>> thank you for your patience. i m leader pelosi's district rector in san francisco. i've been with the for about nine years, and we are excited to put on this forum today to help people learn how they can access credit and capital for their small business. click background on some of what was accomplished in the last congress when later closing was speaker of the house. she had had 16 tax cuts signed into law to help small businesses grow and thrive. as we know, during the last 15 years, small businesses account for about 2/3 of the job growth in our country, but when the bush recession hits in 2009, 2010, small businesses were hit particularly hard. small businesses are the center of her agenda. congress under her leadership gave 27 million small businesses tax cuts. two main pieces of legislation -- the small businesses jobs act in the information you have, will create a total of 500,000 jobs and create eight tax cuts. they are all described in the packet you have. also, unleashing up to $300 billion in credit for small businesses to access. there are another eight tax cuts

>> mayor for the city and county of san francisco. >> tonight, san francisco has a new interim mayor. >> a few minutes ago, city administrator now interim mayor ed lee, emerged happy but humble. >> in 2011, a temporary or interim mayor was selected by the board of supervisors, what is an interim mayor? why do we need one? is it the mayor's supposed to be elected by san francisco voters? how did this happen? let's rewind the story a little and look at the people and complicated process that led to this historic transition. the last time san francisco had an interim mayor was 30 years ago, when, in 1978, george mosconi, was assassinated by supervisor dan white. >> both to grow rather mosconi and harvey milk have been shot and killed. >> they needed a new mayor at the time. the board got together and appointed dianne feinstein. >> we did not have much to go on and looked at 1978. there were no hints as to who put it on the board, if any discussion occurred about a process. >> what triggered san francisco's search over 30 years later was gavin newsom's election to the office of lie

putting of these new signs along all of the schools in san francisco beginning at peabody. you are the first school to get this. [applause] that must mean that you must be among the smartest kids in our city. that has got to mean something, right? let us go to peabody first because they must have some smart kids. each school will be getting four signs. there will be 200 schools in san francisco that will get these new signs that lowers the speed to a maximum of about 15 miles per hour. that has proven to be much safer and having no signs or instructions. parents, i want to thank all of you for joining us. these recommendations come from the experts that are studying how we can increase the pedestrian and student safety around our schools. these are hot spots around the city. we want to say, we will join you in that effort, and our police department, and our school department officials, and our transit system. we are working together, we have continued meetings to make sure that we not only post signs, but the police will be out there enforcing this. they will start out by telling p

downtown san francisco. i have had about four different bikes in my lifetime. three of them were stolen from me. i have had the current one for 10 years and i have been very safe with my bike to prevent theft. but one of the ways we can ensure our bikes are safe from theft is to be able to bring them into our building so that when i'd bring them in, we use the city hall locker room to be able to store our bikes. for many, there is not like access and we want to be able to provide that access in the future for cyclists in san francisco. legislation will be asking the city attorney to draft a plan modeled after the one that exists in new york city that would either require commercial buildings to provide space, locker rooms for cycles, or to allow workers to bring bicycles into the building. while this is being drafted by the city attorney, i intend to be working with bike advocates as well as the building owners and managers association and related unions that do work to make sure we have a plan that can move forward and be successful to ensure we can create better safety from theft for

the voices of the san francisco immigrant communities. we are responsible for advising the mayor and the board of supervisors on any matters related to the well-being and concerns. the commission meets regularly on the second monday of every month beginning at 5:30 p.m. at city hall. in april of 2009, we have the joint hearing with the human rights commission to listen to the first 10 testimonies from san francisco residents. the purpose of tonight symposium is for the commission and for the rest of the city family to hear from national experts on comprehensive immigration reform, and to obtain guidance on how local governments, commissions, and community organizations can weigh in on the comprehensive immigration reform debate. tonight's information will be used to guide the commission's work and to help shape our recommendations on behalf of the city immigrant community. i would like to introduce our presenters for tonight's symposium. the office of assembly man is here. thank you. the northern california chapter of the immigrants lawyers association. the commission would also like

realized that healthy san francisco, when the city administers these medical reimbursement accounts, similar accounts to the ones we are talking about, that the city closes it if there is no activity for an 18-month period. the purpose of this amendment is to align what we are asking of businesses with how the city is approaching this issue. we cannot ask businesses to do more than what we as a city or doing. i think it is important to be consistent, and we heard that comment from businesses, and we want to make sure that about address that. so the amendment that you have before you, in our view, is an amendment that strikes the right balance between the concerns that have been raised and the reamount here is we have a small minority of businesses taking advantage of the loophole. the intent of the order nabs was to provide health care, to make sure that health care was actually available to these workers. the reality is that right now you have a small percentage of businesses that are taking advantage of this loophole. many of these businesses are asking consumers to pay extra. we

financial resources for event preparation and management crowd and traffic control. san francisco bay and the surrounding parklands will make the america's cup memorable and historic. we simply call for measures to protect the national park that our community worked so hard to create and care for. we can assure positive legacy while protecting the bay area's beloved national parks. thank you very much. >> thank you. >> hello. i am a san francisco resident. i just want to thank you very much for this opportunity for comment. i am a big ocean conservation advocate. there are insufficient protection for the marine wildlife and maximum mals in and around the bay and this includes the two-legged mammals. i think there is a lack of specificity as to how the protections will be addressed. i want to give you a few suggestions and some things that you might want to consider. slowing the vessel traffic down in order to avoid collisions with marine wildlife. that does not mean the racing vessels, just to be clear. prohibiting noisy personal water craft on the race course as they are already bann

nominated to be the successor mayor. >> san francisco citizens never had a loss of opinion during the public comments. several suggested the more experienced board to make this election, rather than the new board in january. >> there are two problems with the new board coming on. one is the experience level, but more importantly, there is a part of me that believe you should already know your password and e-mail address before you get to hear. that is the reality of it. >> the board saw this as a golden opportunity to select a progressive mayor. >> for progressives, this was the mother of all great opportunities. they have been chomping at the bit to be in room 204 years. the city generally votes more moderately on the whole. >> there is one in term mayor from the progressive side to make sure in the next year, it will be a progressive mayor with a progressive majority board. then maybe in the election, they can have another elected progressive mayor. >> another issue was to consider selecting a caretaker mayor. several may run in november and preferred that the interim mayor be a car

in san francisco deserved is also a part of protecting the rights of workers. the two are connected. this loophole is something we have talked about for quite sometime. we have had hearings in the small business commission, at the government audits and oversight committee. we had a meeting here, including a closed session. the difficulty with this legislation is that, as we are trying to close a loop hole, which i think even people who have issues with the legislation have yet to hear anyone say that is loophole does not exist. we are challenged by law that limits the jurisdiction to micro manage the way in which the accounts in question are handled. it is for that reason that, in trying to address this loophole, we have tried to strike the right balance between protecting the rights of these workers, taking into consideration the interests of businesss, the interests of consumers and taxpayers, but doing so in a way that follows federal lay and the guidelines described by the 9th circuit. the fact is the more we try to micromanage how these accounts are managed, the more likely we

city departments, the san francisco municipal transportation agency, and audi of america, and a special thank you to those who supported this trend for this project. when we embark on this new project, it reminded us of where we have been and where we are going in union square. 164 years ago, jasper overall, who has a street named after him one week away, was commissioned by the city to lay out a design for its streets and parks, including union square. the park's design was designed to be infighting, accessible, beautiful, and memorable. today, architect walter put has applied those same qualities beautifully to the powell street promenade with a contemporary landscape design with features and heard of, like solar technology and wi-fi. o'farrell may not have imagined at the time that 100,000 people would use this street every weekend, making it the busiest city corridor. now with this promenade, it will be one of the best places to enjoy the hustle and bustle of the city, out of its hustle and bustle by working with the city, audi, and union square business improvement district

be. like i said, what do people do when they come to san francisco? they ride a cable car. >> california line starts in the financial district. people are coming down knobbhill. the cable car picks people up. takes them to work. >> there still is no other device to conquer these hills better than a cable car. nobody wanted to live up here because you had to climb up here. with the invention of the cable car, these hills became accessible. he watched horses be dragged to death. cable cars were invent in san francisco to solve the problem with it's unique, vertically challenged terrain. we are still using cars a century old >> the old cable car is the most unique thing, it's still going. it was a good design by then and is still now. if we don't do something now. it's going to be worse later. >> the cable cars are built the same as they were in the late 1800's. we use a modern machinery. we haven't changed a thing. it's just how we get there. >> it's a time consuming job. we go for the quality rather than the production. we take pride in our work and it shows in the end prod
