an immediate cease-fire, withdrawal of all the heavy weapons, and to grant the organization for security and cooperation in europe unfettered access under the minsk agreement. in 1994, russia sign the budapest memorandum. along the united states, the united kingdom and ukraine. that provided ukraine with assurances that all parties would respect its independence, sovereignty and existing borders. in that memorandum, russia also promised to refrain from the threat or use of force in exchange for the ukraine's relinquishment of nuclear weapons. once again, under the 1997 nato russia founding act, russia agreed to refrain from the threat or use of force against each other or any other state in sovereignty, territorial integrity or political independence. unfortunately, russia is not adhering to the letter, much less the spirit of these international commitments. the u.s. and our allies will continue to press russia to honor its minsk commitments and our sanctions will remain in place until moscow reverses the actions that triggered them. as president trump has made clear, the united states

[laughter] we went to a conference that was put on by the organization for security and cooperation in europe, one of the leading regional groups around the globe. what is wonderful about the zero is they have a focus on human dimensions. they care about human rights and tolerance. by the way, the work tolerance does not mean "we will put up with the." in the diplomatic world, tolerance means "mutual respect ." understand, we were at a tolerance conference. i wrote the official u.s. statement condemning anti- semitism. she wrote the official statement condemning islamaphobia. the night before the conference, we decided to plot the future. when the conference began with a focus on hatred of muslims, i was sitting in the u.s. share. when the call on the united states, i introduced myself. "i am the special envoy on global anti-semitism and i want to condemn in the strongest word possible all that is going on debt is increasing hatred of muslims." when the next session focused on the subject of anti-semitism, the same thing happened. she spoke as the representative for a muslim communitie
