phone george kirkland spoke with us. mr. kirkland a retired chevron top executive used 755,000 gallons of water in the last 60 days. 12,500 gallons a day almost 13 times the allowable use. he says that his four acre lot has 1700 grapevines on it and that he unsuccessfully tried to drill a well. kirkland says he believes that irrigation leaks have doubled his water use since the last billing cycle which would still put him well into the top tier of excessive water users. mark pine of alamo, the number 2 excessive user, at 8,000 gallons a day, did not return my calls. the oakland a's billy beane the third highest excessive user used 6,000 gallons a day. beane blames his excessive use on irrigation and pool leaks saying, we are more than displeased and embarrassed by the usage and are taking immediate action. now, since today's list is only a third of this billing cycle, there could be three times as many big users and we and east bay m.u.d. will be looking for them. >> if needed the penalty can get tougher. >> reporter: that penalty could mean higher fines. actual flow restrictio

spending. consumer confidence to remain strong. for more and that i'm joined by george pacetti from morgan stanley financial. >> we were chatting during the break. you look at wall street and your 401(k) since january day scott -- they have gone up exponentially but we have a sluggish economy>> the gross domestic product which is a summary of all goods and services and exports not imports, a terrible number. .7% for the first quarter which is terrible growth. if we continue doing that we would be upset about it. we think it's an anomaly we had a couple of things happen. military spending was way down. we just got off of holiday sales for christmas and that sort of thing. we just saw less spending going on. we think we will double down. at morgan stanley our tracker data shows that in the second quarter we should be up about 4.1%. so take the .7% we are unhappy with and the 4.1% that were very happy with and were on a 2.2% run rate which is a little higher than what the feds are expecting. if we end up at a 2.1% overall gdp for the whole year it would be okay. we needed 3% to be good. >> th

wealth advisor. george, thank you for joining us. you were just here a couple days ago. >> i was. >> we were talking about the possibility of the hike. after yellen's speech the odds went from 30% to 77%. it's most likely going to happen. >> the train finally left the station. there's a lot of starts since december, but now it looks like it is going to happen. she said today we're going to make an adjustment at the next meeting, depending on things, which means a jobs report. the jobs report was supposed to come out today. we have had 76 months of increased jobs. the following monday is when the feds will analyze that and decide whether or not they're going to raise the rate. >> what do you think they need to sign that report? just another increase? >> they just need to see stability. and they're probably going to see that. all indications are that jobs have continued, as they have been for 76 months. what they have really been fighting is trying to get inflation to the 2% level. they're not quite at 2% yet, but we see a lot of the headwinds from the global economy slowing down.
