bush... bill: you are calling it a flip. juan is it a flip, technically? >> i don't think it is a flip. i think they've wanted to do it at the white house. as i said i think the political dynamics here at the moment, make it difficult, unlikely that you could get the votes to get it done. so, i think what the president is saying now, may be in the sense, something along what justin is saying, i think he wants to make it clear to the hispanic community, that he wants something that he is trying to get something done but i'm not sure that even the white house believes at this point, that this cake is cooked and ready for the hill to handle. bill: why did he make the comment, it is cinco de mayo and fits with the theme in the country yesterday. >> no, it is political, he's trying to say to the hit panic communi -- hispanic people that he is one with them and he's getting pressure from the hispanic community and, even al sharpton saying, why isn't the president acting and people think the federal

so hold on to that distinction as i make my next point because george bush skipped st. paul in 2008. he appeared by video conference with john mccain. >> well, he wasn't running for anything in 2008, and that convention was run by the mccain people, and he was still president at the time which should take a little bit of your time, i would think. bill: okay. so the list, perhaps, grows between now and charlotte. we will see together. on health care, what do the spikes do in this -- supremes do in this hour tomorrow? >> i find it hard to believe that this law can be found unconstitutional. obviously, it's very hotly-debated, but when you saw the oral argument in the supreme court, you saw justices across the spectrum saying how can you force the american people to buy something they don't want? that has never happened before. i would be stunned if they don't find at least the individual mandate unconstitutional. and if it is unconstitutional, as i believe it is, then i think the whole premise for obamacare falls apart. bill: all of it? >> well, some of it may well be leg

joining us now to talk about it, allan cooms, brad blakeman, former assistant to george w. bush. brad, if a president with abysmal approval ratings is still beating any potential gop contenders, doesn't that say that the field is pretty weak? >> absolutely, the field is weak, and we're seeing the president could very well win by default, despite his many policy deficiencies and failure to lead. what it tells me, no serious republican has announced yet, no serious republican is being talked about, and what you're seeing now is the polls are really irrelevant because i believe that none of the seven that you've discussed so far with people who are selectable by the party, therefore, not electable by the people, because they'll never get past the convention of the primaries. gregg: allan, let me put on the screen how the president matches up. he does his best among the gop candants -- or mitt romney does the best among the candidates, getting 45 percent, compared to president obama's 49 percent, and president obama does his best, 55 percent, when matched against sarah palin, just 38

former senior advisor to president george w. bush and karl, good morning. good to see you. >> i'm fine. how are you? martha: how do you feel about the fact that medicare has become so central to this debate? >> there was going to be a debate about medicare. the question whether it would be on the republicans terms now, out in the open or whether it would be on democrat terms with late night phone calls to seniors in the closing days of the campaign and really ugly mail pieces scaring the heck out of seniors about republicans taking away their medicare. republicans want to have the debate now and want to have it for one very important reason. they have something they can hang their hat on. president obama, as part of obamacare, took $716 billion out of medicare in order to fund obamacare. he took the basically, used, the medicare as a piggybank to pay for obamacare. the reductions primarily in two areas. $415 billion cut from payments to doctors and hospitals. now this is going to be a real problem. first of all we have 14 million people that work in health

joined by karl rove, former campaign adviser to george w. bush and a fox news contributor. good morning. >> good morning. martha: when you look at republican numbers and the republican chances which have really been pinned largely on the need to turn around the economy, does that concern you? >> just a little bit. i mean, remember, the numbers that you saw there, most of them were above the national average of 8.2%. and let's also keep in mind that part of the reason for the drop in the unemployment rates in these states is that people have got even so discouraged they are no longer looking for work. we have the largest number of americans ever who are not part of the workforce, and if you had the size of the workforce was the same as it was when we went into this difficulty, the unemployment rates would be about 11%. but the biggest problem the president faces is, do people give him credit for whatever good is going on out there in the economy? and i thought there was a very interesting poll recently in which they said, all right president obama's policies, have they hurt

those were permitted during george bush's administration. the 20%, 2% number, that we use 20% of the world's oil and only half, 2% of the world's reserves, please, give me a break with that one. martha: he said, we're at an eight year high in domestic oil and gas supply. you hinted at some of the reason behind this. and you say it can't be attributed to anything he did as president because they were private leases, but does the fact remain that right now we are at an eight-year high in domestic oil and gas supply, is that true? >> reporter: yes, that is true. that is true, but we're at an eight year-at 5.6 million barrels today. we produced as much as 9.5 million barrels a day in past administrations. most importantly, do you when this barack obama was first elected president and he said we can't drill our way out of it. if we put a drill bit in the ground right now it would be five or ten years before we see any of the oil hit our refineries. he said that himself. if we use his own words there is no way in three years the oil that he's seei

karl rove, fox news contributor, former senior advisor to george bush, good morning there, karl, down there in austin, texas. i know you have your white board. what is on your mind. >> there are dozens of issues but six big issues that is different from the house and senate bills. the first is the house has a public option, a government-run health care plan and the senate bill doesn't. there is a big issue about abortion. they have taxpayer funding of abortion. the senate bill doesn't. on the employer mandate, the house has very tough provisions penalizing employers who doesn't proceed advise coverage for their employees. the question is about the tax. in the house version they have a 4.5% tax on wealthier individuals to pay for part of the plan. in the senate there is a high expense high cost america plan. there is a battle on medical devices. the senate has a -- the two bodies have different versions on that. and then a medicare board, reimbursements to doctors and hospitals. the house has a very powerful -- the senate has a very powerful board. the senate doesn't. the issues will b

. >> but, if you go back and look at a, whether george bush, in his first term, there are people who didn't want to campaign with him and george bush, the elder didn't want to campaign with them, and bill clinton and almost by definition, presidents get themselves into the most controversial areas their first year, that is the time they think they have the most political capital which tends to be controversial and in this case you have health care which is controversial, if you are a member of congress in a moderate district, if they need money they will have no problem having the president of the united states come in and campaign for them. uma: you think either way in terms of where the health care vote goes, that president obama will be controversial when it comes to his stand on the issue? >> he's -- look, he is controversial, on the health care issue, no question about that. although, andrea, i like her, and it wasn't two republicans who didn't show up in missouri, it was two democrats and that will not be unusual. there will be people who don't want to -- the republicans to get

bush. before we go to the outspread, this is the extreme, this is, well, some may categorize it as extreme, some may say it's drastic, some may say it's necessary. what do you think about paul's suggestion? >> i think paul is as aggressive as the president was anemic in his state of the union. the president needed some tough love on tuesday and we didn't get it, the president did not lay out the fact to the american people, something they know, but they want their president to acknowledge, we have unprecedented debt, $14 trillion, another trillion and a half dollars added this year, we have one in ten americans that are out of work, we have the home foreclosures in record numbers, bankruptcies in states unheard of for a state to go bankrupt in america, so what we need is tough love. now, whether it's rand paul's suggestion or not, at least what paul is saying what the president and democrats are suggesting, is unacceptable, we need deep and drastic cuts, where they will be remains to be deb

former president george w. bush used to say that businesses need permanent tax cuts to help them make long term planning but mr. bush, of course, his tax cuts were only temporary because he couldn't come up with the votes to make them permanent and the strategy was to then, put political pressure on congress to extend the tax cuts by saying the lawmakers -- to lawmakers if they didn't do so were effectively voting for a tax increase and i should point out we got a report today that fourth quarter gdp actually went up 5.7%, and the president's council on economic advisors, christina romer says that is an indication the recovery is proceeding in a normal fashion. she says that that is going to let businesses be more comfortable about hiring more workers, and, this tax proposal is an attempt to get them to do it now, instead of waiting 6 to 12 months to do so. martha: let's hope that that is going to be a sign of recovery, for the u.s. economy, everybody will be glad to hear that, wendell goler thank you very much
