sarah simmons joins us with more on how this will change traffic. >> reporter: good morning. the project is mainly in the fort belvoir north area but a lot of this work will be done on the base. some of it is going to need to be done on the roadways outside of the base just even look at the traffic here at this time of the day. it gives you an idea how busy and congested it already is down here. but you know a lot of people are worried that it will be even worse once the brac realignment takes place. a federal commander will be meeting today at 1:30 to discuss road developments that are sure to come up. the road project, they are federal road projects that will connect rolling road and fullerton roads. there is also a plan to build a national geospatial intelligence agency in the same area. and along with that is expected lots of people. >> the army is moving 8500 employees to the nga facility they are building currently on engineer proving grounds. without these improvements, it would be a pretty heavy toll on the local roads. >> the federal highway administration says it do

sarah simmons just arrived at the scene and what can you tell us about what is going on there now? >> reporter: right now, we know the police are still here on the scene. new york avenue is shut down here between bladensburg road and "the washington times" building. now, what police are telling us right now, they are still investigating further down the road here in front of the washington times buildi where prince george's county police say that d.c. police originally had pursued somebody that crossed over into prince george's county. prince george's county officers tell us they followed somebody back over the d.c. line here where somebody then crashed a vehicle. we don't know exactly at this point why police were pursuing the vehicle. we don't know what type of vehicle but we do know the vehicle crashed right near the washington time building into a jersey wall. i am told by police that two people did get out of the car and ran off. police were able to catch them and have since arrested them. now, at this point, we don't know why they were pursuing them but the road is still clos

fox 5's sarah simmons joins us live with the latest on this investigation. >> report: we are getting new information about this investigation this morning as well. police just released the name of the victim who was killed in the shooting. he is 24-year-old michael harris of northwest d.c. police and family member are trying to figure out what happened here. sources are telling fox 5 news that one of the victims may have been a witness in another shooting and was set to testify coming up in a recent trial. the shooting happened in the 900 block of hamilton street northwest last night at about 6:30. crime scene tape was wrapped around a large part of that neighborhood. four people were shot in the rear of that home. one was killed, michael harris. police say a hail of gunfire was sprayed through t alley but investigators are still trying to piece together the evidence. >> it is just too early to say what happened. we are still interviewing quite a few witnesses. we have to wait to see what the witness statements indicate. >> reporter: residents say they are obviously worried. they hav
