outskirts of shanghai, china. he was saying we should not be surprised about some of this health care talks. maybe the same applies here. what do we do about it? >> this is just the latest story on these cyber operations. they do not just come from china. iran is a threat. russia, north korea, there are maybe over 100 countries involved. of course, this is the latest wake-up call to do something about it. the critical thing here is, obviously, private / public information sharing. the government has access. they have tools. they have information that can help protect the private sector. they have to keep the bad guys out of their system. we have hundreds of billions of dollars of intellectual property that is whisked away via the internet every year. we do not even know how big this problem is. you have to work together on this. there are concerns about that. connell: does it change the dynamic at all? does it change the dynamic at all that this report directly links the taxes to the chinese military? does it make it more and comment upon our military and government to respond? >> wel

the key problem but what is coming from that is china's growth is slowing for several reasons. its labor force is going to shrink in a year or two, productivity is lower than it has been in the past. china because of rising wages and appreciating currency not nearly as cost competitive as it was so as china slows that is causing growth problems and other emerging markets which were driven by china's industrialization over the last decade or so. with not much pricing power by exporters in emerging markets that is causing profit problems you mentioned. dagen: in terms of china's slowing growth what other parts of the world will pick up the slack if at all? >> we think developed markets going to pick up the slack this year. we are optimistic about the u.s.. we think we will see slower growth in the first quarter because the inventory accumulation in the second half of last year will slow things a little bit in the first quarter but without that, we look for three to 3% growth this year so that is much better than it has been in the past, the euro zone is coming out of recession, we th

. there's a slowdown in china. we don't know how long that will persist. people are worried about the fiscal cliff. those things could cause us to do it longer than we are anticipating some is open ended. the objective is to get the right economic outcome which is improvement of labour markets that are substantial and sustainable and that requires getting growth faster than we have been seeing. peter: the balance sheet is shy of $3 trillion. those purchases get it up to $4 trillion essentials. is that a concern? how do you online from that long term? >> it is an expansion of the balance sheet and that is what we are expecting. i do think we have the tools to exit when exit becomes appropriate. this isn't raised in terms of amounts we are buying or dates but in terms of getting economic outcomes. that is the purpose of doing this. getting a better record -- macro economic out but. peter: in conjunction with the current bond buying program. and the fomc announced since last week. operations twist expires at the end of the year and all your friends in the bond market's wants to know what

adjust this base i and many fundamentals that may have occurred? we have been watching china, europe, we told our clients this may be a little conservative if china bounces back a little more, if you're up is less bad flattening out. those are the types of things we are worrying about. but in the last two years we have been fairly accurate in the market it created well above the target and well below the target. i don't think we will trade significantly higher from where we are now, but we could trade a little bit higher. dennis: using the jobless rate will be 7.5%. the fed said we will not start messing with interest rates until it is at 6.5. so many states lose, that would be a good thing for stocks, right? you say the housing recovery is really taking shape at jobs are looking better and good retail sales number. >> i don't think so, we have to take valuations into account. it is hard for valuations to expand a lot. 14.5, 15 is probably close to the core value. housing has really boosted consumer confidence, we saw the retail sales number today, people are out spending money. but
