to put a stop to crime in hampton roads. governor terry mcauliffe and local leaders will meet for an important conversation - preventing young african american boys from turning to violence! the city of hampton is hosting a regional symposium to address the issue. data shows young black males are disproportionately affected by crime as either victims or offenders. rico bush is in hampton with more on what some are calling the crisis in the black community. rico. don, with this symposium today, leaders hope to use it as an opportunity to change the narrative from failure to hope among black youth and men. state and local leaders say they want to turn the page on crime and send a united message that they won't tolerate it in the seven cities. in hampton alone, african american men between the ages of 15 and 24 make up

this is from the sacramento fire department. early yesterday morning firefighters found flames shooting from a home, and a dog was trapped inside. he was scared and hiding, but firefighters eventually found him. :18 - :24 "come on!" "come on." nats of beeping the dog was hiding in a back bedroom. firefighters reunited him with his owners who already made it safely out of the home. new this morning, a bill that would have required students to use the restroom based on moving forward. of delegates subcommittee in richmond yesterday. it's good news for gloucester high school student gavin grimm who @ has been suing to use the boy's restroom. gavin is transgender. he was born a female, but identifies as male. a

in september, and he is currently fighting the decision in an appeals court. the democratic candidates for president with square off in another debate tonight. fresh off his win in new hampshire, bernie sanders will go head-to-head with hillary clinton in milwaukee. p-b-s newshour is hosting this 6th debate at 9 tonight. while president barack obama has not yet publicly endorsed a democratic candidate, his former press secretary believes he knows how the president is leaning. he had this to say on c-n-n yesterday. jay carney/former white house press secretary "i think the president has signaled, while remaining neutral, that he supports secretary clinton's candidacy and would prefer to see her as the nominee. he won't officially embrace her unless and until she's going to be the nominee. the white house wouldn't comment on carney's remarks. hillary clinton has frequently talked about her closeness with president obama on the campaign trail. new this morning, ohio governor john kasich is

that takes goverment money away from planned parenthood. kasich is coming off a second place win in the new hampshire primary for the republicans. signing the bill into law could help him appeal to conservatives in south carolina ahead of the february 20th primary. the republican presidential field continues to shrink. new jersey governor chris christie and former tech executive carly fiorina dropped out of the race. christie got seven-percent of the vote in last night new hampshire primary. fiorina got four-percent. now to developments in ferguson, missouri. the department of justice is filing suit against the city. this comes after ferugson city officials did not approve an agreement with the d-o-j aimed at improving the way police and courts treat minorities. "it is extremely unfortunate that the city has chosen to litigate this matter rather than move directly to these remedies and reforms" ferguson leaders made changes to the d-o-j agreement. they argue the changes

:31 - :42 mayor james meet financially. it's something that also still achieves the constitutional policing which is obviously the reason for having the consent decree." the city has been under scrutiny since a police officer shot and killed 18-year-old michael brown in august of 20-14. new this morning, south korea says it's shutting down an industrial park that it runs jointly with north korea. it's the strongest move yet to financially punish the impoverished country for a recent rocket launch. north korea's state-run television released this video of sunday's rocket launch. the country put a satellite into orbit, but much of the world looks at this as a step toward developing long- range missiles. that is why the u-s senate voted unanimously to enforce tougher sanctions on north korea. with 50-million dollars over the next five years, congress hopes to stop the country from developing nuclear warheads, and the missiles needed to

today the director of the centers for disease control and a medical expert from the national institute of health will speak to a senate committee about the zika virus. tom frieden and anthony fauci already spoke to a house committee yesterday. they said pregnant women are most at risk for the illness, and that the disease was detected in the brains of four babies who died in south america. doctors at n-i-h say they are optimistic about developing a vaccine for the illness because it's similar to west nile virus. good morning, hampton roads. let's check

good morning and thanks for joining us on wavy news ten at 7 am on fox 43. i'm brandi cummings, in for katie collett. we're going to get another check of your're very chilly forecast in our next 10 minutes, but first, new developments on that oregon standoff. right now the f-b-i says it surrounded the last occupiers at a federal wildlife refuge. those occupiers say they will turn themselves sometime this morning. agents believe there are about four people held up inside. this all started back in january when a group of armed protesters took over the refuge in burns to oppose federal land-use policies.

arrested the group's leader, ammon bundy and others on a remote road outside the refuge. and new this morning, police arrested cliven bundy after he flew into an airport in portland oregon. bundy is the father the armed occupation leader ammon bundy. bundy has been in the center of a standoff in nevada with federal offices in 2014 over the use of public land. now to the stand hundreds of people plan to take against violence today in hampton roads. hampton will host a symposium with several state leaders about crime among african american men. it's something that's never been done before. officials say it's time to send a message, they won't tolerate crime. rico bush is in hampton with a preview of the event. rico, good morning? good morning brandi. the

staff have failed in the general assembly. however this new bill just passed the education committee. under the proposal, security guards would have to be retired police officers and get permission from the local school board before getting a weapon. some say the bill is a slippery slope, but gun advocates believe permit holders should be allowed to carry guns on campus and believe this bill is a step in that direction. philip van cleave virginia citizens defense league] liberty university is a good example of this. they never had any problems with it. butt to andy goddard virginians for responsible gun laws] if you can find an opening to crack open the door then next year you can add more things and push the door wider. those against the bill, say retired officers should at least have to go through annual training before they're allowed to carry a weapon on school grounds. this morning we're hearing from witnesses after a maryland sheriff says a man shot and killed two of his deputies. authorities have not released a motive for the shooting, but the sheriff

evans shot and killed a deputy simply "because he was wearing a uniform." this all started during harford county, near baltimore. deputies got a tip on where evans was. witnesses say when a deputy approached him, evans pulled out a gun. sophia faulkner/witness he just took out his gun and shot him in the head right after the officer asked him hows your day. the sheriff says evans shot and killed another deputy in a shootout. two other deputies responded and shot and killed evans. the sheriff's office has not released the names of those who died. today the federal aviation administration will try to figure out what caused a plane crash that killed two deputies in california. the f-a-a syas the single-engine plane burst into flames after hitting a mountain near fresno. the sheriff's office in tulare county said there was no distress signal yesterday before the crash. they also said the plane's parachute was not deployed. police in california

beach officers have been looking for since last week. los angeles police now have 20-year-old devante williams in custody. police believe he shot his mother on kitimal drive in ocean lakes. she is recovering from her injuries. we first brought this to you right here on fox43 thursday as breaking news. police say williams faces an attempted murder charge. he's now waiting to be brought back to hampton roads. we're on your side - looking into a risky trend among teens in hampton roads is under the microscope. e-cigarette use is exploding across the country with teens picking up the habit at an alarming rate. an estimated 2 million and 450-thousand middle-schoolers are experimenting with vaping. virginia medical school in norfolk are studying ways to reverse the trend. kelli england will, we really have to understnad where they are coming from:15 and understanding what would

second place win in the new hampshire primary for the republicans. signing the bill into law could help him appeal to conservatives in south carolina ahead of the february 20th primary. new this morning, a bill that would have required students to use the restroom based on their biology is not moving forward. the bill died in a house of delegates subcommittee in richmond yesterday. it's good news for gloucester high school student gavin grimm who has been suing to use the boy's restroom. gavin is transgender. he was born a female, but identifies as male. a judge ruled against gavin in september, and he is currently fighting the decision in an appeals court. now to developments in ferguson, missouri. the department of justice is filing suit against the city. this comes after ferugson city officials did not approve an agreement with the d-o-j aimed at improving the way police and courts treat minorities. "it is extremely unfortunate that the city has chosen to litigate this matter rather than move directly to these remedies and reforms" ferguson leaders made
