. they were like $250 or we're towing it. >> reporter: one of the biggest names in philly towing will be fighting city council. lew blum provides valuable service and says his business is being unfairly targeted. he says we move vehicles that are blocking other citizens and business owners from going to work or parking in their customers designated areas. he goes on to say, it's easy to hate us and i understand that. now the issue goes before a city council 10:00 o'clock tomorrow morning. a large contingent of tow truck drivers will be there. they are saying they are being targeted unfairly. lucy? >> all right, thank you very much, chris. investigators in allentown say improperly diss cared smoking materials ignited the

fire that gut add stretch of row homes last thursday night. you saw it as breaking news right here. enormous fire that damaged eight homes. five of them extensively. one of them is just destroyed. it forced nearly two dozen people out in the street. now sherri bots and her cousin shade had just rented the house where the fire started. bots friend was inside watching her two young children at the time. nobody is hurt. but the home is a total loss. some neighbors offered donations an place to stay but others blamed them for starting the fire. >> they point fingers at us and say you did this. you're the one that started think much it's your fault we don't have anything. it's just really hurts because we -- we literally don't have anything. >> bots disputes the official fine fining. no one smoked inside of their home. sometimes looking on the bright side is easier said than done, right? but you might want to try a little harder to see that half glass full.

cherry hill police say anonymous tip has led them to this guy. they say he robbed a woman at an atm. tonight prosecutors have charged patrick or so with robbery. we first showed you that surveillance video last night navy federal credit union on route 38 right near the cherry hill mall. couldn't get much more clearer than this, right? police say he came up to the woman from behind while she was at the outdoor atm. got away with her cash. judge holding or so on $50,000 cash bail. there you go. tonight camden county shrewed heroes. many grateful for their service gathered for the ceremony at the american legion in oakland. the board of freeholders presented 30 world war ii vets with camden county service med medal. at least two vets received the county special recognition medal. oakland is a great town by the way. big day for president joe biden alma mater he spoke at the inauguration ceremony at the university of delaware new president. have i president reminisced about his parents during the speech.

rescue the victim and then -- >> we just had put her in the ambulance i hear some firefighters calling, you know, firefighter down we need medic we need a medic. >> reporter: rachel ran over to the side of the fire truck she saw 2767-year-old ron down on the ground in full cardiac arrest. >> your heart sings a little bit but then your adrenaline going and you jump into act. >> grant the aed. we were lucky enough to have medic on scene. >> shock him twice and he started talking to us. it was the most unbelievable part about it. >> reporter: success and relief. >> he's fine! >> reporter: their generation firefighter elizabeth rice has known ronnie her whole life and is thankful he's okay and that she was able to play part. >> you're usual film for everybody else but this time you're there for one of your o own. >> we knew he was a good when he was asked what his name was he said george washington and that's ronnie for you. >> reporter: a real joker. and with 52 years for the volunteer fire company he is as good as they come.
